IAEA Knowledge Management workshop Life cycle management of Design Basis Information October 28 th -November 1 st, 2013 Session 1 theme: Various forms of design basis knowledge and effects of its loss on Safety Views from EDF Georges Servière former senior nuclear advisor to EDF Chairman and CEO
Design Basis Knowledge What is it and what for? 2
Design Basis Knowledge Design basis No shared unique definition, many visions Nature of information Level of detail of information For what purpose. Design basis knowledge Design basis information, data and documents + Access to information and data Know-how to use it Availaibility of people for Knowledge management cannot be looked at out of context 3
Regulations Design Basis Knowledge Schematic in principle, only to support discussion Siting External loads Architecture Overall functionnal requirements Safety case Functions/systems and Buildings allocations & requirements Functions/systems design Buildings design Process & accident calculations. Computer codes Equipment loads & requirements Equipment detailed design & specs Operating procedures Maintenance procedures Equip. Specs for replact & spare parts 4
Regulations Design Basis Knowledge Should nothing happen, all you would need could be limited to Siting External loads Architecture Overall functionnal requirements Safety case Functions/systems and Buildings allocations & requirements Functions/systems design Buildings design Process & accident calculations. Computer codes Equipment loads & requirements Equipment detailed design & specs Operating procedures Maintenance procedures Equip. Specs for replact & spare parts. but many things happen during the life time of a plant 5
Design Basis Knowledge What happens or may happen and corresponding required knowledge Unexpected events or failures of equipment Spare part issues (no longer availaible, ) Change in applicable regulations / requirements Change of operating conditions Change of plant performances Evolution of external environment and conditions Events and accidents on other plants, worldwide New knowledge availaible Periodic safety reviews and upgrades Extension of plant operation life Decommissioning and dismantling 6
Design Basis Knowledge What happens or may happen and corresponding required knowledge Unexpected events or failures of equipment Spare part issues (no longer availaible, ) Change in applicable regulations / requirements Change of operating conditions Change of plant performances Evolution of external vessel) environment and conditions Events and accidents on other plants, worldwide New knowledge availaible Periodic safety reviews and and requirements upgrades Extension of plant operation life Decommissioning and dismantling Knowledge of design basis which is needed to justify keeping equipment as is, or to repair it or to replace it. Very different knowledge depending on event or equipment (eg piping, small pump, steam generator, Sometimes re-designing could be easier than keeping all detailed knowledge, but need to know interface data 7
Design Basis Knowledge What happens or may happen and corresponding required knowledge Unexpected events or failures of equipment Spare part issues (no longer availaible, ) Change in applicable regulations / requirements Change of operating conditions Change of plant performances Evolution of external environment and conditions Events and accidents on other plants, worldwide performance of plant e.g. New knowledge availaible Periodic safety reviews - upgrade and upgrades power rating Extension of plant operation life Decommissioning and dismantling Significantly larger impact if you want to change - change fuel or fuel loading patterns Need to know all criteria to be satisfied, but also how it was demonstrated (methods, codes, ) and therefore all caracteristics (systems, equipment, material, ) that play a role in the safety case 8
Design Basis Knowledge What happens or may happen and corresponding required knowledge Very broad scope, possibly covering almost everything. Unexpected events or failures of equipment Spare part issues (no longer availaible, ) Change in applicable regulations / requirements that play a role in the safety case. Change of operating conditions Change of plant performances choices were made. Evolution of external environment and conditions Events and accidents on other plants, worldwide New knowledge availaible Periodic safety reviews and upgrades Extension of plant operation life Decommissioning and dismantling Need to know all criteria to be satisfied, but also how it was demonstrated (methods, codes, ) and therefore all caracteristics (systems, equipment, material, ) But need also to understand "why" criteria or design Limited knowledge of this increases re-design work, may lead to wrong decisions or to forget some issues. 9
Design Basis Knowledge What happens or may happen Unexpected events or failures of equipment Spare part issues (no longer availaible, ) Change in applicable regulations / requirements Change of operating conditions Change of plant performances Evolution of external environment and conditions Events and accidents on other plants, worldwide New knowledge availaible Periodic safety reviews and upgrades Extension of plant operating life Decommissioning and dismantling Some of those you may choose not to do, but most of them have to be faced and need appropriate knowledge 10
Loss of Design Basis Knowledge Risks linked to changes (or events) Decided Changes that could jeopardize safety Unexpected changes / events that could jeopardize safety Needed Changes that would not be implemented management of changes How to decide and implement changes in order to Not jeopardize safety Take into account changing environment or context Improve safety over time. 11
Design Basis Knowledge management What does it mean for a company like EDF 12
EDF Generation and Engineering Branch Nuclear Generation Nuclear Engineering & Construction Nuclear Fuel Hydropower Generation & Engineering Fossil Generation & Engineering Industrial Support 13

People in EDF nuclear domain Many diverse jobs/activities, mostly in Operations, > men and women in EDF Group nuclear sector including in France: Operations : ~~ pers. 70% technicians Maintenance 30% engineers Engineering ~~ pers. 25% technicians 75% engineers Training ~~ 700 pers. 80% engineers R&D ~ 800/2500 pers. 80% engineers and PhDs 16
EDF "Architecte Ensemblier" model Value-chain covering Design, Operation feedback and Industry to achieve industrial control ensures safety, technical and economical performance EDF, thanks to its model, aims at maximizing its value in investment in the entire value-chain Design A/E Engineering & Management EDF is accountable to the Regulatory Body for nuclear safety issues Operations Op. feedback Industry Equipment suppliers 17
EDF as an Architect Engineer EDF main activities as an Architect Engineer Project Management (schedule, cost, quality, interface management, Risk analysis ) Licensing process Definition of general technical codes and specifications Technical specifications and surveillance of main contracts (NSSS, I&C, TG, BNI design, nuclear fuel) Definition of technical references and overall operation Definition of contract allotment, contract specification, technical contract management Manufacturing surveillance Construction on site and commissioning test management A model build on history. 18
EDF as a large nuclear operator EDF main activities as an Operator Operations Maintenance Tests and monitoring, in the plant and offsite Spare parts, products and services procurement Nuclear safety oversight On sites, and at corporate level 19
Knowledge management is completely dependant on company scope and activities, and on history >~ people currently involved in nuclear within the EDF Group ~~ 40% of Managers and Engineers expected to retire over a period of about 10 years ~~ , in EDF Generation, Engineering, R&D, + development of new projects out of France Similar situation for workers and technicians Renewing the Group s skills and expertise by recruiting more than 5,000 engineers for nuclear over a decade, in France and UK, and also in/for other countries same volumes for technicians, but different context Development of data management tools and training capabilities to facilitate both data conservation / updates, and transfer to newcomers 20
Nuclear Engineering Division (DIN) in EDF holds the Design Basis Knowledge Is the Design Authority (in the INSAG 19 spirit) Having competence and authority to say "no" or to say "necessary" even if expensive Is not the only entity having the knowledge Large "in-house" knowledge, but relies also on suppliers (Areva, ) Gets the initial knowledge during design and construction as the A/E Leads design during design-construction- commissioning and is responsible for the safety case in front of the ASN Keeps and develops this DB knowledge as a "living DBK" and a "living safety case" Design and management of all significant changes (during Operation) Performs Periodic Safety Reassessments (kind of on the job training) Hence keeps the DBK up-to-date, as well as the Safey Case (Safety Report) Supports this with "living tools" and trained staff develops engineering tools (codes, CAD, ) and data management tools (PLM, ) DIN staff is constantly doing desin or re-design or re-assessment work 21
