Logistics concept for the Skolkovo Innovation Centre nearby Moskovo DEVELOPMENT OF NEW ZERO EMISSION CITIES CLAUDIA EICHHORN Claudia Eichhorn BESTFACT Urban Freight Workshop Brussels, 6th of December 2012
CHALLENGE 0 -EMISSION MOBILITY CITY Spotlight on the development of a local 0 -Emission mobility city in Russia in the year 2011 to 2014: Ideas Ingredients Reality Status of implementation Bürger Moskovo Öffentliche Verwaltung Skolkovo Innovation centre Seite 2
Seite 3
STARTING POINTS Ecology Clean Environment Recycling Promoting greenery Ergonomics Balanced mix of land-uses Aesthetic, contemporary and efficient design Community focused urban environment Skolkovo s 4-E s Energy Energy conservation Renewable energy sources Introduction of alternate energy sources Economy Create a critical mass Commercially attractive for investment Capitalize on the city s diverse venues Seite 4
CHALLENGE 0 -EMISSION MOBILITY CITY New approach for mobility: up to 70% of passengers will use fast and comfortable public transport Electric buses Pedestrians Bicycles Public transport Personal electric vehicles Bürger What about the contribution of urban freight to the 0 -emission vision at local level? Seite 5
CITY MASTERPLAN Z1 - Central District D1 & D4 - Mixed use Commercial/Residential D2 - Technopark D3 - University Seite 6
CITY MASTERPLAN Total Project Area: 400 Ha Total Development Volume: > 2,5 Million m 2 Inhabitants: Employees: Expected transport volumes per day based on consumption of inhabitants and employees: Total for further calculations (to cover peaks): 250 t per day 350 t per day Parking, engineering and transportation, public services infrastructure 22% Exhibition center, hotels, serviced apartments, public facilities and public space 6% Breakdown of development volume Social Infrastructure 9% University 8% Residential 29% Technopark 6% Offices 17% In addition goods/transports not related to consumption: - Chemicals, hazardous goods - Building materials - Removals (inside, from/to outside) - Green material from recreation - Commercial waste (not suitable for pipes) Retail and services 3% Seite 7
Scenario 1 SOFT access restrictions AVERAGE internal logistics service MINIMUM market regulation GOOD CO2-Reduction potential ROBUST SOLUTION Seite 8
Scenario 2 STRONG access restrictions HIGHLEVEL internal logistics service MAXIMUM market regulation EXCELLENT CO2-Reduction potential INNOVATIVE SOLUTION Seite 9
CONTRIBUTION OF URBAN FREIGHT TO THE 0 -EMISSION VISION Seite 10
CONCLUSIONS 0 -Emission urban freight and services: possible or not? Strong (political) will necessary - no development from the basis to be expected! Not just an electrification of existing vehicles, but change of urban freight and services recommended - no private car dependency! Chance for local services and related employment - better image! Mobility budget of households to be spent in a different way - pay for services instead of private car in the yard Vehicles seem promising, but for winter services, special transports, etc. no electric alternatives exist - technology mix increases cost Call for tender will start next year to find logistics service provider Seite 11
Thank you very much! Claudia Eichhorn 5. Logistik-Kongress Baden-Württemberg Stuttgart,
