2 Relief from Digger Derrick Exemption Duke Energy has 1500 employees and 1500 contractors. Estimated relief from Digger Derrick exemption over $5 million for certification alone. What s left: 500 to 700 employee crane operators mobile cranes and boom trucks used by employees. Significant impact on contractors and major construction projects.
3 Devices at Duke Energy still covered by the standard.
4 Large number of employees currently hold qualification that allows them to operate mobile cranes/ boom trucks. Some generating plants have 1 boom truck and 50 operators. Gas Operations has 3 cranes and 200 operators. In advance of 2014 certification, we have recommended right sizing to management. Infrequent operators are unlikely to pass written/practical examinations.
5 Certification at Duke began in 2010 to comply with NC OSHA certification deadline of Since then deadline has been delayed to Classes conducted in August 2010 for T&D mobile crane operators. 3 days of classroom training Day 4: practical examination Day 5: written examination. Vendor provided training and NCCCO testing. Sessions for 3 consecutive weeks with 15 experienced operators each week. Failure rates were 50% or more. Those efforts have been suspended. Looking for new plan in 2012.
6 New plan for operator certification? Is 3 days of intense prep training effective for this audience? Do we need new approach to test prep? Multiple sessions of review training. How extensive does preparation need to be? Operators are not test takers: Written tests include topics they have not had to deal with in their daily jobs. Some don t do well on practical examination due to time constraints. Need to address this aggressively in 2012 to complete by 2014.
7 Duke Energy EHS Compliance Manual had a high level program that addressed Cranes and Rigging. Significant revisions were made to include the new requirements.
8 Across the company, how and when inspections were completed was not consistent. New inspection form was created to standardize content of inspections. Part inspection form part job aid. Communicates the new requirements to crane operators.
9 Created classroom training for signal persons. Included written and practical testing on hand signals. Developed by vendor and distributed throughout the company. DVD based demonstrates variety of crane situations and signal requirements. Larry D. DeMark, Sr. of Equipment Training Solutions, LLC in Stratford, NJ Hundreds of signal persons have completed.
10 Created a procedure for Call Centers to handle calls from the public when they want to put their cranes near our power lines. Established processes so they could meet 2 day deadline for providing voltage information. Created two page flow chart for field personnel to give customers when discussing requirements. Added flow chart and other information about Power Line Safety to our external website.

12 Calls from public very slow at first. Have been picking up lately. Several regions being called on a regular basis. Many customers don t understand the regulation and need help from us.
13 Wind damaged this sign. Customer wants to fix it with a crane. 24 kv three phase feeder is directly overhead. Crane Standard says they can t operate crane UNDER an energized power line except for limited exceptions that don t apply here. We will not de-energize this line, leaving customer with few options. Not resolved sign is still damaged.
14 New work practices on variety of issues need to be communicated to mobile crane operators, riggers, their supervisors, and planners involved in mobile crane operations. CBT training created and delivered to several hundred employees. Describes new rules for: Inspections. Crane operations near power lines. Traveling with a load. Traveling under power lines. Safety devices and operational aids. Storm warnings. Leaving equipment unattended. Being under a load. Swing radius requirements. Lifting personnel with a crane. Cell phone use prohibition.
15 We revised our program to require operator of this to be a qualified crane operator AND powered industrial truck operator. Uncertain as to how to certify these operators in What type of crane operator do you get certified as?
16 Need to get significant momentum on operator certification in Need plan for preparation training. Right sizing needed to reduce number of crane operators needing certification: Select those who can succeed? Many of these are retiring in next few years will we spend resources to certify them? Public issues with power line safety are increasing as they become more aware of requirements and look to us to help them out.
