3 UIP International Union of Wagon Keepers Founded in 1950 Represents the interests of Wagon Keepers and ECMs via 14 National Associations around Europe Represents a European fleet of about rail freight wagons producing more than 50% of all tonne-kilometres around Europe. Sitz in Brüssel

6 From EC TF Telematics in rail to ERA study (SCCR) Recommendation 5: The Task force recommends that ERA clarifies the status of the registers of the Interoperability Directive and which are the source for the accurate and legal information about authorisations, explains how in practice they should be used, studies how operational databases such as RSRD2 could fulfil the sector needs for operational data and how such databases could interact with the registers. 8 All NVRs shall be connected to the VVR by 31 Dec 2011 (Art 4 of Decision 2011/107/EU) Authorities to focus on: (1) Executing sovereign tasks, for example, to register and authorize wagons, monitor the certification of ECMs etc. and (2) Establishing the pre-conditions that any market participant must fulfil in order to be a reliable (certified) partner in the performance of freight railway operations. That would include the definition of a set of wagon-related data fulfilling the demand of RUs for safe operation. 8

25 The demand on electronic data exchange between RUs and keepers is growing, RSRD² is designed to fill the gap Background and Objectives Keepers are an integrated part of European freight rail operations, keepers vehicles are migrating like nomads Keepers and their chosen ECMs have enhanced duties to comply with More and more required involvement of keepers in wagon operation (maintenance planning and management, return to operation, NDTAC etc.) Growing demand on exchange of wagon data (electronically) TAF TSI requirements starting point but RSRD² goes far beyond that: RSRD² shall be the neutral and central data exchange platform between RUs and Keepers RSRD² ASBL 25
