2 Who we are Valenciaport Foundation is a private non-profit research centre of excellence created to carry out academic research as well as to serve as a tool at the service of all agents involved in the transport and logistics chain and particularly within the maritime and port domains. It was founded following a collective initiative of the Port Authority of Valencia in conjunction with the port community and an assortment of institutions from the Valencian community.

13 Capacity Building What is a Single Window? GOVERNMENT SERVICE TO LODGE STANDARDISED INFORMATION AND DOCUMENTS THROUGH A SINGLE ENTRY POINT. GOVERNANCE PHILOSOPHY AND MANAGEMENT TO IMPROVE THE CONTROL AND SECURITY, AND FACILITATE AT THE SAME TIME INTERNATIONAL TRADE. The Bali Package One of the main results of the 9th Ministerial Conference of the World Trade Organization (WTO) in Bali, Indonesia, in December 2013 was the signing of the Agreement on Trade Facilitation. This agreement is particularly important because it can have a major impact in reducing the transaction costs of trade and customs clearance especially in the processes of import and export. These costs disproportionately affect small and medium enterprises, which lack the means and ability to comply with complex rules and high compliance costs associated with customs controls, border procedures and other non-tariff measures. This makes this type of uncompetitive actors as providers and away from their integration into value chains regionally and globally.
