4 CEF support to the Coordinator's Work Plan (1/3) To fully develop the Corridor by 2030, the Work Plan identifies 318 projects with a total investment need of around billion, including the projects completed since the launch of the Corridor in 2014 Following INEA Calls for Proposals : CEF allocated million to support 62 Actions, catalysing a total investment of 1.93 billion

5 CEF support to the Coordinator's Work Plan (2/3) Supported Actions contribute significantly to the most important priorities, objectives and issues mentioned in the Work Plan, such as: rail capacity bottlenecks incomplete ERTMS deployment road congestion reliable and efficient navigability on the Rhine river upgrades of lock capacity cross border operations noise and pollution in urban areas maintenance issues of existing infrastructure

6 CEF support to the Coordinator's Work Plan (3/3) Important to recognise that many smaller Actions have a significant impact on: improving multimodal connections and information systems providing safer and more interoperable infrastructure the availability of alternative fuel for road and waterborne transport

9 CEF support for Road (1/2) 24 Actions receiving a total CEF funding of 62.9 million, contributing to Work Plan issues and objectives: Reduction of congestion Interoperability on the network Road safety Availability of clean fuels Reduction of emissions

10 CEF support for Road (2/2) Focus of Actions: Use of alternative fuels: 15 innovation + 1 nodes Action receiving 28,5 million (i.e. 45% of road portfolio), installing 488 supply points for electricity (465), hydrogen (10) and LNG/CNG (10/3) ITS: 4 Actions receiving 22.4 million (i.e. 36% of road portfolio) Missing link in road network: 2 Actions receiving 8.7 million, solving bottleneck Arnhem in NL (only section still to fulfill TEN-T Regulation compliance) A15 south of Safe & secure infrastructure: 2 Actions receiving 3.3 million, installing 2 certified truck parking areas in NL with in total 404 secure places + removal of 9 level crossings in BE

13 CEF support for Rail (3/3) 4 Actions complement the rail portfolio: 3 study Actions receiving 3.4 million, preparing: Missing link at Milan Malpensa airport (IT) An innovative European Rail Freight Line System (ERFLS) Improvements of 3 cross-border sections between BE-NL-DE (Province of Limburg, NL) 1 works Actions receiving 3.4 million (part related to the Corridor): Implementing infrastructural measures on the comprehensive section Heerlen (NL) Aachen (DE), i.e. important rail bypass mentioned in the Work Plan

14 CEF support for Multimodal (1/2) 12 Actions receiving a total CEF funding of 23 million, contributing to Work Plan issues and objectives: For multimodal terminals: Improved access link with rail network (now often via single and/or non-electrified line) Upgrade of terminal capacity to cope with increasing traffic volumes and 740m trains 3 Actions (works) receiving 5.4 million, improving capacity and accessibility of 3 different multimodal logistical platforms in Zeebrugge (BE), Strasbourg (FR) and Vado Ligure - Genoa (IT) For urban nodes: Seamless connection between long distance infrastructure and regional/local traffic and urban freight delivery on last mile 2 Actions (studies) receiving 8.5 million, focus on passenger transport for example: rail link Frankfurt airport (DE)

15 CEF support for Multimodal (2/2) For Freight Transport Services: CNC technical infrastructure parameters to be complied with: real-time information in transport chain + communication to users at the stations 3 Actions receiving 1.5 million, focus on a real-time Tracking Information and Estimated Time of Arrival software + track-and-trace IT technology with GPS telematics For Innovative actions: Availability of clean fuel alternatives 4 Actions receiving 7.6 million, focus on electricity, hydrogen and LNG/CNG for IWW and road transport

17 CEF support for Inland Waterways 5 Actions receiving a total CEF funding of 27.6 million, contributing to Work Plan issues and objectives: Increase of lock capacity and improvement of maritime access: 1 Action (works) receiving 11.1 million (new Amsterdam lock, NL) More efficient use of available capacity and improvement of reliability of navigation of Rhine river: 1 RIS Action (works) receiving 9.9 million + 2 Actions (mixed + study) receiving 3 million Greening of IWT: 1 Action (study) receiving 3.6 million, focused on use of alternative fuels (LNG) for IWT

18 CEF support for Maritime (1/3) 6 Actions receiving a total CEF funding of 18.5 million, contributing to Work Plan objectives: Greening of maritime transport by use of alternative fuels (LNG) or upgrade/introduction of more environmental friendly vessels Integration of maritime transport in the logistics chain Safety and traffic management and human element

19 CEF support for Maritime (2/3) Focus of Actions: 3 MoS Actions (works + mixed) receiving 8 million aim at improving environmental performance of maritime transport between Port of Rotterdam (NL) and UK (Teesport, Harwich), Germany (Lübeck) and Finland (Helsinki) 1 MoS Action (study) receiving 4 million studies introduction of a cold logistics chain using maritime connections of EU ports in Slovenia, Italy and France and further rail connections towards Northern and Western Europe 2 Actions (works + mixed) receiving 6.5 million improve environmental performance of Port of Genoa (IT)

20 CEF support for Maritime (3/3) Also Work Plan Maritime objective of establishing efficient connections from seaports to the existing rail and IWW network is being supported, but Actions not classified under Maritime portfolio: 1 Action under Multimodal portfolio (Port of Zeebrugge, BE) 1 Action under Rail portfolio (Port of Rotterdam, NL)

22 Challenges affecting implementation Technical complexity of Actions may affect timing and create delays: Extra research needed in the approval process of concept and design studies Longer than expected administrative spatial planning, permitting and authorisation procedures due to public consultations Regarding ERTMS deployment: difference in technical, operational and administrative requirements for each Member State

23 Conclusion Past 4 years of CEF implementation has shown that CEF funded Actions have already made and will continue to make a significant contribution to the development of the Rhine-Alpine Corridor in line with the latest Work Plan Further progress is expected through the upcoming Calls for Proposals: 102 project proposals received in recently closed Calls: 2017 CEF Transport Blending-2 Call: 69 proposals in 11 priorities requesting 1 billion CEF funding (available budget 350 million) 2017 CEF Transport SESAR Call: 33 proposals requesting 407 million CEF funding (available budget 290 million) INEA will continue Making Implementation Happen!!
