Decommissioning plans for TVO's new reactors Decommissioning and dismantling, Studsvik, September 14 th -16 th 2010
Contents Introduction: present situation of construction and licencing of OL3 and OL4 Role of decommissioning in licencing process Decommissioning plan for OL3 dismantling final disposal role of decommissioning cost estimates in 2
Licencing process 3
Licencing situation at the moment OL3 civil work is almost done, installation of main components is going on, start of commercial operation is to start 2013 Euratom Article 37 hearing process was completed in 2010 operational licence will be submitted in good time before first fuel loading OL4 Decision in Principle was ratified fy parliament Next steps are selection of plant supplier and application of construction licence 4
OL3 May
OL4 plant type alternatives BWR PWR ABWR / Toshiba-Westinghouse Japan-Sweden / ca MWe ESBWR / GE Hitachi USA / ca MWe APR1400 / KHNP South Korea / ca MWe APWR / Mitsubishi Japan / ca MWe EPR / AREVA France-Germany / ca MWe 6
Role of decommissioning in NPP licencing (1/4) Planning consider the feasibility of decommissioning Construction licence Preliminary analysis on decommissioning Construction Records on essential information for decommissioning purposes Analysis of material characteristics of activated material 7
Role of decommissioning in NPP licencing (2/4) Operational licence Detailed decommissioning plan Operation Decommissioning plan is updated every 6 years Maintain records on activity and contamination levels Records on any essential information concerning decommissioning Updating of FSAR 8
Role of decommissioning in NPP licencing (3/4) Shutdown of the NPP Inform STUK about the shut down and plans for preparations of decommissioning, like: Plans concerning safe storage are needed within two years after shut down. Mapping of activity and contamination levels Final decontamination plan EIA Licencing the final disposal of decommissioning waste Update of any safety documentation (like FSAR) 9
Role of decommissioning in NPP licencing (4/4) Decommissioning phase Dismantling actions will be approved using normal work permit practices PSR Ending of operation Mapping of activity and contamination levels Release of the NPP from regulatory control An order from ministry or STUK that the waste management obligation has expired Notify STUK of the termination of operations 10
Design features to facilitate decommissioning (quoted from Decommissioning considerations for New NPPs, OECD NEA 2010) Decommissioning plans Dismantling sequence is described Waste amounts are estimated Flushing and decontamination are made easy Plans are coordinated for all power units in Olkiluoto Site factors There are interim storage facilities usable for decommissioning waste and separate storage for spent fuel in Olkiluoto Facilities and systems design Structural design Operational design Materials design and waste management synergy with radiation protection 11
Licence holder responsibility Future decommissioning of nuclear plants is included in nuclear waste management. The licence holder answers for nuclear waste management costs. To guarantee that outstanding nuclear waste management interventions can be carried out in all circumstances, the parties liable for waste management have paid, and shall pay more, if necessary, funds into the State Nuclear Waste Management Fund. 12
Financial Provisions for Nuclear Waste Management 13
Implementation of Nuclear Waste Management Teollisuuden Voima Oyj Olkiluoto power plant Fortum Power and Heat Oy Interim storage of spent nuclear fuel Interim storage of spent nuclear fuel Loviisa power plant Posiva Oy Operating waste repository Operating waste repository Final disposal of spent nuclear fuel Viitanen Pekka
Interim Storage and Final Disposal Facilities at Olkiluoto FINAL REPOSITORY FOR DECOMMISSIONING WASTE To be built in the future for decommissioning of plant units FINAL REPOSITORY FOR OPERATIONAL WASTE In operation since 1992 INTERIM STORAGE FOR SPENT NUCLEAR FUEL In operation since 1987 FINAL REPOSITORY FOR SPENT NUCLEAR FUEL (POSIVA) Underground rock characterisation facility ONKALO under construction - Construction licence application for final disposal facility in
Planned Extension of Olkiluoto LLW/ILW Repository for Operational and Decommissioning Waste 16
Closure of the repository Tunnel parts near the silos will be filled Concrete plugs (1 m wide) will be used to prevent flow channeling between fractures 17
RPV-shaft for OL3 and OL4 Dimensions of RPV of OL3 are known For RPV of OL4 the dimensioning is done according to the biggest RPV at the present plant choices (i.e. ESBWR) 18
Safety analysis (1/2) LLW/ILW-repository has it s own operation licence and separate FSAR FSAR was updated in Estimated amount of OL3 operational waste was taken into account as doubled. Decommission plan for OL1 and OL2 was updated 2008 with some provision for OL3 Waste volumes and activities were estimated for OL3 decommissioning waste. Long term safety analysis included OL3. For OL4 it was assumed that activity inventory equals to OL3 19
Safety analysis (2/2) Waste volumes and activities Total estimate of 8500 m 3 unpacked waste Total activity of Bq by the time of disposal Collective dose from decommissioning work of OL3 Areva target: 2 mansv Finnish estimate: 3 msv Long term safety criteria is fullfilled Very conservative analysis shows the highest expected dose rate of 0.01 msv/a (acceptance criteria is 0.1 msv/a) 20
Summary The role of decommissioning is relevant already in very early phase of new build Decommissioning is considered thoroughly in new build in accordance with international recommendations TVO has been proactive in planning disposal facilities for its new NPPs 21
