4 Early implementation of CAM/CMP CMP into force since 1 October 2012, CAM into comitology Q and most likely into force Q The international platform will operational as of 1 April 2013 TSOs will gradually introduce annual, quarterly, monthly and daily auctions of bundled Cross-Border capacity 4
5 Early implementation of CAM/CMP Release 1 - April 2013 GTS will offer day ahead auctioning of bundled capacity Preferably border points where capacity is scarce Several cross border TSOs, several relevant IP s GTS will offer capacity made available operationally Comparable to existing pilot at Oude Statenzijl GTS & NMa work on the extension of present exemption for the pilot (consult of representative organisations 27 Nov) Further information Q (via GTS and/or platform company) 5

8 Wheeling and diversion (W&D) after CAM implementation All available capacity on interconnection points is to be auctioned (CAM NC) GTS can only offer W&D if: the available backbone capacity in the GTS network is not decreased the auction process is not restricted If the technical capacity on the Dutch side of the IPs exceeds the technical capacity on the NNO side of the IPs, then Wheeling and diversion can be offered as firm otherwise Wheeling and diversion can only be offered as interruptible
9 Cross border storages - Auction or FcFs? All available capacity on interconnection points is to be auctioned (CAM NC) Storages are not obliged to participate in auctions storage operators have a choice: Storage is placed in a separate FCFS cluster and booked capacity is allocated to the FCFS cluster. Additional, or Storage stays in the current IP cluster and additional capacity can only be contracted via the auction. Free capacity on any IP in the cluster is allocated via auctioning.
10 Cross border storages - Auction or FcFs? Choice will have impact on possibility to make use of wheeling and diversion services to or from IP s in cluster Wheeling and diversion services require homogenous clusters only FCFS IP s or only auction IP s. Storages as part of an auction clusters can wheel and divert capacity to all other IP s in the same auction cluster and gain access to grid of GTS neighbouring network operators. Storages as part of a FCFS clusters can wheel and divert capacity only to other IP s in the same FCFS cluster. No access to grids of GTS neighbouring network operators
11 Issue: Surrender of Capacity & Bundling CAM - Capacity originally allocated as Bundled Capacity can only be resold as Bundled Capacity CMP - Surrendered capacity shall be considered to be reallocated only after all the available capacity has been allocated These rules conflict when shipper offers bundled capacity and one of the TSOs still has unbundled available NNOs need one rule applied on both sides of the border Most obvious: CMP to prevail, since CMP is already into force Then SoC can result in one contract re-sold and one remaining with the shipper as unbundled capacity 11

13 SoC: FcFs or pro rata Issue: Two shippers offer bundled capacity for surrender. Only part is resold. How shall this be allocated back to the offering shippers? Options: FCFS or pro rata. At both sides of the border the same method is to be applied else there will be un-equivalent bundle(s) Proposal: Harmonised approach with NNOs 13
14 SoC: FcFs or pro rata Options FCFS Clear distribution Increases the chance to sell full amount surrendered by shipper Incentive to surrender as soon as possible Pro rata Fair distribution All surrendering shippers rewarded for their effort Incentive to surrender up to the last minute What allocation method is to be preferred? 14
