1 23 rd International Symposium June 2 3, 2015, Žilina, SK TRANSPORT RESEARCH AND INNOVATION IN THE EU HORIZON 2020 PROGRAMME Peter Fabian 1, Lívia Krištofová 2 Summary: EU Research and Innovation programme Horizon 2020 provides manifold opportunities to participate in the international research. For University of Zilina, traditionally oriented towards research and innovation in the transport sector it brings a challenge, how to continue in its relatively successful activities in previous EU Framework programmes. Based on the experience of FP7 National Contact Point for transport, we expect that there is always a need to disseminate the information on the programme, since due to its complexity and lack of documents published in other languages than English, the public often gains misconceptions even about the basics. 1. Introduction Horizon 2020 is the European Commission s proposal to generate ideas, growth and jobs through the world s largest collaborative programme for research and innovation ( ). It is the biggest EU Research and Innovation programme ever with nearly 80 billion of funding available over 7 years (2014 to 2020) in addition to the private investment that this money will attract. It promises more breakthroughs, discoveries and world-firsts by taking great ideas from the laboratory to the market. Horizon 2020 is the financial instrument implementing the Innovation Union, a Europe 2020 flagship initiatives aimed at securing Europe's global competitiveness. By coupling research and innovation, Horizon 2020 should be helping to achieve this with its emphasis on excellent science, industrial leadership and should be tackling imminent societal challenges. The goal is to ensure Europe produces worldclass science, removes barriers to innovation and makes it easier for the public and private sectors to work together in delivering innovation. Horizon 2020 should be open to everyone, with a simple structure that reduces red tape and time so participants can focus on what is really important. This approach should make sure that new projects get off the ground quickly and achieve results faster. The EU Framework Programme for Research and Innovation will be complemented by further measures to complete and further develop the European Research Area. These measures should aim at breaking down barriers to create a genuine single market for knowledge, research and innovation. 1 assoc. prof. Ing. Horizon 2020 programme sections The EU Framework Programme for Research and Innovation is structured along the following lines: Excellent Science European Research Council Future and Emerging Technologies Marie Skłodowska-Curie actions European Research Infrastructures, including e-infrastructures Industrial Leadership Leadership in Enabling and Industrial Technologies - Information and Communication Technologies - Nanotechnologies, Advanced Materials, Advanced Manufacturing and Processing, and Biotechnology - Space - Access to risk finance - Innovation in SMEs Societal Challenges Health, Demographic Change and Wellbeing Food Security, Sustainable Agriculture and Forestry, Marine, Maritime and Inland Water Research and the Bioeconomy Secure, Clean and Efficient Energy Smart, Green and Integrated Transport Climate Action, Environment, Resource Efficiency and Raw Materials Europe in a changing world - Inclusive, innovative and reflective societies Secure societies Protecting freedom and security of Europe and its citizens Fast Track to Innovation Pilot ( ) Spreading Excellence and Widening Participation Science with and for Society European Institute of Innovation and Technology (EIT) EURATOM 2

The transport sector in the Horizon 2020 programme In the transport sector, the European Commission strives for a balanced approach in implementing the programme that takes into account the specifics of each mode (rail, road, waterborne and air transport) while remaining holistic; an approach which reconciles competitiveness with sustainability and which invests both in technology and in relevant socio-economic research. The transport research and innovations (in a stricter sense) are located in the section of Societal challenges part of the H2020 program. Other transport related topics (in a broader sense) can be found elsewhere through the program, making it more complicated for orientation. The societal challenge Smart, Green and Integrated Transport aims to boost the competitiveness of the European transport industries and achieve a European transport system that is resource-efficient, climate-and-environmentally-friendly, safe and seamless for the benefit of all citizens, the economy and society. It is allocated a budget of million for the period and should contribute to four key objectives, each supported by specific activities. The four main priorities for transport research under Horizon 2020 are: 1. Making transport more sustainable: H2020 will provide funding for a resource efficient transport that respects the environment by making aircraft, vehicles and vessels cleaner and quieter to minimise transport s systems impact on climate and the environment, by developing smart equipment, infrastructures and services and by improving transport and mobility in urban areas. 2. Making transport and transport systems seamless: H2020 aims at a better mobility, less congestion, more safety and security with a substantial reduction of traffic congestion; with a substantial improvement in the mobility of people and freight; by developing new concepts of freight transport and logistics and by reducing accident rates, fatalities and casualties and improving security. 3. Keeping transport competitive: H2020 supports a global leadership for the European transport industry by reinforcing the competitiveness and performance of European transport manufacturing industries and related services including logistic processes and retain areas of European leadership (e.g. such as aeronautics). 4. Making transport research responsive: H2020 targets a socio-economic and behavioural research and forward looking activities for policy making. The aim is to support improved policy making which is necessary to promote innovation and meet the challenges raised by transport and the societal needs related to it. These goals and objectives are addressed in the Work Programmes, which are published for periods of two years, to provide a short-term perspective overview for the stakeholders and which are undergoing revisions to suit the actual needs and the developments. 3
4 Peter Fabian, Lívia Krištofová Transport Research and Innovation in the EU Horizon 2020 programme The Transport Challenge for was put forward by three Calls for proposals: I. Mobility for Growth II. Green Vehicles III. Small Business and Fast Track Innovation for Transport In addition to the three Calls for proposal, other actions are implemented by calls for tenders or by other instruments (Other actions). These actions are part of the Transport Challenge envelope and complement the content of the three Calls. 4. Revised Work programme for smart, green and integrated transport As an example of the scope of the H2020 Transport Challenge we can look at the structure of the Revised Work programme for Smart, green and integrated transport. This Work Programme was adopted on 10 December The parts that related to 2015 topics have been updated against the previous version. The consolidated version has been updated by the European Commission Decision C (2015)2453 of 17 April Call Mobility for Growth 5.1. Road MG Technologies for low emission powertrains MG Advanced bus concepts for increased efficiency MG Global competitiveness of automotive supply chain management 4

Infrastructure MG Smarter design, construction and maintenance MG Next generation transport infrastructure: resource efficient, smarter and safer MG Facilitating market take up of innovative transport infrastructure solutions 5

7 Žilina 10. Conclusions Currently the Work programme is under preparation and is under discussion within the EU transport research stakeholders communities. As can be concluded from the abovementioned information, despite the efforts of the European Commission to create simplified one-for-all research and innovation programme, the Horizon 2020 structure, its rules, tools and instruments are not that simple and for successful approval of the project proposals much more than a sheer luck is needed.
