May 14, 2013 Roberto Gutierrez, PE WisDOT Chris Hager, PE - WisDOT Zoo Interchange Reconstruction

Overview of Presentation overview WisDOT Southeast Region I-94 North-South I794/I-94 restriping Hoan bridge In-depth - Zoo Interchange

Southeast Region Facts Total area = 2,621 sq. mi Population = 2,026,243 Approx. 450 active improvement projects Two mega projects = I-94 N/S & Zoo Interchange SE Region has 40% of the Statewide Transportation Program

I-94/794 Auxiliary Lane Construction Restore the second lane for I-794 WB while maintaining the improvements from I-43 SB and from I-94 WB. Existing auxiliary lane at 35th Street will be extended east to the Marquette Interchange to provide additional length for merging and weaving. Smoother flow of traffic through the Interchange and help reduce delays. Schedule: Mid-February through Mid-May, 2013

I-94 N/S : Milwaukee, Racine & Kenosha Counties

I-94 N/S : Milwaukee County Rawson Avenue WisDOT is reconstructing the Rawson Avenue Interchange at I-94 in Milwaukee County began the week of February 18 and lasting until late fall All exit and entrance ramps at the interchange and the Rawson Avenue bridge over I-94 will be reconstructed as part of this project. The new interchange will be constructed as a conventional diamond interchange Ryan Road Interchange WisDOT is reconstructing two Ryan Road Interchange ramps at I-94 in Milwaukee County. The I-94 WEST (NB) exit ramp to Ryan Road and the entrance ramp from Ryan Road to I-94 EAST (SB) will be reconstructed as part of this project.

I-94 N/S: Racine & Kenosha Counties Racine County: Frontage Roads- County G to WIS 20 I-94 W (northbound) at County K WIS 20 Bridge repair WIS 11 Kenosha County: WIS 142 /County S Interchange WIS 50 to WIS 158 Mainline

Hoan Bridge/I-794

Hoan/ I-794 Construction begins later this year to rehabilitate the Hoan Bridge/ Lake Interchange Three Phases: Hoan: Remove, replace existing bridge deck, paint bridge steel. Lake Interchange: Concrete overlays and surface repairs I-794 E/W: Remove and replace bridges with new structures

Zoo Interchange project update

Project Review Study Limits East I-94 at 70 th Street West I-94 at 124 th Street South I-894 / US 45 at Lincoln Avenue North US 45 at Burleigh Street

What is included today Six service interchanges North Avenue Watertown Plank Road Bluemound Road 84 th Street WIS 100 Greenfield Avenue Major arterial roadways WIS 100 Watertown Plank Road Glenview Avenue

Zoo Interchange Stats $1.7 billion program budget $1.085 billion construction cost Estimated 4.6 million man hours of work 21 lettings 2 miles of arterials

66 bridges 100+ retaining walls Four level system interchange Railroad two bridges and a tunnel extension Nine miles of freeway 16 noise barriers Zoo Interchange Stats

Engaged members of the community Recommendations on aesthetics have been made Enhances surrounding area Community sensitive solutions

Watertown Plank Road Pedestrian Truss Bridge

Core - existing Milwaukee County Zoo State Fair Existing Zoo Interchange looking northeast

New Interchange A 3D view of the planned Zoo Interchange core looking northeast

Adaptive signal system Timing adjusts based on demand Throughout Zoo Interchange corridor, including area roads Travel times on major roadways Test area Walnut to Burleigh working well so far! Innovative approach Integrated Corridor Technology Hybrid sign preliminary concept

Adaptive Signal Control How is It Different? Real-time signal timing adjustments based on traffic conditions Proven operational benefits Less maintenance More operations

Adaptive Signal Control Comparison to other Methods Actuated Coordinated responds to traffic volumes within fixed timing plans by time of day Traffic Responsive selects predetermined timing plans based on changing traffic volumes Traffic Adaptive adjusts splits, cycle lengths and offsets based on measured traffic demand

Innovative approach 3D modeling Automated clash detection Visualization with design accuracy Automated machine guidance for construction

Best practices Lessons learned from the Marquette Interchange and Mitchell Interchange "Get in and get out" approach to closures preferred by stakeholders Seek community input with aesthetics Regional coordination needed with special events Partner with local municipalities Public Information is key and needs to be multifaceted to reach entire public

Significant challenges Core of the interchange long term closures Mainline - keeping traffic moving and Milwaukee open for business Railroad bridges avoiding detours of rail traffic, impacts to freeway operations during construction Keep local street system operating

Innovative approach Accelerated construction techniques Full closures at major intersections Railroad bridge under WIS 100/Bluemound Aggressive schedules The speed of construction is like building the Marquette Interchange and the Mitchell Interchange at the same time.

Electrical Work Lighting Traffic Signals Freeway Traffic Management System Integrated Corridor Management

Lighting Replace and modernize Over 500 poles Over 700 luminaires all LED Distribution centers for lighting will be 480Y/277 volt, 3 phase Most likely 6 to 8 distributions centers

Traffic Signals Replace and modernize Over 100 traffic signals in project Communications Vehicle Detection Emergency Vehicle Preemption

Freeway Traffic Management Replace and modernize Ramp meters (14) Closed circuit television (13) Freeway dynamic message signs (4) Road weather information station (1) Over 100 microwave detectors New communication hub (I-94 and Hwy 100) Over 15 miles of fiber optic cable and conduit

Integrated Corridor Management Adaptive traffic signals (over 80) Closed circuit television on arterials (24) Dynamic message signs on arterials (16) Communications infrastructure Linking freeway and arterial operations

Construction goals On time On budget Build with the community Keep routes open for business Build it safely

Construction Staging Through : build key arterials first : build local road bridges to lengthen spans over freeway : bulk of the freeway/ core interchange work

2013 Construction

Access to critical venues and events: State Fair (Wisconsin State Fair August 1-11, 2013) Milwaukee County Zoo (Zoo ala carte August 15-18, 2013) Harley Davidson 110 th Anniversary (August 29- Sept 1, 2013) 2013 construction staging considerations
