5 What Part of Gen Model Causing Problems? One suspect is PSS. PSS easy to check. Review the most recent PSS tuning report and compared to the PSLF model. Differences found between model and PSS Report: Model gain setting is too high Model had only 1 lead/lag stage rather than 2 Model had no provision notch filter 5

6 Review of 2014 Disturbances and PSS Models To understand impact of model differences from test report, events from 2014 were reviewed using four different models: 1. Existing PSS model 2. Reduced gain parameter 3. Bullet 2 + addition of second lead/lag stage 4. 15 Recommendations for PSS Model Changes Reviewed numerous events from 2014 including Generation loss SLG and 3-phase faults Recommended PSS Model Changes Reduce model gain to that documented in the latest PSS test report. Ensure two lead/lag stages are modeled with appropriate settings rather than just one stage. Do not include notch filter parameters at this time. Further review is recommended. 15

23 Summary PG&E is reviewing PMU data from one power plant for model validation. Resulted in recommendation to update to PSS model. Ongoing review of new data and other model parameters. Project to install PMUs at four additional generator locations, and Evaluate various PPM validation and parameter estimation applications: PNNL PPMV Tool Matlab/Simulink parameter estimation tools EPRI PPPD Others? RTDS simulated data from PG&E s POC will be used as another data source in reviewing PPM validation and parameter estimation tools. 23
