1 SUB AREA ELEVEN Horison View, Princess and Westgate. The Sub Area consists of the Princess/Westgate Regional node The developments in the area are focused on Ontdekkers Road with Princess Crossing and Westgate Regional Shopping Centre being the prominent developments within the node. The Sub Area falls mainly within the GMS Priority Areas due to the presence of Princess and Westgate Stations. Relevant guidelines will apply: The following Objectives and Interventions are proposed and unless the availability of infrastructure and/or services can be verified by the relevant MOE and Core Department, applications for the intensification and/or change of use will not be supported. DEVELOPMENT OBJECTIVE 1 Promote regional functions and land uses within the Princess/Westgate Regional node to ensure high service levels. INTERVENTIONS 1. Promote higher densities in and around the node. 2. Improvement of public environment, pedestrian connections between developments and landscaping. 3. Protect the mobility function of Wilgerood Road, Crous Drive and CR Swart, classified as Mobility Roads. 4. Support a variety of uses including social facilities, hotel, service industries, etc. GUIDELINES Refer to the Princess UDF (Higher densities than what is prescribed may be considered for lower cost housing Priority area for densification. NMT Establish regional economic linkages. Apply Movement Strategy. Urban design, urban environmental quality and signage. Vehicular and pedestrian movements. Optimising mobility and accessibility. Infrastructure capacities 117

2 DEVELOPMENT OBJECTIVE 2 Implement the Ontdekkers Road Development Policy to ensure economic growth through access and traffic flow management. (The policy should be read in conjunction with the sub-area management tables. Amendments in this sub-area supercedes the provisions of the original document.) INTERVENTIONS 1. Support intensification of uses within the Princess Node (i.t.o. the Ontdekkers Road Development Plan) with specific reference to: GUIDELINES Apply Nodal Strategy In the case of residential development 2-6 storeys may be permitted within the nodes subject to standard parking provision No relaxation of street building lines beyond 3,0 metres. Noise attenuation must be done in order to protect the new development from traffic noise on Ontdekkers Road. Note: Restaurant and entertainment must be evaluated on merits and in terms of compatibility with the residential and surroundings uses. Note: Exhibition is permitted inside buildings at the discretion of Council no display windows on any side of building will be permitted. Residential densities: dwelling units/ha 118

3 2. Develop small-scale offices on Ontdekkers Road outside of any identified node. Support uses such as Hair and Beauty Solons Places of Instruction (Creches, Swimming Classes etc.) Guest houses SMALL SCALE OFFICES Advertising on site o Restricted to 2m 2 o One advertisement per business o Approved through site development plan. The maximum FAR permitted is 0.2 No parking relaxation will be permitted Coverage permitted 20% Height restrictions of 2 storeys. No direct access from Ontdekkers Road. No relaxation of street building lines beyond 3,0 metres. Noise attenuation must be done in order to protect the new development from traffic noise of Ontdekkers Road Landscaping specification o Trees minimum height of 4 metres o Boulevard creation o 1 tree per 2 parking bays o 1 tree per 7,5m on side walk o Soft landscaping minimum 10% of site RESIDENTIAL Support residential developments outside the identified nodes in line with the Density strategy. Uses not Permitted No development on parks along Ontdekkers Road. Industrial uses. Service industries. Commercial uses distribution centres wholesale trade, warehouse, cartage, transport services. Motor sales lots, motor show rooms. Retail. Storage. Repairs, maintenance, workshop and motor related uses. Showrooms or display of goods. Noxious industries. Drive in restaurants. Entertainment not related to office function. Note: Exhibition is permitted inside buildings at the discretion of Council no display windows on any side of building will be permitted 119
