1 Procedures for accessing UNHAS Helicopters in Jonglei State A. Evacuation of Civilian casualties The evacuations of civilian casualties are coordinated by the Health Cluster through the following focal points: and (full contact list attached). All evacuations of civilians are to be referred to the Health Cluster focal point for prioritization and mission planning. 1) The Health Cluster receives a request/information about a possible evacuation of civilians and is to determine whether the patient requires evacuation or not. 2) If the Health Cluster determines that there is a need for civilians to be evacuated and the location is inaccessible by any other means, the Health Cluster must complete the 9-line form and send it to the UNHAS Air Transport Officers (ATO) in Bor: jarno.nisula@wfp.org. UNHAS and the Health Cluster will work together to ensure that all preparation and relevant information is collected from the evacuation location including: Contact details of the staff on the ground; Security situation at the site; Patient status and injury details; Landing terrain description; Weather report etc. The UNHAS ATOs will then prepare the flight schedules, obtain all necessary clearances, and liaise with the Health Cluster on flight times. The evacuation of humanitarian staff will be conducted as per respective agency procedures. For NGO staff, contact the NGO Forum: security@southsudanngoforum.org. B. Humanitarian assessment missions and security risk assessments All assessment missions are first to be submitted to OCHA Jonglei State Focal Point for coordination and prioritization of locations and passengers. 1. OCHA will collate all assessment requests and prioritize according to identified needs and prepare a mission plan/schedule. OCHA will then liaise with partners who wish to participate in the assessment mission; A detailed proposed schedule will be compiled by OCHA and submitted to UNHAS in a timely manner. 2. OCHA will submit all requests for assessment missions on behalf of the humanitarian community to UNHAS. All participants need to complete the standard UNHAS booking form and submit to UNHAS 48 hours prior to departure; The request does not necessarily need to be stamped, but should be submitted from an official organization/agency address. 3. UNHAS will then prepare flight plans and obtain all required clearances from UNDSS and notify partners of flight details. 2 C. Recovery flights to areas inaccessible by fixed wing aircraft UNHAS is responsible for all flight planning and passenger movements. As such, UNHAS is to determine whether fixed wing or rotary aircraft is required for any recovery flights to a specific location. For any recovery flight requirements, partners are to follow standard UNHAS booking procedures and submit the passenger booking request form to: UNHAS.SouthSudan@wfp.org. D. Movement of life-saving relief items All cargo movement requests are to be submitted to the respective Cluster focal points for prioritization and planning prior to submission to the Logistics Cluster for execution. Due to the limited payload of the helicopters and the stand-by response requirement for medical evacuations, all cargo movements are for life-saving relief items only and as determined by the ISWG. The following steps must be taken for the movement of life-saving relief items: 1. In accordance with prior mission assessments and the identified priority areas, partners to determine their cargo movement requirements. 2. All partners must submit a completed Logistics Cluster Service Request Form (SRF) detailing their planned cargo movements to the relevant State Cluster focal point for endorsement and prioritization (see Annex I). 3. Once the SRF has been endorsed by the Cluster lead, the completed SRF (with proof of endorsement) must be submitted to the Logistics Cluster for execution: southsudan.cargobooking@logcluster.org. The SRF must be submitted in excel format which can be downloaded here: To minimize delays, ensure that the exact volume and weight of cargo items is reflected on the SRF. Correct contact information for consignee at point of delivery must also be included. 4. The Logistics Cluster will consolidate all SRF requests and liaise with UNHAS on movement plans for the lifesaving relief items. 5. The Logistics Cluster will notify partners on transport dates/times and liaise with partners on any other logistics requirements (i.e. use of CTS truck, porters etc.) P A G E 2
