3 CETMO Overview 3 CETMO is an organization launched in 1985 under auspices of the United Nationsand with the support of the Spanish government as the result of an agreement between the Western Mediterranean countries (Algeria, France, Italy, Morocco, Portugal, Spain and Tunisia). CETMO's main goal is to develop regional cooperation to improve international transport conditions throughout the Mediterranean and in the Western Mediterranean in particular (Algeria, France, Italy, Libya, Malta, Mauritania, Morocco, Portugal, Spain and Tunisia). CETMO achieves this goal by studying transport infrastructure, flows, statistics and legislation in the Western Mediterranean and developing initiatives that facilitate this transport. CETMO has held the position of Technical Secretariat of the Transport Group of the Western Mediterranean (GTMO 5+5) since GTMO 5+5 aims to promote cooperation on transport in the Western Mediterranean and contribute to the Euro-Mediterranean Partnership. CETMO s role as Secretariat allows it to hold close work relations with the officials in charge of the transport sector in each country. GTMO 5+5 s priority areas of cooperation include helping implement the recommendations made at the two Euro-Mediterranean Ministerial Conference on Transport in Marrakech and Brussels. GTMO 5+5 pursues the objective of supporting Euro-Mediterranean cooperation on transport and takes a participatory role in this cooperation by contributing new ideas and organizing activities.

7 Sub-regional cooperation: the GTMO (5+5) 7 The GTMO 5+5 -the Transport Group of the Western Mediterranean-aims to promote cooperation on transport in the Western Mediterranean and to contribute to the Euro- Mediterranean Partnership. The members of GTMO 5+5are transport ministers from Algeria, France, Italy, Libya, Malta, Mauritania, Morocco, Portugal, Spain and Tunisia and the Union for Mediterranean Secretariat, European ComissionDG Mobility and Transport and the Arab Maghreb Union, as observers. CETMO holds the position of secretariat. The GTMO 5+5 initiates his trajectory in 1995 in Paris. Later 8 meetings of Ministers, one of high level officials and twenty one meetings of the group of experts who guarantee the planning and the follow-up of the works have been held. In March 2007 in Tunis, a Protocolfor the cooperation was adopted and signed by the Ministers with the aim of consolidating and institutionalizing the group. In the last Ministers meeting, in October 2014 in Lisbon, the Ministers adopted the core multimodal network of the Maghreb countries of the GTMO 5+5 and the Action plan forthe Integration and Coordination of Management of the Trans-Maghreb Motorway Axis, as well as the Statement of Conclusions in which the working plan of the GTMO 5+5 is defined for the next two years ( ).

Search for advantageous infrastructure-financing modes. Exchange and transport facilitation, special emphasis on the transport chain. The implication in the EuromediterraneanPartnership/Barcelona process. Upgrading transport-related companies. Enhancing a databaseand methods allowing for regular identification of priorities in the Western Mediterranean, on the base of the works already carried out by CETMO. Development of research on transport in the region, through the promotion of the participation of the countries of the Magrebin the European programs. The reinforcement of safety and security of transport in the region.

10 The GTMO 5+5 Multimodal Network 10 The objective of the GTMO 5+5 Multimodal Network is to provide a conceptual basis for the planning and the reflection on the infrastructure development of member countries. The Network includes : Roads network, railways network for passenger traffic, railways network for freight traffic and ports and airports network. In order to achieve a strategic network of interest a two layers hierarchy was established : -The core network - The comprehensive network In the five European countries in the GTMO 5+5, the Network is equivalent to the Trans-European Transport Network (TEN-T). Therefore, in order to maintain the internal coherenceof the GTMO 5+5 Multimodal Network, the process of revising and updating this network in the Maghreb countries has been carried out considering the methodology defined in the European Union guidelines for the development of the TEN-T. The application of this methodologyin the Maghreb results also in a corridor extending along the coastal line, from Mauritania to Libya. It is the Trans-Maghreb Corridor, a motorway and railway corridor with a multimodal vocation.

16 Action plans of horizontal measures for the trans-maghreb multimodal transport corridor 16 The identification of the corridor is just the first step towards a regional configuration of infrastructures. Some coordination measures at regional level are necessary, so infrastructures become meaningful as a trans-maghreb corridor. This is done through action plans of horizontal measuresfor motorway and railway axis which have the objectives of promoting the coordination activities of management of the infrastructure at regional level. -The Action plan of horizontal measures for integration and coordination of management of the trans-maghreb motorway axis was adopted during the GTMO 5+5 Ministerial Conference in Lisbon (october 2014). The actions are presented in five sections: Trade Facilitation, Financing and Pricing, Multimodality, Road Safety and Cross-cutting Actions - The Action plan of horizontal measures for trans-maghreb railway axis is under development.

19 Euro-Mediterranean Partnership in transport 19 Main milestones of Euro-Med transport Barcelona Declaration, in 1995: Stressing the importance of developing and improving infrastructure, including through the establishment of an efficient transport system, the development of information technologies and the modernization of telecom. Development of an efficient trans-mediterranean multimodal combined sea and air transport system (infrastructure and operational measures). Development of a regional transport infrastructure networkand adoption of a set of recommendations to boost transport cooperation. Conference of the Ministers of Transport of the region(marrakech, December 2005). The Blue Paper on Transport in the Mediterranean Region and the Report ofthehigh Level Groupfor extending the major trans-european transport axes to neighbouring countries and regions, were endorsed by the Ministers.
20 Main milestones of Euro-Med transport 20 The Regional Transport Action Plan (RTAP) adopted in 2007 established 34 actions to be developed during the next 6 years. The Paris Summit, in The Union for the Mediterranean(UfM) was launched on July 2008 as a step forward of the Euro-Mediterranean Partnership (Euro-Med). Euro-Mediterranean Ministerial Conference on Transport(Brussels, November 2013). TheMinisters endorsed the priority guidelines for the establishment of the new RTAP by the Euro- Mediterranean Transport Forum. A new RTAP, composed of 23 actions, has been adopted in 2015 to be developed until the year 2020.
21 The Regional Transport Action Plans 21 The RTAP and the RTAP are road maps that provide guidelines for multilateral cooperationin transport in the Mediterranean region within the framework of the EuromedTransport Forum. The actions of the RTAP can be classified as: Horizontal actions or regulatory reforms, and Infrastructure actions. RTAP actions related to infrastructure include: The identification and detailed analysis of priority projects onthe main transport axes connecting Mediterranean countries with each other and/or those of the European Union, foreseen investment decisions at multilateral level. The definition of the infrastructure network in the Euro-Mediterranean region (TMN-T). The identification of financing optionsfor infrastructure projects and the coordination of funds.
22 The Regional Transport Action Plans 22 The RTAP ( )will be based on the principles of coherence and complementaritybetween national and regional transport policies as well as on a coordinated mobilisation of all partners on common strategic objectives. 23 The expected Trans-Mediterranean Transport Network (TMN-T) 23 The criteriaused for the methodology are in line with EU policies on the development of the Euro-Mediterranean transport network (TEN-T). The main principles are: Long-distance international flows. Regional and territorial accessibility. Intermodal connections. Network continuity. Network density and structure. The TMN-T is accompanied by a series of technical tools and methodologiesfor its description that will allow the definition of a possible TMN-T core network, in accordance with the future TEN-T policy, once the criteria and the methodology have been defined.
24 Regional Added Value of the TMN-T 24 To contribute to South-South and South-North technical and institutional integration. To provide a unified regional methodology. To be in line with the policy for connecting the TEN-T with neighbouring countries (Naples Conference, 2009). To be prepared from a technical standpointto adopt and to put into practice a methodology to define a core network based on the criteria of the TEN-T policy. To be used as a framework for Euro-Mediterranean transport policy at bilateral and multilateral levels (UfM).

26 Main milestones in Mediterranean Transport Planning 26 The Declaration of Barcelona: cooperation between the European Union and its Southern Mediterranean partners. The work programme included guidelines for a future Trans-Mediterranean Transport Network (TMN-T) The creation of GTMO. Its goal is to foster cooperation between Western Mediterranean countries in the field of transport. The transport area of the Union for the Mediterranean The First Euro- (UfM),launched in June 2008, Mediterranean Transport focuses its efforts on Forum (ETF), was held in connections between March The draft Mediterranean ports, the working plan included creation of coastal motorways the establishment of a and the modernization of the Master plan for a trans-maghreb railway. These Transport Infrastructure points were taken into account in the Mediterranean. when defining the TMN-T The ETF has been developing the TMN-Tthrough an innovative procedure proposed by the GTMO 5+5 s technical secretariat. GTMO 5+5 defined the multimodal transport network for the Maghreb and also helped define the network for all of the Southern Mediterranean countries (TMN-T) GTMO 5+5 studied the relevance of creating a fund to implement the TMN-T, Realizing the Trans-Mediterranean Transport Network: The Need for a Dedicated European Fund was presented in June Euro-Mediterranean Conference of Transport Ministers (November 2013). Given the new TEN-T guidelines the TMN-T must be revised and updated The core multimodal networkof the Maghreb countries of the GTMO 5+5 inspired by the European Union methodology and guidelines of the TEN-T was adopted by the Ministersof the Western Mediterranean Countries during the 8th Ministerial Conference of the Group, in Lisbon.
27 Final comments 27 Since 1985 CETMO has developed a remarkable role in regional cooperationand decision making on transport planning among Mediterranean countries. In the framework of Euro-Mediterranean cooperation, CETMO is a major partner for planning and definition of transport infrastructures. In the framework of GTMO 5+5, CETMO plays a key role in the promotion of the priority projects of the Maghreb area, in close cooperation with countries. CETMO is a technical partner of the Union for the Mediterranean(UfM) for transport projects.
