19 Uniform Intermodal Interchange & Facilities Access Agreement (UIIA) What is the UIIA? Standard industry interchange contract that contains the terms and conditions for interchange of intermodal equipment between Motor Carriers and Providers (i.e. ocean & rail carriers, and leasing companies). How is it administered? IANA collects and disseminates pertinent motor carrier profile and insurance information to Equipment Providers for the purpose of facilitating premises access and qualifying the Motor Carrier to interchange equipment for specific providers. Current Participants 6,701 Motor Carriers 53 Equipment Providers (42 SSLs, 8 Railroads, 2 Leasing Cos., 1 Chassis Pool) 19

21 Binding Arbitration Process Implemented as part of the UIIA in August 2008 Alternative method for UIIA participants to use for resolving issues relating to the dispute of Per Diem and/or Maintenance and Repair charges. Binding Arbitration Metrics since inception: Total Number of cases submitted: cases met criteria: 143 cases completed 71 cases resolved prior to going through arbitration 11 cases currently pending review Case Decisions Rendered: In favor of MC 45% In favor of EP 38% Split Decision 17% (Decision split between both parties) 21
22 22 Intermodal Driver Database (IDD) Centralized and secured database for Motor Carriers to register and manage their drivers. Drivers registered through online web interface (through the Motor Carrier s UIIA account access) or electronically via FTP. IDD links directly with UIIA program to validate a MC s interchange status with an EP and confirm whether the driver is active for the MC that is accessing the facility. Examples of information collected: Driver s Name, Driver s License, Driver License State, License Expiration, Driver s Hire Date, Termination Date (if applicable), IDD Pin Number, etc. Over 400,000 active drivers (Over 1 million in total) Associated with over 6,700 Motor Carrier companies

24 Global Intermodal Equipment Registry (GIER) Industry compliance solution to FMCSR Section Virtual alternative to physical marking of intermodal equipment IEPs register chassis in GIER database and unique alpha/numeric equipment ID ties chassis to DOT Number of responsible party. Examples of information collected: Chassis alpha/numeric ID, IEP DOT Number, Equipment Category, VIN Number, License Plate/State, Year Built, Remark/Remanufacture Date, etc. 24
25 GIER Online Public Inquiry Both Subscribers and Public Users may obtain the current IEP for a chassis in GIER by using the Online Public Inquiry feature. Search can be done by alpha/numeric chassis ID or license plate/license state. 25

Examples of information collected: Tractor License Plate, Tractor License State, VIN Number, RFID, Truck Manufacturer, Truck Model/Year, Engine Manufacturer, Engine Model/Year, etc. 221,023 trucks registered Representing over 2,445 Motor Carriers Synchs w/california Air Resources Board Drayage Truck Registry Generates Quarterly CARB Non Compliance Reports for Rails Port of Houston currently using for voluntary clean truck initiative Terminal Feed Service (TFS) UIIA data directly feeds to facilities via electronic data transmission or via web interface on behalf of the EP. Currently 22 EPs subscribers with feeds to over 70 facilities. 27

29 Potential New Programs/Services IANA Database Access Web Service Computer to computer web interface that will communicate with IANA s Information Service databases (UIIA, Intermodal Driver Database and Intermodal Tractor Registry) Web service will assist in facilitating premises access & equipment interchange Driver Vehicle Examination Report (DVER) Web Portal Would set up interface between IANA and FMCSA system to receive copies of Driver Vehicle Examination Reports (DVERs) resulting from roadside inspections DVERs would be electronically delivered to the IEP and Motor Carrier Bad Order Release Develop system for direct non DVIR tied communications between IEP and Facility Operator System would collect and disseminate bad order equipment notification and release information electronically using the existing DVIR system as a conduit 29
