Other services include a cargo terminal and an award-winning marina. We are looking for a forward thinking individual to join our small team of Duty Port Managers. As the senior operational manager on site, this exceptionally varied role will see you taking responsibility for the day to day running of the port ensuring the smooth functioning of one of the most strategically important ports in the UK. As Duty Port Manager you will provide pilotage services for cruise and cargo ships, including the administration of Pilotage Exemption Certificates (PEC s), and the investigation of marine incidents. Requirements for the role include: MCA STCW II/2 Master Unlimited certificate of competence Extensive experience as Master or Chief Officer Proven pilotage and ship handling skills A track record of manage and lead in a marine environment Comfortable liaising with internal and external customers alike Business acumen and commercial awareness Good written and verbal communication skills You must be able to work a variable roster of 12 hour duty shifts (night and day) and attend training courses and office days (7.5 hours) as appropriate. 3 Job Purpose The Duty Port Manager is the Senior Manager on duty, managing the day to day operations of the Port of Dover. To provide Pilotage services. To exercise the delegated powers of the Harbour Master (HM) in ensuring that Safety of Navigation is maintained. To manage the business continuity of Port Operations and associated technical services at all times. Nature and Scope of Post Reporting to the Head of Marine Operations, the Duty Port Manager, has a core responsibility for managing Port Operations, both wet and dry, on a 24/7 basis. As the Port s most senior on duty manager, the Duty Port Manager has a critical function in ensuring that the services provided by the Port of Dover are delivered safely, efficiently, cost effectively, and that business continuity is maintained. A core responsibility of the Duty Port Manager is the delivery of Pilotage services, including the administration of Pilotage Exemption Certificates (PEC s), and the investigation of marine incidents. 4 Objectives and Additional Duties Be a visible, on duty presence throughout the Port 24/7, representing Dover Harbour Board. As the duty Senior Manager, actively monitor overall Port operations (wet and dry), to ensure safety, security, efficiency and business continuity is maintained at all times. Chair daily on site operations briefings with duty personnel. Deal with day to day referred Vessel Traffic Services (VTS) issues, such as berth allocation (short term only). The VTS Manager will address longer term issues/investigations and so should be kept advised of all relevant short term issues. In conjunction with the Operations Support Manager, deal with day to day referred Terminal Control issues such as traffic congestion and lane allocation. Provide senior management guidance to duty personnel (i.e. VTS Officers, Terminal Control Officers, Port Vessel Personnel, Marina Staff, PoD Police and Engineering). Fulfil line management duties for on duty personnel when out of office hours. Administer and approve out of hours callouts. Be the first responder to Port incidents, collating evidence, carrying out initial investigations and making recommendations as appropriate. Be the first line of senior management response, acting as Bronze command in the event of any Port emergency. Be fully conversant with Port emergency response plans and participate in emergency training. Act as the first line of response in relation to any pollution incident within the Port. Assume the delegated powers of the HM and deputise for the HM in the statutory role. Act as an authorised Port of Dover Pilot (Progression to Class 1 Unlimited as appropriate). As a Master Mariner, review and/or approve as appropriate, external requests and proposals for the deployment of marine assets outside of Port limits in line with issued guidance. Carry out both routine daily administrative tasks such as compiling daily shipping lists, and provide comprehensive operational reports as required. Responsible for the production and publishing of the daily Port Operations report. Administrate the Commercial Vessel System to ensure all port charges are recorded accurately, protecting the revenue of Dover Harbour Board. Represent the Port as the senior operational contact for shipping agents (and operators outside of office hours). Investigate operational issues and disputes. Respond to complaints. Play a full role in the identification and delivery of marine related training afloat and ashore in line with the departments overall training plan. As required, act as members of project management teams in relation to various marine and non-marine projects and activities. Page 3 of 6

5 Carry out, at least once per shift, a round of the Port s estate, ensuring that as a minimum the following areas are reviewed but not being limited to, Security, Safety, Cleaniness of the Port s facilities, Berths, Moorings and Safe Access arrangements to vessels within the Port are suitable. Utilising the Port s contracted services as required to rectify any issues found. Assist in developing and delivering the Operations department objectives as set out in the current edition of the Operations department plan. Take ownership, monitor and review assigned risks on the Corporate Risk Register. Ensure that the accident investigation process in Port Operations is commenced immediately following any incident. Act as investigating officer and produce reports or recommendations as required. To undertake such technical or managerial training as required, consistent with the role and responsibilities of the Duty Port Manager and to deliver appropriate training to staff as may be required from time to time. To undertake a risk management role in the area of Port Operations, particularly those which affect safety or the marine environment, including reviewing risk assessments as necessary. To comply with environmental instructions and to identify potential risks to the environment, or areas where environmental impact can be reduced. Manage team resources effectively. Assess team and individual performance, congratulating performance or addressing capability and underperformance issues as required. Ensure team and individual compliance with corporate processes and procedures, including administration, safety and security. In addition to the duties and responsibilities listed, the Duty Port Manager is required to perform other duties assigned by senior management from time to time.
