Purpose Country: Certificate: Parties: Republic of Iraq Pre-Import Inspection, Testing & Certification Program of Goods into the Republic of Iraq (ICIGI) Manufacturer / Trader 1.1 ICIGI Program The Testing & Certification Program of Goods into the Republic of Iraq is managed by the Central Organization for Standardization and Quality Control (COSQC). TÜV Rheinland is assigned and authorized by COSQC to issue Certificates of Conformity (CoC) for regulated goods subject to the ICIGI Program.» Appointment letter available as download online: - Approval for the Middle East 1.2 What is a Certificate of Conformity The Certificate of Conformity (CoC) is a confirmation that the concerned shipment complies with the regulations of the country of destination (Republic of Iraq). It is mandatory to clear the shipment at the border of destination. 1.3 Why Exporters require this Certificate of Conformity The CoC grants access for the shipments going to the Republic of Iraq. The non-availability of a CoC results in shipment delays and extra costs to bear for the exporter. What happens if the shipment arrives at an Iraqi border without any CoC: The consignment will be returned back to the nearest country, the inspection is performed and samples are drawn for testing. In case the product is not complying with Iraqi standards, the shipment will be rejected.

Procedure

3 Page 3 of Required Documents from the Exporter Iraq ICIGI TÜV Rheinland Application Form Test Reports as per applicable standards Commercial invoice Transport document (BL, AWB) if applicable Import License copy required for non-food products 3.2. Document Validation (Verification of Conformity) The Test Reports are reviewed against the applicable standards. There are two outcomes possible 1. Test report accepted See Graph Skip Step 3.3 Testing and go straight to shipment inspection 2. Test report not available as per Iraqi standards See Graph Undergoing of shipment inspection and product testing at laboratory 3.3 Testing The testing of the products can be performed at any ISO third party accredited laboratories In-house Test Reports They are acceptable provided the manufacturer s laboratory hands-in following proof: Quality Management System Certificate available, i.e. ISO 9001, ISO 22000, HACCP (A food manufacturer sought to provide the ISO and / or an HACCP certificate) In-House Laboratory Form to be filled by the client and all required process and documents by the form are fulfilled. Calibration certificate of equipment should be provided Brief visit and on-site equipment verification by TÜV Rheinland. Demonstration of the in-house test competency (visit to the site) and photos of the equipment. 3.4 Shipment Inspection A pre-shipment inspection (PSI) is a mandatory requirement. It is either arranged at the port of loading or at the manufacturer s premises.

4 Page 4 of 6 The shipment is compared with the Commercial invoice / pro forma invoice or the packing list Marking / labeling requirements and national deviations as per Iraqi requirements Ask a TÜV Rheinland expert for more options to ensure a fast turn-around time for the CoC of your frequent shipments. Iraq@uae.tuv.com 3.5 Issuing the Certificate of Conformity (CoC) Upon successful completion of Steps 3.1-4, TÜV Rheinland will issue the CoC. The CoC is to be presented at the Iraqi border for release of the shipment. TÜV Rheinland employees are present at the border to conduct the final inspection and assist with any occurring queries. 3.6 Issuing Non Conformity Report (NCR) The NCR will be issued only under following circumstances: Unsatisfactory inspection report with non-revisable discrepancies The requested documents are not shared by the exporter with TÜV Rheinland 4. Labeling / Marking Requirement 4.1 Requirements of markings for all products except electrical and mechanical products: The following markings shall be at least in Arabic (when required by applicable standard): -Product name -Components -Using method -Warnings The following markings shall be in Arabic or English (when required by applicable standard): -Manufacturer name -Size or net weight -Date of production and expiry -Batch number -Country of origin For electrical and mechanical households devices, mechanical tools and equipment or similar: The instruction manual should be at least in understandable Arabic language. 4.2 Abbreviations allowed as notification of country of origin HKJ Hashemite Kingdom of Jordan PRC People s Republic of China UK United Kingdom UA Ukraine USA United states of America KSA Kingdom of Saudi Arabia KW - Kuwait

The country of origin within the EU must be specified. 4.4 Special Requirements for Pipes and Tires Markings are to be in English 4.5 Religious Guidelines Any religiously offensive pictures, texts or objects are banned 5. Technical Country Information Rated voltage in the country is V / 50Hz No special requirement for plugs 6. Standards Products need to comply with Iraqi Standards (IQS) or (hierarchical order) Technical Requirements (TR) or Special Technical Requirements (STR) 7.
