1 ANS EXECUTIVE CONFERENCE: Grid Reliability and Off-Site Power CONFERENCE TOPICS: Regulations/Requirements ABC s of Grid Operations Energy Regulation Bill Regulatory Perspective and Requirements Industry View Grid Operations/Impacts ISO Operations/ Agreements Analysis of Grid Events Grid Perspective of the NE Blackout Transmission/ Nuclear Interface Team Nuclear Plant Experience Industry Review Finding/ Preparations NE Blackout Plant Specific Issues Katrina Experience Grid Related Impacts The issue of grid reliability and offsite power has moved to the forefront of Nuclear Power Plant (NPP) challenges today. This Executive Conference will provide NPP Executives and Senior Plant Management the background, the current regulatory requirements, the questions facing the industry and insight into regulations today. In addition, valuable lessons learned from recent industry events will be shared to provide recent operating experience gained from these events. Nuclear plant interface to the offsite power sources continue to challenge Nuclear Plant Operators (NPP s). The interface protocol for many NPP s has changed dramatically in the past 10 years mostly as the result of deregulation. Most NPP s have changed the way they interface from a very vertically aligned arrangement with the same utility owning and operating both the NPP and the transmission distribution system to a systems operations approach whereas the NPP is just another power source to the TSO. The electric industry has experienced a major transmission system failure with the blackout in 2003 and the subsequent loss of 8 NPP s concurrent with that blackout. Although all affected NPP s demonstrated strong compliance with their capability to withstand a loss of offsite sources there were many lessons to be learned from the event. The hurricane season of 2005 being one of the worst on record created challenges to a number of NPP s resulting from effects to offsite sources. In addition to these events the Nuclear Regulatory Commission in an effort to understand and safeguard NPP operations has collected significant amounts of information through Inspection Notices and has issued a GL on the subject. The conference speakers represent all major areas involved including NERC, NRC, NEI, INPO and members who operate distribution networks and a number of nuclear plant representatives.
