3 1. GENERAL The Vendor is required to provide written confirmation of any proposed changes to the original material required date. This notification must be sent to the Buyer noted on the Purchase Order. This Specification defines the responsibilities of National Grid and its Vendors regarding specific packaging, shipping, receiving, safety and warehousing requirements. Failure to comply with the requirements listed may result in shipments being refused at no cost to National Grid. All costs incurred to provide material in compliance with this Specification shall be the responsibility of the Vendor. The Vendor shall also ensure that the shipper adheres to the requirements of this Specification. In the event of inclement weather at the time of delivery, a waiting period may be required before unloading can be started. All exceptions to these conditions will be made only by special advanced arrangements. Vendors should call National Grid s Receiving Supervisor prior to scheduling a delivery if in doubt as to its acceptability. See Appendix for phone numbers. Special delivery requirements for Bulk Materials, Wire and Cable, Pipe and Conduit are further defined in Sections 8, 9, 10 & 11 of this Specification. The weight of individual cartons shall not exceed 70 pounds. Packing slips must be clearly visible. 2. SAFETY National Grid places the safety of its employees and everyone who enters its properties as a top priority. National Grid reserves the right to REFUSE to unload or accept any material or equipment that is not properly banded or secured and would result in an unsafe situation until the safety shortfall is corrected. All carriers are required to know and to comply with the requirements of the Occupational Safety and Health Administration (OSHA), all other applicable federal and state laws, as well as other site-specific requirements while on National Grid properties. Carriers must follow all instructions as noted on signs at National Grid properties. All visiting personnel must stay within the established safety areas. Obey all posted speed limit and stop signs. Look out for pedestrians and moving equipment. Keep other passengers, pets, etc. in the cab of the truck at all times. Do not dispose of used dunnage in our dumpsters. Promptly leave National Grid property after delivery is completed. Adhere to delivery hours at each site. Possess and wear Personal Protective Equipment (PPE) at National Grid sites: Safety shoes with steel toes Safety glasses with side shields Hard hat for work in our outside yards Electrical Hazard (EH) rated footwear is required when working at a site in proximity to energized electrical equipment (active jobsites). This requirement is based on OSHA Loading and/or Unloading: Delivery Driver should be equipped with a pallet jack, lift gate or other equipment to bring load to the tail of the truck National Grid Generation sites do NOT have loading docks Review the cargo to be loaded or unloaded with National Grid personnel Chock trucks during loading and unloading operations Adhere to work area safety signage and stay in sight of the forklift operator at all times Explicitly follow the Safety Instructions from NG Personnel If work activity is on or near a road, the carrier will comply with all applicable parts of the most current US Department of Transportation s MUTCD. A high visibility safety vest is also required PPE in these work areas. Page 3 of 9

4 3. SHIPPING INSTRUCTIONS The below guidelines apply to ALL shipments inbound to National Grid. National Grid s Freight Policy requires that all Vendors ship materials to National Grid following the Delivery instructions indicated per Contract and/or Purchase Order. Shipment Types - Parcel, LTL, Truckload/Expedited, International Shipments will not be accepted if National Grid s storeroom personnel would be required to search and/or re-arrange the load in order to remove the material consigned to that location. Before items are loaded into the container: During the loading process, the Vendor is required to inspect each container prior to loading for signs of damage and reject the shipment if it is not in good condition. National Grid reserves the right to make the final decision on all packaging. Page 4 of 9

Shipping Documents Bill of Lading: The following information must be on EVERY Bill of Lading: Your Company Name Address Telephone Number National Grid Employee Contact Name National Grid Material PO # National Grid Material PO# Line Item National Grid SAP # Quantity of item per line item National Grid Delivery Site Address Commodity Description Class Weight Number of Pallets and or Pieces Dimensions National Motor Freight Classification Number (NMFC) Describe all merchandise fully in accordance with the National Motor Freight classification as to insure the lowest possible transportation cost. All shipments subject to release valuation must be released to the value that will result in the lowest freight charges being assessed by the freight carrier. National Grid s preferred carriers are instructed to refuse any pick up if the items above are not listed on the B/L at the shipper s expense. Paperwork/Packing Slip: Packing List needs to be based on container level not shipment level Vendor is required to provide a detailed packing list; packing list must contain: o National Grid PO # o National Grid SAP # o Exact # of pieces o Unit of Measure (Each, Feet, Cases, etc.) o Length of coil or cable per reel o Delivery location for each item (when more than one) 1 House Bill of Lading (HBL) for all containers Labels must be attached to each item/pallet Labels/Packing Slip must be attached Right Side Up on each item for easy reference. National Grid and the Forwarder will not be responsible for any liability if loading and bracing of any container is not completed correctly or is rejected by the carrier (SSL). Page 5 of 9

PACKING INSTRUCTIONS Cargo being delivered to National Grid sites or jobsites must have packaging of sufficient strength and integrity to withstand the stresses of transport and handling from the supplier's factory, to carrier transport/handling, and through further handling and delivery to the ultimate construction destination Cargo will be inspected upon arrival at National Grid sites and jobsites. Any cargo deemed to be unsafe to unload, or unsafe to withstand continued handling and deliveries will be refused When shipments are combined for delivery to more than one storeroom, the Vendor is responsible for proper loading, either when a common carrier or its own equipment is used. 6. MARKING and LABELING REQUIREMENTS The Vendor is REQUIRED to indicate the following on all cartons, related packing papers, invoices and correspondence: o Purchase order Number o Packing Slip Number o National Grid Item ID Number(s) 7. Delivery Locations: Generation Sites accept Deliveries Monday through Friday from 7:00 A.M. to 3:00 P.M. with the exception of Holidays and the below Break Times: 9:30 A.M. to 9:45 A.M. 12:00 P.M. to 12:30 P.M. BULK MATERIAL SHIPMENTS All full skids shall be shipped on pallets constructed as follows: Three stringers shall be 2" x 4" x 48" Long top and bottom boards to be of 7/8" or 1" lumber Top boards may be of random widths - no board less than 4" wide End boards not less than 6" wide & maximum spacing of 2" between top deck boards Bottom boards will be 6" wide with two 9" spacing in between to allow for entry of pallet truck wheels The outside leading edge of the lower boards to be chamfered Overall height of stacked pallet shall not exceed 48 Weight of individual cartons shall not exceed 70 pounds When shipments are combined for delivery to more than one storeroom, the Vendor is responsible for proper loading, either when a common carrier or its own equipment is used. *Any pallet/crate larger than 48 x 48 must be delivered on a removable side rack-type or flat-bed truck suitable for National Grid s forklift unloading operations. Any deviations must be approved in advance by the respective National Grid Requestor. 9. WIRE AND CABLE DELIVERIES Wire and Cable (Reels) deliveries must be made as follows: Coils of wire are to be packaged on wood pallets sturdy enough to stack full coils in storage without damage to the bottom tubing product. Acceptable Not Acceptable The coils are to remain totally upright throughout the entire shipping process. Stretch wrap is required to ensure that the bundles are wrapped securely to the pallet. Coils should not shift during transportation and off-loading. Coils are to remain intact as a bundle until the stretch wrap is removed at the final destination. 8 9. WIRE AND CABLE DELIVERIES CONTINUED Palletized reels are accepted in closed trucks only if secured for unloading by National Grid All other reels must be shipped on open top or flatbed trucks. Reels are to be loaded so that reel flanges are parallel to the sides of the truck in such a manner to allow forklift blades to reach the reels from the side. When shipments of Reels are combined for delivery to more than one storeroom, the Vendor is responsible for proper loading, either when a common carrier or its own equipment is used. Proper loading entails that the Reels and/or Coils are arranged to permit unloading in accordance with shipping documents and purchase order identification. Shipments of Reels must be in accordance with National Grid s specified standard Reel and/or Coil lengths sizes, and reel type for the specific item Reels must remain intact until reaching destination Each cable reel is to be clearly stenciled with: o National Grid Purchase Order number o Item ID number(s) o Item quantity In addition, a label must be placed on the reel which indicates the total footage of the reel and (where applicable) the starting and ending footage markers. Recycled wood reels are permitted if they are of an acceptable quality equal to virgin wood and suitable for delivery to the construction destination 10. PE PIPE & CONDUIT DELIVERIES Delivery of Pipe and Conduit are to be made on removable side rack-type or flatbed trucks suitable for National Grid s forklift unloading operations. There must be a minimum of 7" spacing between each layer of Pipe and Conduit. All exceptions to these conditions will be made only by special advanced arrangements. Vendors should call National Grid s Receiving Supervisor, at the numbers denoted in Appendix of this Specification prior to scheduling a delivery if in doubt as to its acceptability. All material shall be packaged and protected against damage and movement during loading, shipping, and unloading. Pipe and tubing coil lengths shall be as specified on the purchase order and as agreed to between the shipper/vendor and National Grid. For all pipe and tubing coils, the material designation, size, and the length of the roll should be clearly marked on the outside of the package for easy identification. Straight lengths of pipe shall be supplied in bundles and allow sufficient clearance to permit forklift unloading and application of pipe slings. The bundles shall be held by a minimum of 3 bands that are equally spaced. Bands must be supported with equally spaced wooden dunnage as follows: Dunnage supports shall be placed to also prevent sagging of pipe-end overhang. Dunnage support shall be adequate size to prevent damage of pipe during lifting with the fork lift time. Packing must conform to the freight carrier s requirements and be able to withstand the normal hazards of transportation. Page 8 of 9

9 11. STEEL PIPE HANDLING REQUIREMENTS Delivery of Steel Pipe is to be made on removable side rack-type or flatbed trucks suitable for National Grid s forklift unloading operations. The carrier shall operate in accordance with applicable laws and in compliance with U.S. DOT, FMCSR, OSHA, EPA regulations. The driver shall be able to communicate in English fluently. Carrier and driver shall have appropriate training and experience in handling tubular products and proper use of side rails and installation of strapping and dunnage. Carriers shall provide hardwood lumber for stripping/layering material. At a minimum 4 x 4 pieces are required between each row of product with hardwood wedges, to allow for unloading with a forklift or the placement of nylon strapping. Remove any dunnage to a secure area to prevent a trip hazard during the unloading process. Pipe shall be secured with wedges and/or straps to prevent the pipe from falling off the trailer and/or vehicle during the transportation and offloading process. If wedges are used, a minimum of two wedges shall be installed on the outside edge of each row of product. The wedges shall be secured in place to prevent dislodging during pipe offloading. The driver shall level the trailer prior to loading/unloading. Drivers shall install at least two side rails on each side of the truck/trailer prior to removing tie down straps/securing product. The side rails shall be installed to prevent product from falling off truck/trailer while not obstructing safe offloading of product. Drivers will not be allowed to enter this area while equipment is being operated in the safety zone. Drivers are required to chock wheels on the tractor and trailer. A safety zone (established by NG) shall be established around the loading/unloading area. 12. BACK ORDERED ITEMS Any Item(s) ordered and not shipped must be clearly identified as a back ordered item on the packing slip. Vendor will maintain a real time report of all back ordered items. The report will be made available to National Grid when requested. The report will contain the following information: o Purchase Order and Release numbers o Order date and time o Firm revised delivery date o Vendor Part description and number o Delivery location o National Grid Item ID number(s) National Grid will determine if the proposed delivery date is acceptable on an item by item basis. 13. IMPORT SHIPMENT REQUIREMENTS All Imports will be shipped per Contract and/or Purchase Order. Container size will be determined by product size and weight. Packaging of items must meet National Grid specifications. Packaging (and costs) is the responsibility of the Vendor. If suitable dunnage is required, those costs will be the responsibility of the Vendor. Container loading and bracing must meet National Grid specifications. Container loading and bracing (and costs) are the responsibility of the Vendor. Photographs of products are required to be provided to National Grid s China Office before shipping. Page 9 of 9
