1 Central Pierce Fire & Rescue Request for Proposal Wireless Mobile Gateways 1. Introduction Central Pierce Fire and Rescue is seeking proposals from qualified firms to provide technology that would enable each medic unit to function as a mobile hotspot and allow all our laptops to connect to the internet and the District s internal resources. This mobile hotspot will also stream GPS data to our existing AVL system and allow for the future expansion into other technologies. 1.1 Language: For the duration of this document the language shall be as addressed below: Request for Proposal as RFP Central Pierce Fire & Rescue as CPFR Company submitting proposal as Bidder or Bidding agency Company awarded the contract as Successful Bidder or Successful Applicant 1.2 Proposal Submission Deadline This RFP is released on February 14, The deadline for questions is February 28, All proposals must mailed or hand delivered to Central Pierce Fire & Rescue at the following address no later February 28, 2014 at 4:00 pm PST. Proposals will not be accepted via fax machine or internet e- mail. Any proposal (or addendum pertaining thereto) received after the announced time and date (4:00 p.m. Pacific Standard Time, February 28, 2014) at the announced location for submittal, whether by mail or otherwise, will be rejected. 2 1.3 Instructions to Bidders Central Pierce Fire & Rescue governing body has the right to reject any and all bids. Vendors will be invited to submit questions for the project team via the web. One (1) original and three (3) copies, for a total of four (4), and one (1) electronic copy (CD or thumb drive) of the complete proposal must be received by the deadline. Late or incomplete proposals will be returned without being considered. It is the vendor s responsibility to make sure the proposal is received in a timely manner. Please note that to ensure proper and fair evaluation of responses, Central Pierce Fire & Rescue prohibits unsolicited communication to management or employees involved in this evaluation. Also, any vendor that does not respond to this RFP in its entirety, or that fails to provide factual and complete information, will be automatically disqualified from consideration. Vendors will not be reimbursed for the cost of preparing and submitting proposals CPFR is fully compliant with the Americans with Disabilities Act (ADA) and will make reasonable accommodations as required, if such requests are made known to us by phone at or via at bcaldier@centralpiercefire.org at least three (3) weekdays prior to any required need Nothing within this RFP is intended to exclude any reasonable bid or responsible firm from submitting a bid, or in any way restrict competition. 3 against all losses, claims, actions, judgments, and any liability for injuries to persons, including wrongful death, damage to property or both, occurring during or in consequence of the performance of this contract if such injury or damage is related to or arises out of any mistakes or defect in service delivery or to the actions or negligence of the Bidder, Bidder s employees, subcontractors, or agents Term: The contract, when awarded, will be a yearly contract renewable annually at the mutual consent of both parties. 1.4 Background Central Pierce Fire & Rescue provides ALS and BLS level pre-hospital care for unincorporated areas of Pierce County which includes the communities of Parkland, Spanaway, Midland, South Hill, Summit, and the City of Puyallup. The area is roughly 90 square miles with a population of 202,000. There are 12 full-time fire stations, with one part-time station housed within the Washington State Fairgrounds. In 2013, Central Pierce Fire & Rescue responded to 21,516 EMS calls. From these, Central Pierce Fire & Rescue provided 10,358 transport to an Emergency Department. 1.5 Current System Currently Central Pierce Fire & Rescue is using Sprint Aircards to connect to the District s network along with Serial port based Garmin GPS antennas on each vehicle. 2. Requirements 3.1 Vendor Requirements It is the intent that Central Pierce Fire & Rescue contract with a reputable vendor with a proven track record of providing quality service to their client base. The company should have developed specific short and long term plans for the further enhancement and evolution of its products, and be poised to adopt promising new technologies which will improve the value of the system to the customer. Please provide the following information regarding your company: 3

4 3.1.1 Ownership (e.g., privately held, public) Locations of corporate offices and support service sites Length of time company has been providing services Management structure Resumes of key proposer personnel who may be assigned to the project. 3.2 Product Support Please provide the information on support: Hours of general support Response time for emergency support Cost of contracted support Remote connectivity requirements Availability of internet or support 3.3 Implementation Requirements The proposer must provide a detailed implementation plan which will include: Descriptions of Central Pierce Fire & Rescue personnel required for the project. Include hourly estimates per week for the duration of the implementation A detailed implementation timeline showing proposer and Central Pierce Fire & Rescue roles, responsibilities, and milestones Training Plan, including a description of the classes offered. Include class length, location, prerequisites, and the number of participants allowed in each class. 3.4 Reference Information Please provide at least three clients as references to provide the following billing and hosting information on each: Geographic area serviced Date of implementation and system components implemented Contact person, including first and last name, title, phone, 4

Equipment Required Mobile Gateway with GPS Streaming Proposers shall offer (11) new Mobile Gateways and all required antenna, accessories, and software for the initial rollout to our Medic Units. The District plans to move forward with retrofitting all remaining frontline apparatus as time and funding permits. At a minimum, the mobile gateways shall meet the following specifications and have all the features outlined below. Failure to meet these requirements will disqualify a proposal. 4.1 The Proposer shall provide Rugged constructions, designed for in-vehicle applications Embedded cellular radio compatible with Verizon s 4G network (or newer) Firewall protection Dynamic Domain Name System (DDNS) DHCP Client / Server Dual Service Set Identifiers (SSID) Channel GPS Receiver One Serial Port (RS-232) and at least four (4) Ethernet ports Sierra Wireless ALEOS Technology (or equivalent) Remote Monitoring, Management, and Configuration Capabilities The Proposal shall also include a composite high gain Wi-Fi, GPS, and Cellular antenna designed for a through the roof installation and 5

6 associated antenna cables (minimum 15 feet in length), grounding plate and compatible connectors and/or adapters The Mobile Gateway must be configurable to provide simultaneous access to outputted GPS data by the Serial port and TCP/IP The Mobile Gateway must be able to stream GPS data in NMEAv2 format to a common virtual COM port whether connected with the Ethernet cable or via Wi-Fi The Mobile Gateway wireless device must support WPA2-Enterprise security protocol and 802.1X authentication The Proposer will include the appropriate DC vehicle power adapter for the Mobile Gateway All necessary software shall be included, with enough licenses to install on up to 300 computers x 7 support hotline for device and network troubleshooting Telephone, , and/or in District software support The Proposer will provide all pricing broken down per unit The Mobile Gateway will also include an electronic copy of the operations manual that fully documents all of its functions and features 4.2 Selection Procedure Selection shall be made on the basis of the following factors involved in the RFP, including price information such as discounts. CPFR shall select the Bidder who, in its opinion, has made the best proposal and award the contract to the lowest responsible bidder that demonstrates 6

7 best conformity with all factors involved, upon approval by the Board of Commissioners. 4.3 CPFR reserves the right(s) and has the sole discretion to: Award an agreement for all, any, or any combination of components described within the RFP Reject any and all Proposals considered by CPFR to be non-responsive or not in the best interest of CPFR Supplement, amend, or otherwise modify this RFP or cancel this RFP without substitution Waive any or all informalities in the Vendor s Proposal for failures to comply with the RFP requirements Request further information or presentations from Vendors as needed to support CPFR s selection of a preferred Vendor Select any Proposal, or elements of any Proposal that in the opinion of CPFR represents the best value to CPFR and its stakeholders Modify the procurement schedule. 4.4 Basis for Award Information and/or factors gathered during interviews, negotiations and any reference checks, in addition to the any other criteria stated in this RFP, and any other information or factors deemed relevant by CPFR, shall be utilized in the final award. 4.5 No Contact Policy After the date and time established for receipt of proposals by CPFR, any contact initiated by any Bidder with any CPFR representative, other than the IT Department representative listed herein, concerning this RFPs is prohibited. Any such unauthorized contact may cause the disqualification of the Bidder from this procurement transaction. 4.6 Further Information Any questions which arise as a result of this RFP may be addressed to Justin Rudebaugh at
