3 The MACRO CONTEXT South Africa is at an industrial development crossroads as an increasingly fast-paced, globallynetworked economy is changing the rules of competition and business location. Strategic decisions and development initiatives taken today will determine the 21st century direction South Africa (Gauteng and Ekurhuleni) will go in terms of industrial mix, business competitiveness, job creation, and citizen quality of life. 4 CRITICAL CHALLENGES The Ekurhuleni Aerotropolis exists. How will further planning and development be channelled to improve economic development in Gauteng? Will Ekurhuleni successfully develop new economy high-tech and other higher-value business sectors? How will Ekurhuleni modernise its economy to respond to new challenges and demands for job creation? Will its traditional agriculture, time-critical perishables, and just emerging high-tech industries be able to compete effectively, domestically and worldwide, in the new globally-connected, speed-driven marketplace? 5 CHALLENGES Planning not well integrated vertically (across jurisdictions) or horizontally (across transit modes and land use) Lack of space near ORTIA for new commercial development; much that is there is inappropriate Airport area development to date mostly unplanned, uncoordinated, and haphazard; some of it unsightly with roadway choke points nearby High unemployment and low levels of skilled workers

6 CRITICAL CHALLENGES (cont d) Will South Africa s, Gauteng and Ekurhuleni s job creation in the next ten years achieve the goals both in quantity and quality as set out by the President? Will logistics, industrial and commercial development around OR Tambo Airport and the City of Ekurhuleni be economically efficient, attractive, and environmentally sustainable? How these five interwoven challenges are met will go a long way in determining the economic fate of Ekurhuleni and Gauteng. Prof J Kasarda

7 RISE OF THE AIRPORT CITY Airports today: much more than aviation infrastructures They are multimodal, multifunctional enterprises generating considerable commercial development within and well beyond their boundaries All commercial functions of a modern metropolitan center are locating on and immediately around major airport sites transforming them from city airports to airport cities

9 THE AEROTROPOLIS MODEL A strategic approach to enhancing municipal and provincial prosperity through improved multi-modal access and aviation-linked commercial development, making the airport, the city, and the province better connected, more economically efficient, attractive, and sustainable. Offers businesses located near or having good access to the airport with speedy connectivity to their suppliers, customers, and enterprise partners nationally and worldwide. Contains the full set of commercial facilities that support airlines and aviation-linked businesses as well as millions of business and leisure travelers who pass though the airport annually. An Airport City developed at and immediately around the airport serves as the multimodal, multi-functional commercial nexus anchoring aviation-enabled trade in goods and services, driving it throughout the aerotropolis and greater province. Affect the radius of between kilometers around the airport, and has an economic impact spanning up to 60 kilometers.

12 GAUTENG EKURHULENI AEROTROPOLIS ORTIA The busiest airport on the Continent, 2 nd busiest in Middle East and Africa (2 nd to Dubai); Achieves unprecedented integration of supply chain management, perishables distribution, and high-tech manufacturing with ORTIA air cargo; Links ORTIA, Ekurhuleni, and Gauteng firms into an emerging international air commerce network that will give them quick and efficient access to suppliers and customers throughout Africa and the world; Drives commercial and industrial development on airport property and outward, creating the Ekurhuleni Aerotropolis Can make Ekurhuleni a multimodal air commerce hub and catapult the greater Gauteng Province into global leadership in time-critical, high-value manufacturing and distribution

18 CONNECTIVITY AND COORDINATION The Ekurhuleni Aerotropolis will efficiently connect municipal and provincial businesses to markets near and far: Improved highway and rail infrastructure will connect Ekurhuleni and Gauteng firms quickly to all provincial and national markets (and to South Africa s ports) ORTIA s air routes will provide fast and efficient connectivity to national and global markets The entire Gauteng Province is better connected and therefore more competitive Land-use coordinated with ORTIA and integrated surface transportation to generate highest and best use

19 RHODESFIELD POTENTIAL: REMAKING EKURHULENI S IMAGE Regional corporate headquarters Office buildings for air travel intensive professionals Five-star medical and wellness clusters (for medical tourism) High quality residential complexes with nearby upscale shopping, fine dining, and nightlife Cultural tourism (in cooperation with Kempton Park) Aviation-themed architecture with iconic structures and public space entertainment events creating a wow factor Demacon s market study estimates that the Rhodesfield redevelopment would add 62,600 jobs and R42.8 billion in business revenues annually. Taxes generated would allow significant upgrades in Ekurhuleni s public, social, and institutional services.

28 CONCLUSION To determine: the initial phasing of the OR Tambo Air Logictics Hub; design standards to promote ORTIA and Aerotropolis Aesthetics and sustainability; infrastructure needs; Incentives to attract and leverage appropriate industry; Communication, cooperation and coordination among all stakeholders; Partnership approaches to financing and managing the value-adding logistics and attracting commercial developers

29 CONCLUSION Commercial redevelopment and physical upgrading of the airport area is necessary. Skills development and addressing social problems are also necessary. The future competitiveness of Gauteng Province rests with understanding, developing, and better leveraging ORTIA and its surrounding Aerotropolis. We must capitalize better on our aviation assets to compete and prosper, fostering Ekurhuleni s and Gauteng s economic transformation in the increasingly globalized, speed-driven marketplace.

30 CONCLUSION A strong center strengthens the whole province, a weak center weakens the whole province a strong Ekurhuleni will strengthen the Province; Revitalizing the areas around ORTIA is, therefore, in the greater Gauteng Province s strategic interest.

35 Specific Recommendations and Action Steps Explore the technical and financial feasibility to bring the Gautrain under the CTB and beyond to the Denel precinct and further to Benoni and eastern Ekurhuleni; Explore the possibility of the Gautrain service between the Rhodesfield and ORTIA being intergrated with the PRASA station; 35

36 Medium Term Specific Recommendations and Action Steps Ekurhuleni Aerotropolis transportation infrastructure to be designed to allow seamless and flexible flows of materials and people among convergent transportation modes and industrial and other commercial facilities both near the airport and outward along transit corridors - planned highways, a new airport ring road and new rail lines, including appropriate BRT interfaces and proposed future automated people movers linking key nodes; High-speed rail to Durban and Polokane should pass by the airport with ORTIA and Ekurhuleni stations. For cargo, rail/truck interfaces should be provided by a new intermodal rail facility at an appropriate Ekurhuleni Aerotropolis site. 36

37 Medium Term Specific Recommendations and Action Steps Logistics villages to be planned near or at the intermodal rail facility as well as at possibly other strategic surface transportation nodes in the Ekurhuleni Aerotropolis; A state-of-the-art World Cargo Center should be constructed when demand warrants as part of ORTIA's redesigned northern logistics area to offer modern electronic Customs clearance technology, would provide off-ramp ORTIA tenants and off-site (Aerotropolis) production facilities, warehouses, and distribution centers with efficient sorting capability, customs clearance, perishables preservation, and air freighter access.

38 Medium Term Specific Recommendations and Action Steps Address land-use constraints near ORTIA developing policies and strategies to free up developable land near the airport for more appropriate users; Master Plan development to commence to include census and assessment of all land uses around ORTIA and along its nearby corridors to determine compatibility with the new Aerotropolis model, development of zoning and incentives to encourage aviation-oriented businesses and industry to locate in closest proximity to the airport and to dissuade those businesses and industries that neither leverage nor are leveraged by ORTIA from locating nearby.

39 Medium Term Specific Recommendations and Action Steps Attracting higher-value goods-processing activities such as high-tech industry, planning and marketing the Ekurhuleni Aerotropolis should emphasize the importance of its logistics-based capabilities - investment incentives such as tax relief, investment offsets for land or facilities and subsidized workforce training, jointly with competitive advantages of connectivity, speed and agile market response. Consider the Aerotropolis CBD build local amenities such as upscale shopping, fine restaurants, and nightlife options along with high-quality residential complexes close to the office complexes.

Medium Term Specific Recommendations and Action Steps Develop a thorough understanding of modern supply chain management principles and the fast-cycle logistics creating expertise in logistics and supply chain management, multimodal infrastructure development, and information technology to help design applications that would properly integrate and leverage all ORTIA and Ekurhuleni Aerotropolis resources for fast-cycle logistics.
