EC TF Telematics in rail:
From EC TF Telematics in rail to ERA study (SCCR) Recommendation 5: The Task force recommends that ERA clarifies the status of the registers of the Interoperability Directive and which are the source for the accurate and legal information about authorisations, explains how in practice they should be used, studies how operational databases such as RSRD2 could fulfil the sector needs for operational data and how such databases could interact with the registers. ERAIL VKM WIMO RSRD Wagon Trip Plan Database ERADIS NVR/ECVVR ERATV IRNDB RDD RINF Common Interface that links all TAF Databases Register of Doctors Register of Psychologists Register of Training Centers Register of Examiners NLR CCR Network Statement Overlap Reference data Interface Traceability Planning Operation Investigation 6
Table of contents UIP: International Union of Wagon Keepers Register landscape Authorities and stakeholders: the roles Conclusions 7
All NVRs shall be connected to the VVR by 31 Dec 2011 (Art 4 of Decision 2011/107/EU) Authorities to focus on: (1) Executing sovereign tasks, for example, to register and authorize wagons, monitor the certification of ECMs etc. and (2) Establishing the pre-conditions that any market participant must fulfil in order to be a reliable (certified) partner in the performance of freight railway operations. That would include the definition of a set of wagon-related data fulfilling the demand of RUs for safe operation. 8

Business process Role auf stakeholders: keepers and its ECM(s) For achieving the necessary transparency, reliability, competitiveness : Keeper and ECM take the full responsibilities for data delivery according to their role in the safety business processes and the data they own and manage Involved databases NSA - NVR ERA - ERATV One-stop-shop NSA - NVR ERA - ERADIS Keeper- RSRD 11
RSRDs could provide register data as one-stopshop to RUs UIPs "Dual Approach" Railway Undertaking European Register(s) TAF TSI Data Exchange Wagon Registration, Putting into Service EC Verification ECM Certification VKM Registration + Multilateral Authorisations Technical, Design and Maintenance Wagon Data Replication of Register Data (One-Stop-Shop Approach) Wagon Keeper/ECM
Table of contents UIP: International Union of Wagon Keepers Register landscape Authorities and stakeholders: the roles Conclusions 13
All wagon keepers in Europe are obliged to provide wagon data via a RSRD until 2016 TAF TSI Masterplan 2013 CI Implementation Refernce Files RSRD(s) Wagon Movements WIMO Consignment Data Train Run Short term PR Shipment ETA Service Disruption Train Ready Train Composition TID Final The RSRD databases have to be operationally available (24/7), including defined data content and interfaces
Challenge I Overlapping data causes confusion Overlapping Data Identical data in different registers Inconsistent data status Streamline Harmonize/align data content of registers Justify all data and assess availability 15
Wagon data should be managed directly by the data owner: keeper and its ECM(s) Challenge II Data Responsibility Administrative data supervised by authorities Technical vehicle data responsibility lies with the Keeper/his ECM Data Owner Authorities should concentrate on process audits/ validation 16
Synchronise Challenge III PDR/RSRD Interface PDR update real-time by Authorities based on keeper data Selected data synchronised between RSRD and PDR for operational accessibility (24/7) Public Data Register PDR does not need to be operational RSRD fulfills operational requirements also for PDR data scope 17
Manage access rights Challenge IV Access Rights For who needs to know For what they need to know Authorization Grid Preset Role Models linked to data scopes Access rights established by the Keeper by various parameters Governance Transparent/ GTC elaborate 18

RSRD² The Electronic Data Exchange Platform of Keepers and RUs R S R D² admin@rsrd2.com
The demand on electronic data exchange between RUs and keepers is growing, RSRD² is designed to fill the gap Background and Objectives Keepers are an integrated part of European freight rail operations, keepers vehicles are migrating like nomads Keepers and their chosen ECMs have enhanced duties to comply with More and more required involvement of keepers in wagon operation (maintenance planning and management, return to operation, NDTAC etc.) Growing demand on exchange of wagon data (electronically) TAF TSI requirements starting point but RSRD² goes far beyond that: RSRD² shall be the neutral and central data exchange platform between RUs and Keepers RSRD² ASBL 25
RSRD² asbl is a non-for-profit organisation and open for membership to all interested sector associations RSRD² asbl Business Model Members RSRD² asbl UIP CER? Other Income Expenses User fee Operation RSRD² ASBL Board of Directors User Group keepers 2,00 per = Administratio n Payback loan RSRD² System wagon and year 1) Change requests User Fee is based on recorded wagons: if the number of wagons double the user fee can be halved 1 Current user fee is based on about wagons (which are actually recorded) RSRD² ASBL 26
RSRD² provides all necessary technical data for train preparation and operation RSRD² Wagon Data 1. Administration 2. Technical Design 3. Maintenance Data in accordance with NVR specifications ECM (certificate) GCU Status Interoperability Capability Multilateral Authorisations Technical specifications Brake (weight) information Load tables Loading dimensions TSI specifications (noise, temperature) Next tank inspection Special examinations Overhaul information (date of last, date of next, permitted tolerance) RSRD² ASBL 27
RSRD² provides ECM company and certificate data for EACH recorded wagon RSRD² ASBL 28
