3 I. General Overview 1. Introduction The purpose of this presentation is to introduce: The current situation of port development in Cambodia Port Administration and Management system in Cambodia To be considered some main points 3
4 LOCATION OF CAMBODIA MYANMA MYANMA Andaman Sea INDONESIA CHINA VIETNAM LAOS THAILAND Bangkok CAMBODIA Gulf of Thailand South China Sea MALAYSIA SINGAPORE Geography: Location: in South East Asia; Border: Viet Nam, Lao PDR, Thailand & Gulf of Thailand Coastline about 440km; Sea Area: ca.320,000 km 2 Port & Shipping: Two int l ports, several bilateral ports and many domestic sea ports; Sea area engaged by the most 3 kinds of ships: Transport cargo, Passenger/Tourism and Fishing;
5 2. Role of Port Provides fast connectivity in order to transport the products to its consignees. Provides storage space & warehousing facilities. Provides bunkering and other ship related facilities. 4. The importance of Port Gateway for trade The main transport link A major economic multiplier for the nation's prosperity Important aspects of maritime transport activities 5

7 The port can be classified : A. By Function (commercial port, industrial port) B. By Location ( Seaports and River Ports) C. Ownership ( State own, Autonomous, Private) 7
8 According to the National Port Policy and Administration System of the Royal Government of Cambodia, Ports are classified into 4 classes: Class I refers to ports that accommodate vessels engaged in international voyages; Class II refers to ports that accommodate vessels engaged in bilateral voyages Class III refers to ports that accommodate the vessels engaged in domestic voyages; Special class refers to ports, other than class I, class II and III, that serve vessels engaged in transport of specific industrial cargoes. 8
9 According to Annex C in the Agreement between Cambodia and Vietnam on Waterway Transportation (Signed in 17 Dec. 2009) there are 25 inland Ports, Terminals and Port groups in Cambodia. 9
10 But now there are 33 inland Ports, Terminals and Port groups in Cambodia. 1 Container terminal 1 Cargo terminal 1 Passenger terminal 9 Oil terminals 5 LPG. Terminals 8 Factory terminals 8 Landing stages (Riverbank facilities for loading unloading Cargoes). 10

21 Constraining influences on Port Administration and Management Lack of rule and regulation, Lack of data and information, Uncooperativeness between Private Ports and MPWT, Lack of human resources in port field, Lake of budget, Discrepancy of Port's development procedure, Lack of handling equipment / towage assistant, No emergency response plan and equipment, Lack of PPE and Training, Lack of knowledge for carriage, handling and storage of Dangerous Goods at Ports/Terminals. 21

23 According to National Port Policy and Administration System of the Royal Government of Cambodia, it could be identified some main points of strategies as follows: 1. Development of legal and Institutional Framework 2. Development of infrastructure 3. Human Resource Development 4. Research and compilation of statistics and information 5. Promotion of Port development 6. International and national cooperation 23
24 VI. Conclusion and Recommendation A. Conclusion Privates port are currently growing rapidly, however, the procedure of port's establishment is unclear. Some ports or terminals are not followed the technical standards Lack of Port Safety and Security measures Inefficiency of Port's Administration System Unfair of port's competition between Public and Private Ports Uncooperative of Port's Owner with the Competent Authority 24

Recommendation To be considered some main points: Review Draft of Port Acts and Related Regulations Establish Sub Decree on Ports Administration and Management Prakas for establishment of Port Management body for Private Ports Prakas on Port Safety and Security ( ISPS Code,...) Establish Port Administration Department Sub Decree for establishment of Port Authorities 25
