1 GUIDE FOR APPLICANTS This guide has been prepared to assist you in applying for a position with Port of Newcastle. Prior to completing your application, please read the following information to gain an appreciation of the basis for selection of successful applicants. Appointment to positions with Port of Newcastle is based on merit. The merit of applicants is determined having regard to the nature of the duties of the position and the qualifications, work experience, job knowledge, standard of work performance and personal qualities of applicants that are relevant to the performance of those duties. Applicants who do not demonstrate that they have the required knowledge, skills and experience (the selection criteria) are normally not considered for an interview. WRITING YOUR APPLICATION Applications are assessed against the selection criteria for the position. Each application should include the following: 1. Covering Letter Provide a covering letter that summarises your suitability and reasons for applying for the position. Ensure your full name, address and contact telephone numbers & are included. Quote the position name from the job advertisement in the heading of the letter. 2. Selection Criteria Statement Refer to the Position Description, which lists the knowledge, skills and experience required for the position. Address the knowledge, skills and experience criteria. The best way to set out your statement is to list each criterion and explain clearly and concisely how you meet it. When addressing each criterion you should provide specific details and examples of your abilities, qualifications, experiences and standard of previous work performance. Be specific and include dates and other helpful details. 3. Resume Provide a clear and concise resume containing a summary of your work experience including current and previous employers, positions held, period of employment, brief outline of duties performed, and details of your training, qualifications, licences and certificates. 4. Details of Two Work Related Referees Please include the name, telephone numbers, position held and organisation of at least two work-related referees who can comment on your recent work performance. 5. 2 ATTENDING THE INTERVIEW The selection committee will ask each interviewee a similar set of questions relating to the position. You may be provided with the interview questions 10 minutes prior to your interview time. You will be advised if this is the case when you receive confirmation of the interview time and location. During the interview you will have the opportunity to ask questions and to demonstrate your interest in, and understanding of, the position and its duties. THE SELECTION PROCESS The selection committee will base its recommendation on information obtained from the written applications, interviews and reference checks. As part of the recruitment process applicants may be required to undertake a medical assessment to determine if they are able to fulfill the inherent requirements of the position. SUCCESSFUL APPLICANTS The successful applicant will be required to possess or be able to obtain, Australian Citizenship or Permanent Residency as a minimum, if they were not born in Australia. After the offer is accepted, all other interviewees will be advised in writing that the position has been filled. 3 POSITION DESCRIPTION Position Title: Dredge Crew Member Division: Operations & Infrastructure Section: Dredger Position Title of Supervisor: Dredge Master 1 PURPOSE OF POSITION The Dredge Crew Member provides a range of services associated with the Port's operations including: Participate in the operations of the Company s Dredge Patrol work on wharves and waterfront (as relief) Assist in the achievement of the Operations & Infrastructure Division s target outcomes 2 POSITION BACKGROUND Newcastle is the largest bulk shipping port on the east coast of Australia and the world s leading coal export port. The port is managed by Port of Newcastle (PON) under a long term lease. The lease includes responsibility for vessel scheduling, property management and port development, trade development, cruise shipping, dredging and survey, wharf and berth services, maintenance of major port assets, and pricing for associated services. The Operations and Infrastructure Division is responsible for providing port services including vessel scheduling, wharf operations, dredging and hydrographic surveying; the planning, construction and maintenance of port infrastructure; and port security. The Port of Newcastle, being situated on a river is constantly in need of dredging to maintain channels and berths at the required depths. The dredger must be maintained and operated at optimum efficiency. In this regard provision is made for working extended hours in dredging operations at times of flood or for essential berth clearing. Similar provision applies to fire fighting and oil spill recovery operations as required. 3 ORGANISATIONAL RELATIONSHIPS The position is responsible to: Dredge Master Page 1 of 4 Date Updated: March 2015
4 4 NATURE AND SCOPE A WORK PERFORMED The Dredge Crew Member position performs the following services: Perform duties on Dredger including operation of dredging equipment Incident Response Patrol work on wharves and waterfront (as relief) B KEY ACCOUNTABILITIES 1 Dredging Operate the dredging equipment including Programmed Logic Controlled dredging pipe and grab in a safe manner to ensure the efficient operation of the dredging plant. Make fast, let go and position the vessel when grabbing to ensure the safe and efficient performance of the dredging plant. Carry out routine maintenance of the dredging plant including painting and cleaning of the vessel as well as routine maintenance of the equipment and machinery including items such as the pump, drag arm, grab and engine room. Be available and capable to respond in whatever capacity as directed to any contingency such as fire, oil spillage and salvage. Undertake navigation bridge duties, under the direction of the Master or Mate. Perform operational functions on Dredge as directed by Master, Mate or Engineer. 2 Incident Response Participate in PON Incident Response operations in accordance with procedures to ensure personal safety and safety of others. Advise relevant response personnel of incident situation and make initial assessment with regard to level of response required. Provide report of incident in accordance with procedures. Operate emergency response equipment, if required, in the event of marine incidents. 3 Wharf Operations Services (as relief) Perform relief duties of Wharf Officer on wharves and waterfront 4 General Provide other services as may be directed by supervision from time to time to ensure optimum service to the Port of Newcastle's customers. WH&S and Injury Management Port of Newcastle is committed to ensuring the health, safety and welfare of people at work. Under the Work Health and Safety Act and Regulations 2011 and the Workplace Injury Management and Workers Compensation Act 1998, Workers have a legislative responsibility. PON's WHS Management System (WHS MS) assists in complying with the relevant legislation. Responsibilities include: take reasonable care of themselves and of others at work at all times; adhere to the implemented Work, Health and Safety (WHS) and Injury Management System; Page 2 of 4 Date Updated: March 2015
5 comply with any reasonable WHS instruction and/or direction; be actively and constructively involved in establishing, maintaining and conducting consultation, co-operation and co-ordination processes; identify and report all hazards and incidents/accidents and participate in developing strategies to eliminate or minimise those risks; use the provided resources, equipment and PPE safely and as specified; complete the number of safety observations each month as required; attend training as requested and/or as directed; and comply with their responsibilities under the PON Injury Management Procedure by notifying their Manager/Supervisor immediately if any discomfort or injury/illness is experienced, cooperating and actively participating in the development of their Injury Management Plan, complying with its stipulated requirements and performing suitable alternative duties offered to them by PON. Environmental Management Port of Newcastle is committed to protecting the environment. Managers and employees are obliged to: carry out work in accordance with relevant codes, standards and procedures; comply with PON s Environment Policy and Environmental Management System; follow sustainability principles relating to waste handling and disposal, energy usage and greenhouse gas emissions reduction and water usage awareness; and attend training as requested / directed. Port of Newcastle policies and Legislative Requirements Abide by EEO, cultural diversity principles, PON policies and be committed to ethical practices as set out in the Code of Conduct. 5 KNOWLEDGE, SKILLS & EXPERIENCE ESSENTIAL Current NSW Driver s Licence Coxswain Certificate or Integrated Rating Certificate Competency in the handling and maintenance of small vessels Demonstrated competency in the safe mooring and unmooring of commercial trading or cargo vessels General understanding of overall port operations, including operation of ocean-going vessels, port service vessels and wharf operations in order to provide service to customers Effective oral communication skills and ability to write accurate reports Demonstrated sound computer and administrative skills DESIRABLE Certificate of Local Knowledge for the Port of Newcastle Master Class V or Integrated Rating certificate Ability to obtain and maintain a Maritime Security ID Card (MSIC) Experience in a maritime port environment Knowledge of Acts and Regulations pertaining to Port operations such as Dangerous Goods Regs, Marine Pollution Act and WH&S Act. 6 The position operates on a 7 day, 12 hour rotational shift basis, ensuring a continuing efficient service to the Port's customers. Operations may be scaled up to include 24 hour operations as conditions dictate. Duties in this position will include the need to work additional time and shiftwork as required to meet operational requirements should reliefs not be available. 8 B KEY ACCOUNTABILITIES 1 Wharf Operations Services Wharf Services on Wharves and Waterfront Coordinate 24/7 security at the port (including sign up declarations). Carry out inspections of fencing and security gates during patrols. Provide comprehensive reports on any damage to property or personnel. Implement PON policy with regard to persons who have illegally entered wharf areas. Ensure that only authorised vehicles and personnel enter the Port areas through the checking of identification and the issuing of temporary permits and ensure correct traffic control regulations are followed particularly around vessels. Report any damage or vandalism to Operations Supervisor and NSW Police if necessary. Report any suspicious behaviour to the Australian Customs Service Frontline. Ensure that wharves and storage areas are kept free of rubbish at all times. Wharf Vessel Services Monitor and coordinate the correct positioning of vessels and wharfside operations during berthing Instruct crew of vessels regarding the maintenance of secure moorings at all times to avoid vessel movement due to passing harbour traffic, and the safe placement of access to and from the vessel. Arrange prompt and efficient ancillary services such as water, power, etc. Maintain a comprehensive log of events on a shift basis and provide berthing information. Operate computer system to access vessel information and update with vessel arrival, vessel cargo information as required. Report any damage occurring during the berthing and sailing of any vessel to the Operations Supervisor and vessel s Agent. Dangerous Goods For ship notifications/permits issued by Port Authority of NSW (PANSW), (Statutory, PSOL and Safety) - process checklists and monitor conditions adhered to by the vessel and stevedores and provide required documentation to PANSW for compliance. Environmental Responsibilities Observe all hold washdowns to ensure no product enters the harbour and correct disposal procedures are complied with. Seek direction from the Operations Supervisor if further assistance is required. Maintain a watch on all working areas and berths and report any pollution to the Operations Supervisor for investigation. 2 Launch Driving Drive PON launches conveying personnel and equipment. Check all navigation marks are fully functional and report any failures. Drive vessels skilfully and safely to ensure accurate positioning during placement of buoys, transfer of personnel and towing. Previous seagoing experience Understanding of Corporation's Incident Response Plan and "standing orders" for relevant Operations and Infrastructure Division function Understanding of PON s Marine Oil Spill Response Procedures 6 WORKING CONDITIONS The position operates on a 7 day, 24 hour, rotational shift basis, ensuring a continuing efficient service to the Port's customers.
