5 Regulatory Authority Shipping Papers (49 CFR ) Legible and in English DOT Requires that all hazardous materials be accompanied by shipping documents (manifests) Provide clear communication in the event of an emergency when the hazardous material is in transit Critical for the documents to be complete, correct and have an emergency response number (manned 24/7) Shipper s certification (Generator s Signature) 5

6 Registration Registration Requirements Each medical facility that generates biomedical waste shall register with the Department of Environmental Protection (DEP) Facility will receive a Generator (shipper) registration number Generator numbers are not transferrable There is an initial registration fee of $50 per facility In addition, an annual assessment fee will be based on average amount of biomedical waste the facility produces each month 6

7 Management Plan Your facility s Biological Waste Management Plan is required to be in writing and must include the following: - description of waste, type, and volume - handling procedures (location of storage areas, etc.) - disposal/treatment methods - personnel training procedures - spill containment and clean up procedures - name, address, and telephone number of person(s) responsible for biomedical waste management at the facility Certification is granted upon registering that the BWMP has been created with the Maine DEP The BWMP must be made available for an inspection by Maine DEP Your facility may be exempt if less that 50 pounds of waste per month is generated. 7

8 Management Plan Annual fees are determined by the amount of RMW generated: Less than 10 pounds per month = $25 fee Between 10 and 50 pounds per month = $50 fee Above 50 pounds per month = $500 Small Quantity Generator Requirements Less that 50 pounds of RMW is generated per month Registration must still be filed and all other rules and regulations need to be followed RMW may be sent to a treatment facility via USPS You must still file your registration and follow all other required rules and regulations 8

9 Definitions RMW in Maine (Biomedical Waste) Blood, blood products, body fluids Waste saturated with human blood, blood products, body fluids Pathological waste Sharps Cultures and stocks Certain animal waste Trace Chemotherapy waste and Cytotoxic waste may be managed as RMW 9

10 Storage Segregated; kept sanitary Designated area; ideally reserved to prevent unauthorized access Preserve integrity of container Not conducive to putrefaction Pathological waste, cultures, animal carcasses refrigerated at 45F or below in dedicated refrigerator Biohazard signs on doors, refrigerators, bins, and other containers No trash chutes; no trash compactors 10

13 Training Since Regulated Medical Waste contains sharps and potentially infectious substances, all affected employees are required to have initial and annual OSHA Bloodborne Pathogens training Stericycle can provide the necessary DOT training for your employees. Please contact your sales or customer service representative for details The transport of Regulated Medical Waste is regulated by the United States Department of Transportation as a hazardous material while it is in transport. All affected employees (those who perform the functions of either packaging or signing the shipping papers) must complete DOT hazardous materials training initially and every three years thereafter 13
