2 No. S-312 Actions Pre-Schedule Validation and Processing Information: WECC serves as the Interchange Authority (IA) for the CAISO, under an IA contract agreement. WECC serves as the IA for the entire Western Interconnect. The WECC as IA, uses its WECC Interchange Tool (WIT) as the single e-tag Authority for WECC. The WIT validates Requests for Interchange (RFI) submitted by SC/PSE's via a WECC Registry. All POR/POD and the associated line adjacencies are registered in the WIT. Accordingly, all RFI and subsequently, Arranged Interchange is validated by the IA via the WIT. Adjacent Balancing Authority Area s confirm Arranged Interchange with each other, and with the WIT, during the Pre-Scheduling checkout process and again just prior to Real Time. WIT is used to validate all Arranged Interchange prior to implementation as NSI in the CAISO EMS/AGC system for each operating hour. WIT serves as the definitive Arranged Interchange validation tool for both NSI and NAI between BAs and Inadvertent for the West. The Control Area Scheduler (CAS) is the CAISO s Interchange Transaction System (ITS) used to approve and manage interchange scheduling between adjacent Balancing Authorities and the WECC WIT for Grid Reliability purposes. NERC e-tag interchange schedules are received from the e-tag Authority into the CAISO operating systems, via CAS. The CAS application compares awarded CAISO Market transmission schedules, as by CAISO Market Participants into the ISO s Market System (SIBR); with interchange schedules (e-tags) submitted by the Market Participants PSE, to assure that each interchange schedule has a corresponding, valid ISO transmission Market reservation. 3 No. S-312 Daily Pre- Schedule Check Out The Pre-Scheduler performs the following steps: Step 1 When Each day after final Day- Ahead Market has published Pre-Scheduler Actions: Action Work with Market Participant SCs/PSE s to tag up the final DAM Interchange transactions. 2 Contact each adjacent Balancing Authority to compare their respective hourly Schedules for the next day. 3 Cross check Pre-scheduled Arranged Interchange with the Interchange Authority (IA) using the WECC WIT to validate NSI. 4 Agree upon ( check out ) Daily Schedule totals with each adjacent BA and with the WECC IA WIT. 5 If The CAISO Schedules disagree with those of an adjacent Balancing Authority, Then Find the mismatched Schedule/s through a review of individual interchange e-tag transactions, as needed. When The disagreement is identified, Then Notify the responsible SC/PSE to resolve the discrepancy. Reconfirm NSI with the respective BA and the IA using the WIT. Page 3 of 6
