INTERNATIONAL MARITIME ORGANIZATION E IMO SUB-COMMITTEE ON DANGEROUS GOODS, SOLID CARGOES AND CONTAINERS 11th session Agenda item 2 DSC 11/2/Add.1 1 August 2006 Original: ENGLISH DECISIONS OF OTHER IMO BODIES Outcome of FAL 33 Note by the Secretariat Executive summary: Action to be taken: Paragraph 4 Related document: FAL 33/19 SUMMARY This document contains decisions made by FAL 33 relevant to the work of the Sub-Committee General 1 The Facilitation Committee held its thirty-third session (FAL 33) from 3 to 7 July 2006 and its decisions relevant to the work of the Sub-Committee are detailed in the ensuing paragraphs. Electronic means for the clearance of ships IMO Compendium on facilitation and electronic business (IMO FAL Compendium) (FAL.5/Circ.15) 2 FAL 33, noting that the text in section G of document FAL 33/5, annex, concerning FAL Form 7 (Dangerous Goods Manifest), could, in the light of amendments to the IMDG Code, benefit from improvement and the MSC Chairman s concurrence to refer the matter directly to the DSC Sub-Committee, decided to forward the draft IMO FAL Compendium to DSC 11 for comments on matters under that Sub-Committee s purview. For the Sub-Committee s ease of reference, the text concerned is set out in the annex. For reasons of economy, this document is printed in a limited number. Delegates are kindly asked to bring their copies to meetings and not to request additional copies.

- 2 - Difficulties encountered with shipment of the IMDG Code class 7 radioactive materials Entry in the Transport Document and/or Dangerous Goods Manifest (FAL Form 7) to confirm that the RAM shipment is to be used in medical or public health applications only 3 FAL 33, noting that the entry in the Transport Document and/or Dangerous Goods Manifest (FAL Form 7) to confirm that the radioactive shipment concerned is to be used in medical or public health applications would facilitate its identification as such by the public authorities concerned, agreed (FAL 33/WP.4, paragraph 14) on the following entry in those documents: Cobalt-60 in this shipment has been specifically produced for immediate use in medical, consumer, public health or agriculture applications, and requested DSC 11 to comment on the above entry in the context of technical matters under its purview, subject to MSC s concurrent decision. Action requested of the Sub-Committee 4 The Sub-Committee is invited to consider the above and decide as appropriate. ***

EXCERPTS OF THE REVISED IMO FAL COMPENDIUM G. FAL Form 7 - Dangerous Goods Manifest The recommended EDI format for the Dangerous Goods Manifest is the UN/EDIFACT International Forwarding and Transport Dangerous Goods Notification message (IFTDGN). The PROTECT message implementation guide Version 1.0 of this message contains the full documentation to fulfil the information requirements of a dangerous goods manifest. IMO FAL recommends this guide as an EDI equivalent of FAL Form 7 Dangerous Goods Manifest. The message permits the transfer of information required by public authorities relating to dangerous goods of a ship on arrival and departure. The basic items of information necessary for each dangerous substance, material, or article are: 1 The proper shipping name. 2 The class and, when assigned, the division of the goods. In addition this may be followed by the class name. 3 The UN Number shown for the dangerous goods in the IMDG code, preceded by the letters UN. 4 Where assigned, the packing group. 5 For class 7 radio active material the class 7 schedule number. 6 Empty packaging, including portable tanks and bulk packaging, which contain the residue of dangerous goods should be so indicated by placing the words EMPTY UNCLEANED or RESIDUE LAST CONTAINED before or after the proper shipping name. 7 If waste dangerous goods(other than radio active wastes) are being transported for disposal, or for processing for disposal the proper shipping name should be preceded by the word WASTE. 8 The number and kind of packages and the total quantity of dangerous goods covered by the description (by volume or mass, and in the case of goods class 1 by the net explosives mass of the contents. 9 Minimum Flashpoint if 61degrees centigrade or below (c.c.). 10 Subsidiary risk(s) not communicated in the proper shipping name. 11 If applicable the identification of the goods as MARINE POLLUTANT. 12 For a class 4.1 self-reactive substance or a class 5.2 organic peroxide, the control and emergency temperatures if applicable. 13 If dangerous goods are transported in salvage packaging, the words SALVAGE PACKING should be indicated together with the description of the goods.

Page 2 Example: FLAMMABLE, LIQUID, N.O.S. (Ethanol and dodecylphenol), class 3.2, UN 1993, P.G. II (-17 C c.c.), MARINE POLLUTANT, EmS No. IMO FAL If the dangerous goods documentation is presented by the carrier by means of electronic data the signature may be replaced by the name (in capitals) of the person authorized to sign. In the dangerous goods Manifest document FAL form 7 the following information should be mentioned where appropriate: 1 Name, type, IMO number, voyage number and flag State of the ship. 2 Additional handling information for segregation purposes. 3 Port of loading. 4 Port of discharge. 5 Destination if applicable. 6 Agent, Shipper/consignor/sender of the goods and EM Telephone only where required. 7 Shipper s, Freight Forwarders reference or booking number. 8 Consignee if this information is available often this will be the notify party. 9 Shipping marks if required. 10 Container identification, tank number. 11 Container size type. 12 Number and kind of packages; description of goods. 13 The proper shipping name and if applicable the DG technical name. 14 IMO Hazard class. 15 UN No. 16 Packing group where assigned. 17 Subsidiary risk(s). 18 Flashpoint in C (c.c.). 19 Marine pollutant indicator. 20 EmS No.

Segment use in 3225 ISO codes BBBRRTT Segment 14 Usage notes: The dangerous goods notification is very well suited for transfer as an EDI message. The used format of the Protect message implementation guide is suitable for multimodal transport and as such contains quite a bit of extra information. The dangerous goods manifest can be seen as the source for information to be given to the various authorities. There remains a difference between the information given by the ship, which is of a generic nature e.g. Name of vessel and carrying so much cargo of these classes. And the information provided by the agents which is an extract from the manifest. Whilst both are real information requirements and both can be handled by the IFTDGN it will mostly be the agent who will send the full EDI message whilst the master will convey the information in a number of ways. XML and other technologies like AIS (Automatic Identification Systems of IMO) might be able to fulfil such requirements automated in the not too distant future.
