18 Cost Benefit Analysis CBA is a key tool to assess the "Impact" criterion for works and mixed proposals As a minimum, a CBA must present: Financial analysis: calculations of financial profitability and financial stability of the proposed investment and its co-financing For net revenue-generating investments, identification of the "funding gap" to be addressed through CEF co-funding Economic analysis: socio-economic valuations The guidance has been significantly enhanced, please review section 5 of the Guide for Applicants CEF Transport Flemish Info Day 02 December
19 Selection Committee DG MOVE, INEA & DG ENV Assesses and validates the list of proposals recommended for funding and those not to be funded paying particular attention to: Contribution to the balanced development of the network Budgetary constraints Complementarity with other EU funded projects Potential synergies across the different CEF sectors and/or other EU Programmes Comparative EU added value in relation to other proposed Actions Any risks of doublefunding from other Union sources The programming for the European Structural and Investment Funds How the proposed Action fits in the national transport plan in the Member State(s) concerned where appropriate CEF Transport Flemish Info Day 02 December

23 Funding Objective 2: New Technologies and Innovation Point in the Call Text: Deployment of innovation and new technology actions in all transport modes, according to the TEN-T Guidelines, Art.33 points a) to d): (a) decarbonisation of all modes of transport; (b) energy efficiency, including electricity supply systems, intelligent platforms needed for interoperability, telematic applications; (c) safety and sustainability; (d) Interoperability, multimodality CEF Transport Flemish Info Day 02 December
24 Funding Objective 2: New Technologies and Innovation Indicative budget- General enveloppe: 60 million Particular emphasis along the core network corridors, no annual call, only core network is eligible Co-funding rate : Studies & Studies with Pilot deployment: up to 50% - Works: 20% Priority is given to studies with integrated deployment (pilot), in line with the Commission policy, e.g. the Directive 2014/94 on alternative fuels Ready for deployment advanced technology, market-orientated solution - No research activities, no scrubbers! 25 Type of actions and points of attention (A) Studies without pilot deployment from 1m up to 2m (B) Studies with regional or local pilot deployment in at least one EU Member State up to 20m (C) Studies with deployment on a scale of a core network trajectory/corridor of at least 500 km serving at least two EU MS or achieving coverage of minimal density of at least 2 complete EU MS up to 50m (D) actions are works for roll-outs on the core network in at least 2 Member States (cross-border interoperability functionalities!) 28 Urban nodes (priority 3.3.5) Title: Actions implementing transport infrastructure in nodes of the core network, including urban nodes Indicative Budget: 50 million Co-funding rates: Studies and studies with pilot : 50% Works : 20 % 28
29 Urban nodes (priority 3.3.5) General objective Enhance transport flows along the corridors for passengers and freight For example: Actions leading to significant CO2, pollutants and/or noise reduction Actions enhancing service quality levels (travelling time, comfort, safety etc.) Actions interconnecting modal points to ensure smooth last mile connections 29
30 Urban nodes (priority 3.3.5) General objective Enhance transport flows along the corridors for passengers and freight For example: Actions leading to significant CO2, pollutants and/or noise reduction Actions enhancing service quality levels (travelling time, comfort, safety etc.) Actions interconnecting modal points to ensure smooth last mile connections 30
31 Urban nodes (priority 3.3.5) Specific objectives Support studies, pilots and deployment/implementation addressing: Complementarity between TEN-T action for long distance, and urban transport Physical bottlenecks and missing links between transport modes in the urban area Seamless connection between the TEN-T long-distance transport and the urban transport (for example through integrated planning, through quality standards etc.) Information and traffic management systems in support of such seamless connection Deployment of alternative fuels infrastructure in the urban area Solutions for alternatively-fuelled vehicles 31
32 Urban nodes (priority 3.3.5) Scope of the proposed actions: 1.Studies Involving an appropriate number (=ideally several) of urban nodes over a specific corridor Covering analysis of the state-of-play and the development of strategies and actions for improvement For example: Identification of bottlenecks and missing links between and within transport modes and solutions for solving them Identification of bottlenecks and missing links in going from the long-distance to the urban parts of the journey, and solutions for solving them Sustainable Urban Mobility Plans can play a role here Identification of interrelations between infrastructure developments on the corridor and the urban area.! Studies related to bypasses may only be funded for cohesion countries and if associated to multimodal or public transport solutions 32
33 Urban nodes (priority 3.3.5) Development of concepts for passengers and freight transport aiming to improve air quality and/or reduce exposure to harmful noise levels Development of concepts to increase multi-modality (=use of several modes for one trip); to shift from cars to walking, cycling and public transport; to shift from fossil to alternative fuels; to improve road safety 2.Works and/or studies with pilots to test and validate new approaches addressing: All the points under 1. Studies Alternative fuels infrastructure and alternatively-fuelled vehicles in the urban area 33
34 Urban nodes (priority 3.3.5) Low-carbon and low-noise freight transport, including through transhipment facilities between long-distance and urban transport 3.Preparatory studies For infrastructure connections between and within modes in the urban nodes included in Annex I part I of the CEF regulation For example: studies to prepare the construction of rail-air, rail-rail, rail-road, air-road or rail-maritime links, or urban bypasses (road bypasses are out of the scope of the general envelop but other urban bypass are still eligible) 34
35 Urban nodes (priority 3.3.5) Eligibility (7.2 of the call text) Action must be located in one or several node(s) : 1. Listed in Annex II of the TEN-T Guidelines (Reg 1315/2013) AND 2. Included or part of section(s) listed in Annex I Part I of the CEF Regulation (Reg 1316/2013) 35
36 Urban nodes (priority 3.3.5) Specific conditions for proposed actions For rail: light rail concepts are beyond the scope of Chapter II of the TEN-T Guidelines => look at other financing options For airports: Airports marked with an * in Annex II.2 of Regulation 1315/2013 (TEN-T Guidelines): only eligible for actions ensuring a rail connection Other airports in Annex II.2 and other airports already connected by rail: eligible for actions ensuring connections by any transport means except rail (taking into consideration the restrictions on road bypass mentioned) 36
37 Urban nodes (priority 3.3.5) Overlap with other priorities : Innovation (alternative fuels) : if the main objective of the action is to implement alternative fuels solution, the action should be submitted under the innovation priority 37
38 Urban nodes (priority 3.3.5) Previously proposed actions SUMP /master plans for inter and multi-modality in urban areas Urban interchange between long distance rail line and local network Connection between international airports/rail stations Development of concepts to increase multi-modality E.g. segregated lanes for public transport; bike and cargo-bike schemes; alternative fuels infrastructure, solutions and services; low-carbon/noise freight transport; car &ride-sharing schemes;.. 38
39 Urban nodes (priority 3.3.5) Examples of what will NOT be funded under this priority are actions concerning/ involving: Urban road bypasses Light rail concepts with some exceptions Airport connections other than rail for airports marked with an * in Annex II.2 of Regulation 1315/2013 Airport connections by rail for other airports in Annex II.2 39
