9 efficiency study Methodology and Content Classification of the study area within the Mittlerer Ring in zones and classification of the zones in 5 area-types according to structural data and available parking space occupancy studies. Realization of a expenditure/revenues estimation per area-type according to available data (personnel, material, revenues from P&D machines and fines) based on the data from the implemented 13 parking space management areas in the 4 th, 5 th and 1 st district. Prognosis for the time after 2010 respecting expected changes in urban structure personnel costs and revenues (parking charges and fines). Additional realization of a qualitative traffic usage observation according to area-type according to their transport objectives. Summarizing recommendations for the implementation of parking space management with the objective to cover expenditures in a long-term perspective. 17 areas and classification Type HT Areas with low private parking space supply, where parking pressure is very high during the day due to visitors and commuters. Type HN Areas, where due to high density of population and low private parking space supply parking pressure is very high at nights. Type HN+ Areas with high parking pressure (residents, customers, visitors, employees) due to few parking space (private and public). Type MN Areas where a medium demand (residents and visitors) can be found, due to lower usage density and adequate private parking space supply. Type GN Areas where a medium demand (residents and visitors) can be found, due to lower usage density and adequate private parking space supply, but actions are necessary because replacement-effects can be expected. 18 9

Plan perspective Munich" and the Transport Development Plan) HT HN HN+ GN MN securing residential function in the districts o + securing functioning in the districts ++ o + o o restriction of destination and originating traffic of private vehicles urban compatible traffic handling o o o o reduction of resource consumption Legend: Areas: HT = high day-time occupancy HN = high night-time occupancy HN+ = high night-time occupancy + mixed functions GN = low night-time occupancy MN = medium night-time occupancy achievement of objectives for major objectives (prognosis): ++ applies totally + applies partially o does not apply 19 results of the efficiency study The ratio of expenditures and revenues is, depending on the areas, very differently. Surpluses are expected in the areas HT and NH+, while in areas GN and MN losses are probable. The total balance is positive. In total there will be revenues. The estimation of the development after 2010 is: - partial changes in the areas due to urban developments - increase of personnel and material expenditure - small decrease of charges, if parking demand will decrease due to parking management - significant decrease of revenues from fines, if enforcement is consequently applied - the economic efficiency will be stable The qualitative usage study identified, especially for the areas HT, HN and HN+ a high achievements of objective level, since they provide the biggest potential for changes
11 quality management concept The topic success control of implementations is currently research by the Department of Transport Mechanics of the TU Munich within the frame of the research project quality management of parking space management, in which the state capital Munich is engaged. Content: Development of a guideline for a standardized quality management Development of s computer-based application for continuous quality management Concept: based on available, representative key data (data of P&D machines, data from traffic control, sample surveys) a continuous quality management of the implementation in the specific areas (automated target-performance comparison) will be established. According to an action concept where necessary - solutions for a specific adaptation of the applied measures will be developed and implemented. Objective: Constant high acceptance from users, residents and commerce. Review and if necessary adaptation to achieve traffic objectives. 21 the future time-plan for future implementations: until end of 2007: area II end 2007/ spring 2008: Identification of areas and action plan in Implementation of areas in area I Definition of order of implementation for areas III and IV Autom 2008: Implementation of areas in areas II Planning-start for the Study next area of other topics and questions regarding parking space management until 2010: 2009/2010: Implementation of the final two areas Development of a quality management concept together with the TU Munich Success control of the implementation according to a quality management concept, as well as identification of weaknesses => where necessary adaptation of measures, regulations, signage. Research on implementation of state-of-the-art payment methods, e.g. mobile phone parking Based on the results of the efficiency study, development of a concept for using the revenues from parking charges for securing a sustainable mobility in Munich
