3 VISION AND MISSION OUR VISION Driven by a unified public-private multimodal partnership, the St. Louis region will renew its Gateway status, becoming a premier multimodal freight center in the Midwest through job and economic growth, particularly in manufacturing. OUR MISSION To accelerate regional economic growth by coordinating public and private efforts, optimizing the regional multimodal investment portfolio and marketing the St. Louis region s multimodal opportunities.

4 Why a Freight District? REGIONAL ASSETS Six Class I Railroads- Favorable intermodal rail service to Eastern markets from the St. Louis region. This provides a rail transit-time advantage over competing logistics hubs to the west. Four interstates with access in all directions. One-day drive or less to Chicago, Atlanta, Dallas, Cleveland, Minneapolis/St. Paul, New Orleans. Third largest inland port Barge traffic travels lock-free to and from the Gulf of Mexico and ice-free year round.

REGIONAL ASSETS Pipeline: Served by six interstate natural gas pipelines and nine refined product pipelines Five Airports in the Region: Two major commercial/cargo airports with developable land, rail access and cold storage capabilities. Logistics Leader with Available Real Estate: Over 15 million plus square feet of freight-based development in 20 years. Plus available sites for future development. Workforce: Variety of educational institutions producing well-trained, skilled and diverse labor pool

11 Regional Needs / Freight Plan The State of Freight in the St. Louis Region - August 2015 Starting Point! 12 Key Findings Compared to its peer cities, total truck cost from the St. Louis region produced the lowest cost option for shippers. Successful distribution models are demonstrated by the existing presence of national logistic leaders including: UPS and FedEx hubs make the St. Louis region an ideal location for ecommerce. Trucker shortages are causing shippers to divert truck freight to intermodal rail. Intermodal service from St. Louis to Eastern markets is an advantage over competing hubs to the west. The St. Louis region has logistical advantages, but is often overlooked because of aggressive promotional efforts by competing hubs.
