(DSEL) to prepare a Noise Control Study in support of their application for site plan control. The subject property is located within the City of Ottawa urban boundary. As depicted on Figure 1, the subject property is Northwest of Prince of Wales Drive between Blackleaf Drive and Golflinks Drive located at 3654 & 3658 Jockvale Road. The subject property measures approximately 1.07ha and is zoned DR. The proposed development by Phoenix Homes involves the construction of 7 blocks of residential townhouses consisting of 54 units. 5 NOISE CONTROL STUDY PHOENIX HOMES 3654 & 3658 JOCKVALE ROAD APRIL 28, 2011 REV METHODOLOGY 3.1 Noise Background The City of Ottawa is concerned with noise from aircraft, roads, transitways and railways as expressed in the Official Plan, since it can affect the quality of life for residents. To protect residents from unacceptable levels of noise, the City of Ottawa has specific environmental noise control guidelines, which are primarily based on Ministry of Environment (MOE) policies, guidelines and procedures aimed at providing guidance on noise assessment in land use planning. Only noise generated from road traffic is considered in this analysis. Aircraft noise is not considered in this analysis as the subject lots are situated outside of the Ottawa Airport Operation Influence Zone (AOIZ) as per Figure 1.1 in the ENCG. Transitways and railway lines are not considered in this analysis, as they are not located within 250m and 500m, respectively, of the subject lots. Theoretical noise calculations are generated using the Stamson 5.04 program, which is provided by the MOE. The noise levels are dependent on the proposed receiver location, and the path in which the noise travels from the source to reach it. Noise levels are reported in decibels (dba). 3.2 Noise Criteria The quantitative sound level criteria, which require that specific outdoor and indoor living areas of the residential development meet certain energy equivalent sound levels (Leq), are summarized in Table 1, and Table 2, respectively. Compliance with the outdoor sound level criteria will generally ensure compliance with indoor sound level criteria. The Leq is defined as the continuous sound level, which has the same energy as a time varying noise level over a selected period of time. The Leq is commonly calculated on the basis of a 16-hour daytime / 8-hour nighttime split to assess its impact. The amenity area for this development is considered the backyards of the subject houses. The receiver location for measuring the OLA for a residential backyard is 3.0m from the wall of the house and 1.5m above grade. As the noise criteria are exceeded, a combination of attenuation measures is recommended. These attenuation measures may include any or all of the following: Noise barrier/berm; Forced air ventilation system with provision for central air conditioning; Air conditioning; When sound levels are predicted to exceed the applicable noise level criteria, a warning clause is registered on title to alert potential homeowners/residents. Jockvale Road is considered the only noise source for this development. 4.2 Roadway Traffic Volumes The assessment of road traffic noise impact is evaluated based on Average Annual Daily Traffic (AADT) for each noise source. Jockvale Road is considered an arterial road, and the AADT has been attained from Table 1.7 in the ENCG. The traffic and roadway parameters used for the sound level predictions are presented in Table 4. Calculations have been performed for various receiver locations, which are depicted on Figure 2, and represent the backyard (OLA) of the subject lots. Proposed and existing grades for the receiver location and Jockvale Road were attained from the detailed grading plan prepared by DSEL, enclosed in Appendix A. STAMSON input and output data for this analysis is presented in Appendix B. 4.4 Noise Level Results Table 5 illustrates the results of the noise analysis for the Jockvale Road development. The daytime values represent modeled noise levels for the Outdoor Living Area (OLA) while the nighttime values represent modeled noise levels at the Plane of Window (POW) on the second level of the dwellings. The detailed STAMSON calculations for various receiver locations are included in Appendix B. The modeling analysis indicates that the City of Ottawa noise criteria are exceeded for the Outdoor Living Area of lots 1 through 11, as represented by receiver locations R1-R6. As such, a 2.5m high noise attenuation barrier shall be implemented 0.30m inside the property line in the location shown on Figure 3. Once the noise attenuation barrier is implemented, the daytime noise level for the OLA of these lots will be reduced, as presented in Table 6. However, at this current time, a noise barrier for the adjacent lots has not yet been constructed along the Jockvale Road rear property line. When the wall is constructed for the development to the south, the barrier extents should be revisited at this location. More specifically, the noise barrier shown on the development subject of this report will not require the wrap around wall, but should continue and connect to the adjacent wall by the other developer. 4.5 Implementation The attenuation measures required to satisfy the City of Ottawa noise criteria and the noise clauses that need to be included on title and in the Agreement of Purchase and Sale for the various dwelling units are summarized in Table 7. The following is a summary of the attenuation measures and notice requirements to be placed on title for all units in accordance with the City of Ottawa Noise Control Guidelines listed below. Lot 1 / 8: Noise attenuation barrier as indicated on Figure 3; Central air conditioning; Notice on title: Purchasers/tenants are advised that despite the inclusion of noise control features in the development and within the building units, sound levels due to increasing road traffic may occasionally interfere with some activities of the dwelling occupants as the sound levels exceed the City s and the Ministry of the Environment s noise criteria. This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that indoor sound levels are within the City s and the Ministry of the Environment s noise criteria.
