It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header, and any and all references to TxDOT must be removed. TxDOT does not assume nor accept any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. The equipment furnished under this specification shall be the latest improved model in current production, as offered to commercial trade, and shall be of quality workmanship and material. The respondent represents that all equipment offered under this specification shall be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. 2. Respondent should submit with the solicitation or have on file with TxDOT, Austin, Texas, the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. 3. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment shall be furnished by the vendor. All parts shall conform in strength, quality and workmanship to the accepted standard of the industry. 4. The unit provided shall meet or exceed all federal and state of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture. 5. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 6. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344 standard. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondents should note that future specification revisions may require mandatory compliance with the SAE plastic coding system. 1-5

2 7. TxDOT is committed to procuring quality goods and equipment. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources. PART II SPECIFICATIONS 1. SCOPE: This specification describes a stand alone eight-page buckle folder with document feeder. Equipment shall include latest software version for entire system and meet or exceed the following requirements: EXAMPLES: MaschinenbauOppenweiler Binder MBO B21/44 Folder Heidelberg Stahlfolder USA B 20 or TxDOT approved equal NOTICE TO RESPONDENT: Any example shown is listed to show type and class of equipment desired. Respondent is cautioned to read the specification carefully, as there may be special requirements not commonly offered by the manufacturer. DO NOT ASSUME STANDARD EQUIPMENT MEETS ALL OF THE DETAILED SPECIFICATION REQUIREMENTS MERELY BECAUSE IT IS LISTED AS AN EXAMPLE. Respondent is cautioned that any unit delivered to the FOB point which does not meet specification in every aspect will not be accepted. 2. FUNCTIONAL REQUIREMENTS: Equipment shall meet the following requirements: 2.1. CONTROL PANEL shall include: Micro-processor panel Sheet gap adjustment using the micro-processor panel Self-learning in-feed control system Electronic sheet monitoring system to detect paper misfeeds, jams, and sheet length Multi-functional batch counter Electronic speed control feature Data display for routine operation and errors DOCUMENT PILE FEEDER shall: Feed sheet sizes from 4.25 inches x 6 inches (minimum) to 20 inches x 33 inches (maximum) Monitor pile height for accurate and continuous feeding In-feed sheets by suction method Ensure optimal sheet separation by using front air blast blowers and air tubes along entire unit width Maximize operator efficiency with tilting feeder head ALIGNMENT TABLE shall: Be anti-static Control sheets using marble rail system. 2-5

3 2.4. BUCKLE PLATES shall include: Four each buckle plates Steel and non-marking plates with fine sheet stop adjustment Swing deflectors EIGHT-PAGE UNIT shall include: Wheel casters to move unit into either right-angle or inline parallel position Four each buckle plates ADDITONAL REQUIREMENTS shall include: Center and edge trim devices Cutting, scoring, and perforating blades kit Jam detectors Motorized mobile delivery Gatefold plate Greeting card deflector ELECTRICAL REQUIREMENTS: Respondent shall specify on solicitation response. 3. SAFETY PLAQUES OR DECALS 3.1. Product safety plaques or decals shall be furnished and affixed at the operator's station and at any hazardous area at time of installation completion. The safety plaques or decals shall describe the nature of the hazard, level of hazard seriousness, how to avoid the hazard, and the consequence of human interaction with the hazard. Permanent plaques are preferred to decals. Type, size and location of product safety plaques or decals shall be in accordance with current ANSI Z535.4 standard A permanent lubrication plaque shall be furnished and visible from the outside of the unit. The plaque shall note all lubrication points and recommended periodic oil changes and lubrication intervals. 4. MANUAL(S): Equipment shall be delivered with current original manual(s) and two copies containing illustrated parts list, operating, calibration, and service instructions in English. The manual(s) shall be as detailed as possible outlining all necessary service and operating instructions for the equipment delivered. Manual(s) shall include necessary warnings and safety precautions. It is requested, but not required, that the manual be printed on recycled paper. If not included in above-referenced manual(s), vendor shall include following additional information at delivery time: 4.1. Manufacturer s recommended service and preventative maintenance intervals Error Code Manual with references to displayed errors Recommended fluids and lubricants with SAE equivalents. 3-5

4 PART III DELIVERY, INSTALLATION, AND TESTING 1. DELIVERY: Delivery of equipment shall be complete by promise date shown on purchase order If the equipment is not delivered within the specified time frame, the purchase order may be canceled, or, at TxDOT s option, an extension may be granted, whichever is in the best interest of TxDOT If the purchase order is canceled for non-delivery, the needed equipment may be purchase elsewhere and the vendor may be charge the full increase, if any in cost and handling The vendor shall notify TxDOT five days prior to the delivery date The vendor shall unload and uncrate the equipment from the delivery truck. The vendor shall provide all tools and equipment needed to unload and uncrate the equipment. 2. INSTALLATION: Vendor shall be responsible for a complete installation of the equipment, excluding physical modifications to the installation site. All cables and accessories necessary for a complete and safe installation shall be provided Vendor shall install equipment at the FOB point to be fully operational including attachment to the power source, telecommunications, and diagnostic testing Vendor shall notify TxDOT point of contact a minimum of five working days prior to proposed installation date CABLING AND ATTACHMENTS: All cabling and attachment devices needed for the installation of the buckle folder shall be included. 3. TESTING: The vendor shall perform and verify all factory calibrations, if required, during equipment installation. PART IV TRAINING, ACCEPTANCE, AND PAYMENT 1. TRAINING: The vendor shall provide the services of a competent factory-trained technician thoroughly trained in the use and operation of equipment to TxDOT for a minimum of eight hours to instruct four TxDOT employees on safety, operation and preventative maintenance of system at no additional cost to TxDOT. The training will take place on TxDOT's premises after the equipment has been delivered and is ready for operation at a time and date mutually agreed upon by the vendor and TxDOT, but prior to payment 2. ACCEPTANCE: All equipment ordered shall be subject to inspection, calibration verification (if required), and performance testing after equipment receipt at set-up site. Equipment acceptance will occur after a minimum of five consecutive failure free days of operation following installation. Any equipment failures affecting system operation will result in start of a new five day test period. The acceptance test period will not exceed 15 calendar days total. If system fails acceptance tests, TxDOT will notify vendor within 15 days and purchase order may be canceled. If purchase order is canceled for non-acceptance, this equipment may be purchased elsewhere and vendor may be charged full increase, if any, in cost and handling. 3. INVOICING INSTRUCTIONS AND PAYMENT REQUIREMENTS 3.1. The original and one copy of invoice shall be mailed to address shown on purchase order and shall include the following: Purchase order number and Vendor EIN (Employer Identification Number) Payment will be processed within 30 days after calibration, training, performance testing, and final acceptance are complete and TxDOT determines equipment delivered meets specifications or date correct invoice for equipment was received, whichever is later. 4-5

5 PART V WARRANTY 1. WARRANTY: Equipment shall be warranted against defective materials, workmanship, and failures for a period of not less than 12 months from date of acceptance covering 100 percent parts and labor cost. If manufacturer s standard warranty period exceeds 12 months, then the standard warranty period shall apply Vendor shall furnish the manufacturer s warranty at time of delivery and be ultimately responsible for warranty Warranty start date shall be effective the day the unit is placed into service after TxDOT inspection and acceptance. Instructions shall be included with each unit delivered, advising TxDOT of the procedures to be followed for obtaining the delayed warranty start date. 5-5
