5 Q: What is the definition of shipper in a buyers consolidation Master BL consigned to freight forwarder and you want to clear from primary warehouse Various vendors One importer of record D3-3-1 Shipper The name and address of the party shipping the goods as stipulated on the contract of carriage (e.g. bill of lading, air waybill, etc.)

6 Scenario all to one importer - 5 vendors with 5 Forwarder Cargo Receipts (or warehouse receipts) and 1 HBL covering all 5 vendors. - Equals 1 contract of carriage = one 8000 CCN = 1 release request - Shipper is ADB Consolidator, 123 Wan Chai St., Hong Kong - Consignee is importer - Release request from primary as single (back-to-back) - 5 vendors with 5 house bills - Equals 5 contracts of carriage = five 8000 CCN and 5 release requests - Each vendor as shipper and importer as consignee - Must indicate CW subloc code and entire shipment must be arrived at the CW for customs status to flow

7 Q: When is a consolidated container arrived by the CW warehouse? A: Warehouse Arrival Certification Message (WACM) 101. A WACM is an electronic message sent by a warehouse operator to the CBSA when unreleased cargo that is destined to their warehouse, physically arrives. A WACM must be sent for each CCN that has a final destination of that warehouse. Challenge CIFFA has this on a list of subject for further policy discussions with the CBSA.

8 Scenario: Port of Destination Our agent filed an eman ehbl on a single shipment that is going from Vancouver to Montreal by CP Rail. They filed port code 0815 that I looked-up and that corresponds to a valid number for Boundary Bay office. They included the Subloc for Deltaport that is Normally we would file 0809 for Vancouver Main Longroom. Does it matter that they indicated 0815 in their eman ehbl? Is the reference to a specific CBSA Port code better or as a rule should they use the generic code instead?

9 Q: Is the reference to a specific CBSA Port code better or as a rule should they use the generic code instead? A: The CBSA requires the sub-location of the in-land warehouse on the house bill transmission; however, the port of discharge on a house bill is only required if different from the port of destination, and if available. However, if the freight forwarder does not have that information available to them, they should leave the port of discharge and sub-location blank. If a port of discharge is included on a house bill, the sub-location becomes mandatory. If both the port and sublocation are not available, we recommend not including either. This information is received on the primary cargo transmission. The deconsolidation notice is used to advise the warehouse operator that a consolidated shipment can be removed from the warehouse by the applicable freight forwarder. Although none of the new emanifest notices are mandatory to receive, without the deconsolidation notice, warehouse operators will be forced to handle paper from multiple customers. The CBSA strongly encourages all freight forwarders and warehouse operators to register for the deconsolidation notice. Answer from CBSA

12 Q: What sub-loc code do non-bonded forwarders use? Answer from CBSA A: If the freight forwarder is a non-bonded freight forwarder they may transmit an in-bond house bill as long as the port of destination is the same on the house bill as it is on the primary cargo. Single shipments that are destined to the same warehouse as the primary cargo, and are in good standing, will be arrived by the conveyance arrival certification message (sent by the carrier), and released. Single shipments that are destined to the same warehouse as the primary cargo, but do not have a release on file in good standing, or require examination must be arrived by the primary warehouse using the WACM. 13 Q: What are the implications to timing with the Deconsolidation Notice versus paper re-manifests? A: There is a difference in 'timing' on ehbl. - The Deconsolidation Notice is triggered when the warehouse 'arrives' the shipment. D When the primary cargo physically arrives at the destination sufferance warehouse, the warehouse operator will send a WACM to the CBSA which will trigger the automated Deconsolidation Notice to the warehouse operator, freight forwarder and primary carrier.

14 Q: What is the risk that Deconsolidation Notice is not a Customs release? A: The Deconsolidation Notice is the notice to the terminal giving 'authorization to move' cargo. It is not a Customs release. - The Deconsolidation Notice is a notice that the liability for duty and taxes is transferred from the primary carrier to the 8000 bonded freight forwarder. - If you have back-to-back / single ehbl with a primary terminal as the Port of Destination, you must ensure the goods are actually Customs released before they are delivered to the consignee/ importer. - ** Liability for duty and taxes

15 Q: We filed ehbl with correct CN subloc code but they didn t get Deconsolidation Notice. Why not? A: Yes, well it appears that if the primary carrier doesn t put the destination subloc code on their transmission, then the primary warehouse at destination will never get the Decon Notice. The problem seems to lie in vessel sharing where only the vessel operating carrier can file a CACM and that vessel operator will not know the subloc code of the sharing carrier s bills.

16 Q: What is CIFFA s take on forwarders giving their login to their network partners for e filing to CBSA? A: - Individual Canadian agent s decision on who files the ehbl data and under whose 8000 (Bonded!!) - Non-bonded 8000 can only move off a primary terminal with a paper re-manifest so you don t want an overseas agent using its non-bonded 8000 to file - Some Canadian forwarders are giving their 8000 bonded access to their overseas agents to start the data and then transmitting from Canada (sharing costs and revenue)
