1 APPENDX 1 HANDLNG OF EXPLOSVE KPA GROUP 1 AT WHARF Besides complying with Kelang Port Authority Dangerous Goods ByLaws (Amendment) 1989; vessel / barge at wharf to discharge / load explosive KPA Group 1 cargo, is also required to comply with conditions stated below: i. Explosives should be handled during daytime only unless prior consent has been obtained from the Authority. ii. iii. iv. Fire engine on standby throughout the duration of discharging / loading. To barricade the protected area where discharging / loading is in progress. Security officers to control movement of vehicles and crowd. v. No explosives should be brought to a berth for loading into a ship unless the ship is ready to receive them. No explosives should be discharged from a ship at a berth unless the means of transport by which they are to be removed from the port area is ready to receive them. vi. vii. viii. ix. The area of the wharf where the explosives are being handled should be clearly marked out as protected area. The limit of the area should extend at least 50 meters from the immediate handling area. Clear notices prohibiting smoking clearly visible at all locations. No sources of ignition should be brought into or near to a place where explosives are being handled. The wearing of shoes or boots with unprotected metal nails, heels or tips of any kind should be prohibited. Forwarding agent / consignee / shipping agent / haulier in charge of operations should introduce himself to the officer (berth operation) on duty. Whilst explosives are being handled, precautions are to be taken to prevent unauthorized access of handling area. x. During the handling of explosives, no radar transmitter should be used within 50 meters of the cargo handling area. xi. xii. xiii. xiv. xv. When loading is completed, the loaded ship or vehicle should depart from the port area as soon as possible. Tug boat to be on standby at short notice. To stop operations if weather is not permitting. Bunkering is prohibited during the handling of explosives. For incomplete load/ discharge, consent in writing should be obtained from the Authority for vessel to stay alongside wharf.
2 xvi. Additional safety precautions may be imposed by the Authority as and when needed. APPENDX 2 CONDTONS FOR KPA GROUP 1 CARGO ON TRANST TO COME ALONGSDE WHARF. i. To comply with Kelang Port Klang Authority Dangerous Goods ByLaws (Amendment) ii. iii. iv. No explosives to be discharged from / loaded to the vessel. Fire engine to be on standby throughout the operation. Clear notices prohibiting smoking are clearly visible at all locations. v. No sources of ignitions should be brought into or near to a place where explosives are being stored. vi. vii. viii. ix. The area of the wharf where the explosives are being handled should be clearly marked out as protected area. The limit of the area should extend at least 50 meters from the immediate handling area. No shifting of explosives on board allowed. No land and reshipped of explosives allowed. Tug boat to be on standby at short notice. x. Additional safety precautions may be imposed by the Authority as and when needed.
3 APPENDX 3 HANDLNG OF AMMONUM NTRATE N SOLD BULK FORM (UN NO 1942 / MO CLASS 5.1 / KPA GROUP 2) During loading and discharging, the following measures should be taken; i. Smoking shall not be allowed on deck and in cargo spaces. NO SMOKNG sign shall be displayed on ship / berth. ii. Bunkering or pumping of fuel oil shall not be allowed. iii. Fire engine on standby during the operations.
4 APPENDX 4 PROCEDURES FOR HANDLNG TRANSSHPMENT OF AMMONUM NTRATE N CONTANERS AT PORT KLANG ( WEGHT : MT ) UN NO / MO CLASS 5.1 / KPA GROUP 2 Responsibilities of Port Operator. 1. Upon discharge of the Dangerous Goods containers at the terminal, a responsible person (appointed by the shore side employer or the master of a ship who is empowered to undertake all decisions relating to his specific task, having the necessary current knowledge and expertise for that purpose and where required is suitably certified or otherwise recognized by the Regulatory Authority) is to confirm with the following appropriate steps namely; a) Prior to discharging the Dangerous Goods containers i) To obtain Material Safety Data Sheet (MSDS) from the shipper and to comply with all the safety and security measures stipulated in the document. ii) iii) Liaise with shipping agent to ensure the packaging of the Dangerous Goods meets the requirements of the MDG Code. Any freight container, portable tank, tank vehicle or other transport unit carrying Dangerous Goods shall comply with the relevant provisions in the MDG Code. b) During discharging and storing of Dangerous Goods containers i) Smoking shall not be allowed and No Smoking sign shall be displayed. ii) iii) vi) To barricade the area at least 50 meters safety zone and to prevent unauthorized personnel entering the area. To store the above containers in an isolated area away from the existing Dangerous Goods area. To place 2 firemen on standby to monitor the Dangerous Goods containers and ensure that there is no contact with reducing compounds and combustible substances (particularly liquid). E.g. bromates, cholorates, chlorites, hypochlorites, nitrites, perchlorates, permanganates and powdered metals.
5 v) To ensure no hot work is carried out in the restricted area. 2. Transshipment of the Dangerous Goods containers which includes discharging and loading onto 2 nd vessel should be done within 7 days. 3. To comply with the Occupational Safety and Health Act 1994 and Department of Environment Regulations 1974 on chemical handling. Responsibilities of Master of the Vessel 1) Smoking shall not be allowed and No Smoking sign shall be displayed. 2) Bunkering or pumping of fuel oil is not allowed. 3) To ensure there is no hot work is carried out in the restricted area. Note : f the total weight of ammonium nitrate stored in container yard exceeds 700 MT, fire engine shall be on standby.
6 PROCEDURE FOR HANDLNG DAMAGE DANGEROUS GOODS N PORT AREA. 1. Responsibilities of Port Operator. a) Upon discovery of damaged Dangerous Goods at the terminal, a responsible person (appointed by the shoreside employer or the master of a ship who is empowered to take all decisions relating to his specific task, having the necessary current knowledge and expertise for that purpose and where required is suitably certified or otherwise recognized by the Authority) is to take the following appropriate steps namely: i. To notify the Authority immediately. ii. iii. iv. To notify the shipping agent/ box operator / forwarding agent (for exports) and the Authority on the particulars of the damaged Dangerous Goods i.e. name of the vessel, UN. NO, MO Class, container number, Proper Shipping Name, whether the cargo was meant for import, export, transshipment or transit. To place fire engine on standby immediately. To isolate the cargo if practicable. v. To get firemen to barricade the area and ensure that there is at least 50 meters safety zone to prevent unauthorized personnel entering the area. the b) To get fireman to break the container seal. The fireman prior breaking seal are to take appropriate steps to determine the level of vapor concentration and other safety measures deemed necessary. c) f the shipping agent/ box operator/ forwarding agent are not present at the breaking of the seal, the port operator may do so if the container needs to be ventilated. d) To conduct an inquiry as soon as possible on the damaged Dangerous Goods and submit a report to the Authority within 7 working days.

Responsibilities of Shipping Agent / Box Operator / Forwarding Agent. a) n the case of import, the shipping agent / box operator are to contact the consignee to obtain expert technical advice how to handle the damaged Dangerous Goods. The safety officer of the company / appointed surveyor is required to be at the site to provide the advice. b) n the case of export, the forwarding agent to contact the shipper to obtain expert technical advice on how to handle the damaged Dangerous Goods. The Safety Office of the company / appointed surveyor is required to be at the site to provide the advice. c) n the case of transshipment / transit damaged Dangerous Goods, the shipping agent/ box operator to notify the principal immediately and seek their assistance to contact the shipper in order to obtain technical advice on how best to deal with the damaged Dangerous Goods. The appointed surveyor is required to be at the site to provide the advice. d) To obtain the Material Safety Data Sheet from the shipper and extend a copy to the Authority and port operator. e) To engage the services of a contractor who has been appointed by the Authority and has the technical knowhow, experience and equipment to handle the damaged Dangerous Goods. For information there are at present 2 contractors in Port Klang who have the technical knowhow, experience and equipment to handle damaged Dangerous Goods as follows: No. Company Name Contact Person Tel No. H/P No. Fax No. 1. Alias f) To inform Free Zone Department, PKA if involves transloading activity. g) The shipping agent / box operator / forwarding agent shall obtain the Container Packing Certificate (CPC) from the competent (responsible) person and submit to the Authority upon completion of stuffing.
8 h) Appointed contractor must comply with the Occupational Safety and Health Act 1994 and Department of Environment Regulations 1974 on chemical handling. i) The appointed contractor must be registered with Kualiti Alam Sdn Bhd (to dispose the waste due to damage). j) The appointed contractor to submit a report upon completion of work (handling damage) to the Authority within 7 working days. Note : All matters pertaining to damaged Dangerous Goods must be resolved soonest (preferably within 24 hours) failing which the Authority will enforce Article 123 (4) & (5) of the Kelang Port Authority (Amendment) ByLaws 1989 and all costs will be borne by the shipping agent (import, transshipment and transit) and forwarding agent in the case of export. Article 123: (4) f the Authority is of the opinion that the presence of any Dangerous Goods in the port constitutes an unacceptable hazard, the Authority may order the removal of the goods or the removal of the package, freight container, portable tank or vehicle in which the goods are contained. (5) Where the master or owner of a vessel fails to remove the Dangerous Goods which constitute an unacceptable hazard, the Authority may take such steps to hold, remove or otherwise dispose of such goods and the expenses of doing shall be borne by the master or owner.
9 PROCEDURE FOR EXPORT DANGEROUS GOODS CONTANER VA PORT KLANG A. RESPONSBLTES OF FORWARDNG AGENT/SHPPER/MANUFACTURER 1. All export Dangerous Goods shall be declared to the Authority 48 hours prior to vessel arrival or before entering the port premise and extend a copy of the declaration to the master / principal shipping agent (PSA). 2. To pack the Dangerous Goods container as per the advice of the responsible person. 3. To submit a copy of the Container Packing Certificate (CPC) to the Authority / PSA / master of the vessel and port operator prior to vessel arrival. 4. To ensure that CPC signed by the responsible (competent) person who is recognized by the Authority. 5. To prepare Material Safety Data Sheet (MSDS) as per Occupational Safety and Health Act 1994 for every product. B. RESPONSBLTES OF MASTER / PRNCPAL SHPPNG AGENT (PSA) 1. To request for CPC and MSDS from the forwarding agent / shipper prior to loading. 2. To ensure that CPC signed by the responsible (competent) person who is recognized by the Authority. 3. To ensure that export Dangerous Goods containers are declared to the Authority and a copy of the declaration submitted to the master of the vessel / PSA. C. RESPONSBLTES OF PORT OPERATOR 1. To ensure that every declaration is accompanied by CPC. 2. To ensure that CPC is signed by the responsible (competent) person who is recognized by the Authority when the container entering into the port. 3. To ensure that placards are affixed on the container as per the Dangerous Goods Declaration Form and CPC. 4. To notify the Authority immediately if there is any noncompliance of this procedure detected. D. RESPONSBLTES OF RESPONSBLE PERSON WHO SGNS THE CONTANER PACKNG CERTFCATE (CPC) 1. To obtain MSDS and Dangerous Goods Declaration Form from the shipper prior to packing of the Dangerous Goods container.
10 2. To ensure that the container is packed and secured properly as per nternational Maritime Dangerous Goods (MDG) Code and MO/LO/UN ECE Guidelines for Packing of Cargo Transport Units (CTUs). GUDELNES FOR TRANSSHPMENT OF DANGEROUS GOODS AT PORT KLANG. 1. List of Dangerous Goods which are not approved for transshipment a. MO Class 1 Explosives b. MO Class 2.3 Toxic Gases c. MO Class 3 Flammable Liquids (MDG Code Packing Group 1) d. MO Class 4.1 With Subsidiary Risk Labels of MO Class 1 e. MO Class 4.1 MDG Code Packing Group 1 f. MO Class 4.1 Self Reactive Substances g. MO Class 4.2 Spontaneously Combustible (MDG Code Packing Group1) h. MO Class 4.2 Self Heating Substances i. MO Class 4.3 Dangerous When Wet (MDG Code Packing Group 1) j MO Class 5.1 Oxidizing Agent (MDG Code Packing Group 1) k. MO Class 5.2 Organic Peroxide l. MO Class 6.1 Toxic Substances (MDG Code Packing Group 1) m. MO Class 6.2 nfectious Substances n. MO Class 7 Radioactive Substances o. MO Class 8 Corrosive (MDG Code Packing Group 1)

On a case to case basis with the exception of explosives, radioactive substances and organic peroxide, Dangerous Goods listed in item 1 may be approved for transshipment within 24 hours subject to safety conditions imposed by the Authority. The Authority do not permit transshipment for substances which must be shaded from radiant heat, shaded from direct sun light and keep as cool as reasonably practicable. Examples : i. Toluene Diisocyanate UN No. 2078/ MO Class 6.1 ii. Calcium Hypochlorite UN No. 2880/ MO Class 5.1 iii. Cyanuric Chloride UN No. 2670/ MO Class 8 iv. Azodicarbonamide UN No. 3242/ MO Class 4.1 v. Polymeric Beads Expandable UN No. 2211/ MO Class 9 3. This however does not prevent the shipping agent in bringing the Dangerous Goods in item 1 into the port area meant for other ports. n such cases, the cargo must be taken direct exship i.e. removed to bonded warehouses. 4. To facilitate the transshipment of Dangerous Goods and to ensure the safety, it is advisable to make an advance inquiry to the Authority with the following details: a) UN No. b) MO Class c) Packing Group d) Quantity / Weight e) Loading Port f) Final Destination Port g) Period of Transshipment 5. For Dangerous Goods meant for transshipment having the same UN No and MO Class, there should be only one declaration made for such cargoes. 6. n the event, the transshipment of Dangerous Goods is not connected as scheduled and is shutout, the Authority must be informed within 48 hours or earlier and a fresh declaration should be made. Note : The above transshipment procedures are not applicable for transshipment to Malaysian ports and they must be connected within 48 hours or earlier. The Authority may impose additional safety measures if required on a case to case basis.
12 GUDELNES FOR DELVERY OF MPORTS FCLS/LCLS DANGEROUS GOODS OF KPA GROUP 2 1. All KPA Group 2 Dangerous Goods must be taken direct delivery exship failing which the Authority MAY MPOSE MMEDATELY 2 FREMEN ON STANDBY. 2. All import Dangerous Goods must be declared by the master/ owner or agent / box operator before vessel arrival. A copy of the declaration shall be submitted to the consignee / forwarding agent / freight forwarder. 3. A consignee / forwarding agent / freight forwarder upon receiving the KPA Group 2 declaration can request for temporary storage where this will be submitted before imposing Failure to request for temporary storage can result in firemen charges being raised against the consignee / forwarding agent / freight forwarder. 4. n the event that the consignee / forwarding agent / freight forwarder cannot be reached before arrival of vessel, the principal shipping agent and box operator can request for temporary storage for the KPA Group 2 Dangerous Goods. Failure to request for temporary storage can result in firemen charges being raised against the principal shipping agent and box operator. 5. f and when approval is given for temporary storage, clearance must be made within the stipulated time, failing which additional safety measures will be imposed by the Authority.
