If you have questions, please contact the appropriate staff member who conducted the review. The project will retain a "HOLD" status until all comments are satisfied. The following comments need to be addressed as noted: Rejected Review: Engineering Stormwater Review Reviewed By: Brett Rosenblum brettrosenblum@colliergov.net Phone #: (239) Provide a copy of SFWMD Permit, permit modification, or waiver. Engineering Services Policies and Procedures. Correction Comment 2: The Phase 1 existing single family development was permitted under PPL-2005-AR Please revise all sheets accordingly. Correction Comment 3: Sheet C4.0 In the littoral plantings area table, please provide a lake area total. Correction Comment 4: Per the submitted SFWMD P permit information, the minimum road crown for basin A should be ft-ngvd, which equates to ft-navd. The water management criteria table on sheet C3.0 depicts a minimum proposed pavement elevation and perimeter berm as 13.8 ft-navd. Please revise to match the approved permit or clarify the difference in elevations. If the difference is due to new routings based on the control structure modifications, please provide the new routings.

2 Correction Comment 5: On the lake cross sections, please identify the LME as stabilized with sod. Correction Comment 6: COL. Ch. 22 Article IV sec A maximum of 4:1 slope shall be graded from the existing grade to a breakpoint at least 10 feet below the control elevation. Below this breakpoint, the slope shall be no steeper than 2:1. The lake sections depict a 4 to 1 slope to a depth of 6 feet. Revise the sections accordingly. Correction Comment 7: SFWMD ERP Applicant s Handbook Volume II, Section 5.5. Please provide at least one 20 foot wide access easement from all lake maintenance easements to nearest public right-of-way. Consider dedicating tract F as an access easement (A.E.) and drainage easement (D.E.). Correction Comment 8: Per Code of Ordinances , provide signed and sealed performance guarantee calculations. Correction Comment 9: Please provide a revised application which includes the surface area and depth of excavation. Correction Comment 10: Please identify where in the PUD document that allows for the offsite hauling in excess of 20,000 cubic yards per Code of Ordinances Section (a) (3) b. Correction Comment 11: Excavation Permit stormwater review cannot be approved until the PPL stormwater review is approved. However no landscape plans were provided with the submittal. Please provide the LSPA information per Section of the LDC. The TIS for Orange Blossom Ranch dated 4/15/15 should be revised as indicated in these comments and provided with the next submittal.

3 Correction Comment 2: On page 1 of the TIS dated 4/15/15, 2nd paragraph, the plans show access via Hawthorn Road north of Oil Well Rd., not Tangelo Dr. which extends south of Oil Well Rd. Correction Comment 3: On page 3 of the TIS dated 4/15/15, last paragraph, what is the status of the Orange Blossom Ranch Conditional Use referenced in Table 1? Correction Comment 4: On page 3 of the TIS dated 4/15/15, last paragraph, how do the quantities shown of 1.3 million cubic yards and 3.8 million cubic yards relate to the quantities included in applications EX-PL and EX-PL ? Correction Comment 5: On page 4 of the TIS dated 4/15/15, 2nd paragraph, hours of operation are limited to 10 hours per day per the Code of Ordinances Sec , so please adjust the hourly trip calculations accordingly. This would result in more trips per hour, or an extended time period for completion of the haul project. Code of Ordinance, Sec (5) Hours of operation. Hours of equipment and blasting operations shall be regulated by appropriate county ordinance and state laws. Unless otherwise approved by the county manager or designee, all excavation operations with the exception of dewatering pumps, which are within 1,000 feet of developed residential property, shall be limited to operating hours between 7:00 a.m. and 5:00 p.m., Monday through Saturday. Correction Comment 6: On page 5 of the TIS, Section V. Trip Distribution, replace the list of destination areas (Naples, Bonita Springs and Estero) with an exhibit such as Figure 2 showing the distribution percentages on roadway links down to 5% of the generated traffic. This exhibit is needed to address Sec , identification of the project s zone of influence, which is different from the 2% impact criteria for concurrency. This exhibit is subject to Board of County Commissioner review, so please prepare the exhibit on a County base map with legible road names, all in black and white on 8 ½ x 11 paper. Each link should show the total number of loaded trucks anticipated over the 2-year haul period. Turning movements need not be shown. We suggest you submit a sample exhibit prior to the next application submittal. How far the zone of influence extends will need to be estimated based on your judgment of likely receiving areas. Please explain the basis for your determination in the text. For any of the links in the extended area of influence, identify any scheduled roadway improvements from the 2014 AUIR. If excavated material will be removed from the property, and unless, due to site-specific circumstances, the requirement is waived by transportation operations director, a traffic and road impact analysis will be made by the applicant to address the following:

4 1. Identifying the project's zone of influence, that is, the distance from the site that traffic is either generated from or attracted to. Correction Comment 7: In the TIS dated 4/15/15 (or in a separate engineering report), it will be necessary to address the road impact analysis requirements, which are different from the traffic capacity and concurrency analysis contained in the TIS. In particular, this needs to address items 2, 4, and 5 of Sec (a) (3) f. Please call to discuss available information on existing condition of the affected road system, and how to account for actual road use that may differ from the estimated road use, what specific road work may be needed prior to start of the project, and how possible adverse road impacts will be evaluated and monitored. Code of Ordinance, Sec (a) (3): f. If excavated material will be removed from the property, and unless, due to site-specific circumstances, the requirement is waived by transportation operations director, a traffic and road impact analysis will be made by the applicant to address the following: 1. Identifying the project's zone of influence, that is, the distance from the site that traffic is either generated from or attracted to. 2. The existing condition of the road system within the excavation project's zone of influence. 3. The capacity of the road system within the zone of influence to handle existing traffic, normal growth in the traffic, and additional traffic generated from the excavation project in consideration of the time frame of the traffic generation and the wheel loadings of such traffic. 4. The site-specific road work within the zone of influence which is necessary prior to the start of the project and which will be necessary during the project so as to assure that premature road failure and/or severe road damage will not occur. 5. Road work to be undertaken by the applicant to mitigate adverse road impacts along with confirmation of the security, if applicable, to be provided by the applicant to assure completion of the identified road work. Any and all security and/or performance guarantee required in excess of $100, as set forth in the road use analysis shall be secured or guaranteed prior to Excavation permit issuance. Should there not be concurrence by transportation operations director and the applicant, about the improvements, maintenance, performance guarantee and/or other requirements on the part of both parties based on the road impact analysis, the permit application along with applicable information shall be subject to review and recommendation by the Collier County Planning Commission followed by review and action by the board.
