The contents of this Specification were prepared by the Victorian Rail Industry Operators Group (VRIOG). This VRIOG Standard has been rebadged as an MTM document due to the retirement of VRIOG Standards as of 30 th June This Specification will be managed under the Engineering Standards Development Procedure (L1-CHE-PRO-032). As documents are uncontrolled once printed, it is imperative to check the currency of the Document on The Depot or the MTM s Document Portal which is available externally at All MTM Standards and Specifications are periodically reviewed, and new editions are published which incorporate learnings and Technical Notes (formerly known as Design Practice Notes). Technical Notes are issued between editions which correct any errors or ambiguities contained in an MTM Standard/Specifications. Standards and Specifications may also be withdrawn and/ or replaced. 7 VRIOGS Revision B iii PURPOSE OF THE STANDARD The Standard has been created through the collaboration of members of the Victorian Rail Industry Operators Group (VRIOG) for the purpose of establishing standards which, if implemented throughout the Victorian Rail Network, will facilitate the interoperability of infrastructure. The use of the Standard is not prescribed by law but, if adopted, conformity with the provisions of the Standard is mandatory in order that the purpose of the Standard be achieved. 9 VRIOGS Revision B 1 SECTION 1.0 CONVENTIONS 1) Words or phrases that appear capitalised out of context are defined within the Definitions section of this VRIOG Standard. 2) The word Shall is to be understood as mandatory. 3) The word Should is to be understood as non-mandatory i.e. advisory or recommended. 4) Uncontrolled Standards may not be referenced within the VRIOG Standards. 10 2 VRIOGS Revision B SECTION 2.0 DEFINITIONS Terminology used and/or applied in this Standard is defined as follows:- Terminology Accredited Rail Operator (ARO) Application for Variation of Accreditation AS Purchaser Vital VRIOG VRIOGS Definition A Rail Infrastructure Manager or Rolling Stock Operator who is accredited under Part 5 of the Rail Safety Act An application to the Safety Director by an Accredited Rail Operator for variation of its accreditation due to the Accredited Rail Operator proposing to make change to or to the manner of carrying out, accredited rail operations that may reasonably be expected:- To change the nature, character and scope of the accredited rail operations; or To not be within the competence and capacity for which the Accredited Rail Operator is accredited. Australian Standard Person or organisation to which the AC shelf relays are supplied or being supplied. Note: They may not be a direct representative of the ARO. A term applied to equipment whose correct operation is essential to the integrity of the signalling system. 11 VRIOGS Revision B 3 SECTION 3.0 SCOPE AND GENERAL 3.1 Scope This Standard describes the general requirements for the rehabilitation of AC shelf type relays for vital railway signalling applications to be refurbished and supplied to ARO s or contractors to ARO s. 3.2 General Vital signalling relays have been purpose designed for application in fail safe signalling circuits and can be divided into three categories: Miniature plug in relays Large plug in relays AC Shelf relays This Standard refers only to AC shelf relays in service within VRIOG. 3.3 Quality Assurance The supplier of the AC shelf relay shall be accredited to the appropriate Australian Quality Standards. It is considered that the following are appropriate Australian Quality Standards:- - AS/ISO Quality Management Systems Requirements - AS/ISO Quality Management Systems Guidelines for Performances 3.4 Advisory Bulletins The Purchaser shall check and act upon any related manufacturer and ARO issued product bulletins in order to ensure that they are aware of and appropriately action any safety related concerns regarding AC shelf relays.

13 VRIOGS Revision B 5 SECTION 4.0 SHELF RELAY COMPLIANCE Unless otherwise stated, all AC shelf relays shall comply in every respect with this specification. The inspection and acceptance procedure for the AC shelf type relay shall be in accordance with the following specification listed below. All materials and assemblies used for the refurbishment of AC shelf relays shall be of appropriate quality. If defective materials are found in relays for overhaul they may be replaced with refurbished components on condition that the components pass the appropriate testing criteria. 14 6 VRIOGS Revision B SECTION 5.0 SEALING OF RELAYS All vital relays supplied by manufacturers and authorised relay servicing staff shall be sealed. All relays installed in the field that are not presently sealed shall be considered as not fit for service and shall be removed from service ASAP. Window frame fasteners shall be sealed with wax and where fitted, door shall have lead seal affixed. The seal shall not be broken in the field except in exceptional circumstances when directed by an authorised representative of an ARO Infrastructure Manager. In the event of a defect being observed in a relay, the seal shall be left intact until the relay is examined by an appropriately competent railway safety worker. Only railway safety workers approved by an ARO Infrastructure Manager shall be authorised to seal a railway signalling relay for use within the Victorian Railway Network.
15 VRIOGS Revision B 7 SECTION 6.0 IDENTIFICATION AND LABELLING 6.1 Relay Identification Each relay shall be identified by a unique serial number assigned by the manufacturer. The ARO Infrastructure Manager may assign another unique serial number to assist maintenance of their asset register. 6.2 Labelling Labelling shall generally be in accordance with the requirements of VRIOG Standard General Requirements for Labelling of Signalling Equipment VRIOGS Approved relay labels shall be securely fixed to the inside of the front glass window (or as otherwise specified), in a position where they do not obscure a view of the relay operation. Labels shall be fixed in such a manner that they cannot become detached and interfere with the operation of the relay. The AC shelf relay shall have the following label details (Refer to Figure 1): a) Assigned asset number b) VRIOG Type (See Section 3.5) c) Control coil (Volts):- Drop away voltage (D.A) Pick up voltage (P.U) Compression voltage (COMP) d) Local coil:- Voltage (V) Ampere (A) VRIOG INFASTRUCTURE MANAGER Figure 1 Label for AC Shelf Relay Following any subsequent overhaul or examination the relay shall be retested and the results recorded on the label (See Figure 2). This label shall be securely fixed to
16 8 VRIOGS Revision B the outside of the front glass window (or as otherwise specified), in a position where they do not obscure a view of the relay operation. 6.3 Asset Management System Figure 2 Label for Overhaul Relay Each relay shall be supplied with a relay record card (See Figure 3) which is contained within a REPLACEMENT or SERVICEABLE RELAY envelope which shall be securely attached to the relay (See Figure 4). The card shall be completed by the person installing the relay. The card is to be then replaced with in the envelope and sent to the relevant Infrastructure Asset Manager for updating of the Infrastructure Asset Management System. 17 VRIOGS Revision B 9 SECTION 7.0 PACKAGING The contact assemblies and other fittings within railway signalling safety relays are the quite fragile. The relays shall be packaged and handled in such a manner that the transport and storage of these units does not materially influence their subsequent inservice performance. The relays shall be packaged such that their performance including contact resistance shall not deteriorate if stored in an environment equivalent to their operating environment (Refer to VRIOG Standard Environmental Conditions VRIOGS ) for 12 months before installation.
18 10 VRIOGS Revision B SECTION 8.0 CARE AND HANDLING Extreme care shall be exercised in transporting and handling relays. Because of the risk that relays may have been dropped or damaged without knowledge, any relay which is to be placed in service shall be visually inspected before being placed into service. If there is any sign of damage to the case or to the internal assembly of the relay it shall not be put into service but sent for retest and if necessary, servicing. Any relay which is bumped should be closely examined and an operational check should be performed, and if need they should be returned for overhaul and retest. Any relay which is dropped should be returned for overhaul and retest immediately.
