1 CERTIFICATE OF AUSTRALIAN ORIGIN VICTORIAN CHAMBER OF COMMERCE AND INDUSTRY EXPLANATORY NOTES What is a Certificate of Origin? A Certificate of Origin is a specific document identifying goods and containing an express certification by a government authority or other empowered body that the goods originate in a specific country. Many countries require their import documents to include a certificate of origin. They may also require commercial invoices and / or other documents to be endorsed by a Chamber of Commerce Procedures for Certifying Certificate MUST be typed Exporters Information Form Update (which can be obtained from the Victorian Chamber) MUST be completed and forwarded to the Victorian Chamber together with a list of signatories authorised to sign the certificates on behalf of your company Evidence of origin MUST be supplied prior to stamping i.e. copies of invoice, bill of lading, letter of credit, or statutory declaration Exporter to provide a copy of documents being stamped for the Victorian Chamber records All export documents MUST be signed by the exporter on the bottom left hand-side under the exporters declaration before submission for our authentication Please note that the Victorian Chamber s Australian Origin forms cannot be used for any other origin than Australian Electronic Services Please be advised you can complete and lodge Certificates of Origin documents via two electronic services, for further information please visit our web site: or please contact Selin Ozturk on or sozturk@victorianchamber.com.au Information on products, which shall be taken to be of Australian origin, are listed on the back of the Victorian Chamber form. Certified Declaration of Origin When shipping goods that are manufactured/produced overseas but being shipped out of Australia you are required to use the above certificate, these can be obtained by contacting the Victorian Chamber s Global Department on or cofoinfo@victorianchamber.com.au If your shipment contains both Australian and Non-Australian goods these can be combined on the one certificate as per above. (Certification of the Certified Declaration of Origin certificates are as per Australian origin procedures.) 2 OTHER EXPORT DOCUMENTATION AVAILABLE FROM THE VICTORIAN CHAMBER Certificates of Free Sale/Manufacture & Health Certificates Exporters are often requested to supply certificates other than Certificates of Origin; these may be requested from Foreign Government Authorities. Examples of these documents are: Free Sale Certificates certifying goods are sold freely in Australia. Certificates of Manufacture - certifying goods are manufactured in accordance with specified requirements. Health Certificates issued in circumstances where goods are of a type not falling within the responsibility of a government department or authority. Please be advised that the Victorian Chamber may be able to assist with a range of certificates customized for exporters, which are not available from government authorities. An ATA Carnet is simply a customs document that facilitates the temporary export of your goods into a country without having to pay the import duty and sales tax at the customs port. The initials ATA are an acronym of the French and English word Admission Temporaire/Temporary Admission. The word carnet comes from the French meaning notebook. What are the advantages of using an ATA Carnet? Saves time and money / simplifies and expedites formalities / hassle free / assists re-entry back into Australia / limited paperwork. Which goods qualify? Commercial samples / goods for international exhibitions, conferences, lectures / scientific equipment / musical instruments, theatrical costumes, professional sound and television equipment / photography and advertising / equipment for sporting events.and many more. A copy of our Certificate of Incorporation or Certificate of Registration of Business name is attached. The company requires documentary evidence of origin for its products when exporting to particular countries and intends to obtain that evidence from the above mentioned chamber of commerce. To assist the Victorian Chamber to ensure the integrity of documentary evidence or origin issued the company provides the attached list (Attachment 1) of names and signatures of people whom it has authorised to sign documentary evidence or origin on its behalf. That exporter agrees that it will ensure that the Victorian Chamber is advised: Of the name and signatures of any additional authorised by the company to sign applications for documentary evidence of origin. Of the withdrawal from any person of the authority to sign such applications and Of the change of address of any production facility, by sending to it a revised copy of Appendix A hereto. 4

5 Furthermore, the company agrees to provide the Victorian Chamber with any documents or information which it may request to enable it to be satisfied that the goods for which a documentary evidence of origin is sought do originate from the country certified, as determined by the rules of origin of the destination country.
