The last date to meet the requirements is 31 December Purpose This National Certificate is the base level petrochemical national certificate specialising in production. It is the core qualification for production staff in a specialised production or multi-skilled team with responsibilities for operating plant and equipment. People awarded this qualification will have demonstrated knowledge and competence in petrochemical production, and in a wide range of technical, and health, safety, and al (HSE) administration activities and skills required by the petrochemical industry. The skills incorporated in programmes leading to the award of this qualification provide the foundation for the more advanced and specialised production skills offered by the National Certificate in Petrochemical Industry (Production) (Level 4) with strands in Control Room Operations; Field Operations; Steam Generation; Storage, Transmission and Transfer; and Supervision and Quality [Ref: 0981]. People who have achieved or are working towards the National Certificate in Energy and Chemical Plant (Process Operation) (Level 2) with optional strands in Steam Generation, Ancillary Operations, Geothermal, Waste Treatment, and Co-generation [Ref: 0140], may already have gained credit for some of the unit standards in this qualification, as the two qualifications share common credit requirements. Special Notes This qualification will expire and not be replaced. The new National Certificate in Energy and Chemical Plant (Process Operation) (Level 2) with optional strands [Ref: 1343], and the new National Certificate in Energy and Chemical Plant (Process Operation) with optional strands [Ref: 1344] will be used by the Petrochemical industry to develop the skills and knowledge required in the industry at this level. It is recommended that people seeking award of this qualification have achieved prior award of the National Certificate in Petrochemical Industry (Core) (Level 2) [Ref: 0977], or can demonstrate equivalent knowledge and skills.

Award of NQF Qualifications Credit gained for a standard may be used only once to meet the requirements of this qualification. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same Id may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. This qualification will expire and not be replaced. The new National Certificate in Energy and Chemical Plant (Process Operation) (Level 2) with optional strands [Ref: 1343], and the new National Certificate in Energy and Chemical Plant (Process Operation) with optional strands [Ref: 1344] will be used by the Petrochemical industry to develop the skills and knowledge required in the industry at this level. Previous versions of the qualification Version 3 This qualification was revised and issued as version 3 to allow candidates working towards version 1 or 2 of the qualification to complete. Unit standards and 3051 were identified as barriers to achievement of the qualification and were removed from the compulsory section. In June 2005 a review of Monitoring of Energy and Chemical Plant, Operation of Energy and Chemical Plant, and Safety and Legislation for Energy and Chemical Plant unit standards was carried out, which had a significant impact on this qualification. The revision of this qualification also took account of the changes arising from that unit standard review (see review report). Version 3 was issued only to enable candidates to transfer from version 1 and version 2 and complete the qualification. 7 NQF Ref 0980 Version 4 Page 7 of 9 Changes to structure and content Unit standards and 3051 have been removed from the compulsory section. Unit standard 3051 has been included in the elective section. Expiring unit standards 3056, 3059 and 3067 have been replaced with unit standards 21453, and (see table below). Expiring unit standards 3055, 3057, 3061 and 3068 have been removed from the compulsory section. Expiring unit standards 4554 and 4557 have been removed from the elective section. Expiring unit standards 4555, 4558 and 5869 have been replaced by unit standards 21462, 21463, and (see table below). Titles, levels, credits, and classification of reviewed unit standards updated. Total credits for the qualification have decreased from 113 to 94. This qualification contains standards that replace earlier standards. For the purposes of this qualification, people who have gained credit for the expiring standards are exempt from the requirement to gain credit for the replacement standards see table below. The last date to complete version 1 or version 2 is December However, it is not anticipated that people working towards version 1 or version 2 of this qualification would be able to complete the requirements of that version. All existing candidates could transfer to version 3 without having to meet additional training requirements. Credit for Exempt from and , It is the intention of the EXITO that no existing candidate is disadvantaged by these arrangements. 8 NQF Ref 0980 Version 4 Page 8 of 9 Version 2 was issued following a review of the Fire and Rescue Services unit standards, and to update the Standard Setting Body information following the amalgamation of the Gas and Petrochemical Industry Training Organisation with the NZ Extractive Industries Training Organisation. Version 1 was registered as one of five qualifications [Refs: ] for the petrochemical industry that replaced: National Certificate in Petrochemical Industry (Level 2) with optional strands in Drilling, and Production [Ref: 0494] National Certificate in Petrochemical Industry (Level 3) with optional strands in Drilling, Laboratory Operations, Production, and Transmission [Ref: 0495] National Certificate in Petrochemical Industry (Level 4) with optional strands in Drilling, Laboratory Operations, Production, Supervision and Quality, and Transmission [Ref: 0496]. There were significant differences between the replacement qualifications and the originals and no direct one-to-one relationship was established.
