3 Customs Modernisation Implementation Landscape Information for Stakeholders To provide Customs stakeholders insight for planning and migration activities concerning SARS Customs planned Modernisation implementations. 1. New Tariff Management System (TMS) Expected date for Trader Testing 1 November 2011 Expected date for Implementation 3 December 2011 Abstract Brief Description To introduce the new Tariff Management System. Detail Scope Description and Impact 1. Replacement of current legacy loose leaf tariff system with the New Tariff Management System (TMS) system i. Check digits will be retained until further notice. 2. Introduction of new PRODAT XML schema. Current EDIFACT PRODAT still available. i. Will commence with the distribution of a full tariff master to enable service providers to load for testing purposes. ii. Will follow with regular tariff updates. 3. Please note that the UN/EDIFACT PRODAT will be in exactly the same format as it is currently, i.e. none of the new fields introduced into the PRODAT XML (XSD) will be available. 3 Customs Modernisation Implementation Landscape ver

Customs Modernisation Kopfontein implementation Expected date for Implementation 27 January 2012 Abstract Brief Description To introduce the new Service Manager front end capability for internal Customs users and to enable electronic supporting document functionality in the cross-border SACU environment. Simultaneously, a new cargo automation solution will be piloted for road freight. Road cargo carriers are in the process of registering for electronic cargo reporting and EDI communication with SARS. Detail Scope Description and Impact 1. Customs Clearance at Kopfontein - Commercial and Simplified Processing Kopfontein rollout takes the modernisation programme a step further with the migration of cross border commercial clearance processing from the current CCA system to the mainstream CAPE and Export systems. The CCA system will be switched off simultaneously with this implementation at Kopfontein. All other Customs BLNS border posts will however continue to operate the CCA system until rollout of CAPE/Export systems at these border posts. The new PPS will be introduced. It is anticipated that a new clearance provision will allow cross border traders/travellers the option of clearing their accompanied goods as follows: a) Goods of a value R25, 000 to be declared under a simplified format on the Passenger Processing System (PPS) for non-commercial trade. b) Goods of a value R25, 000 will be required to be declared under the commercial clearance process either face-2-face with a customs official at the SARS front desk, or, through a licensed South African customs clearing agent. NOTE: In regard to (b) above, discretion will be applied in so far as what constitutes commercial goods as this can not merely be based on value. (An appropriate guide will be updated in this document in this respect.) 2. Declaration Form and Clearance requirements Manual capture of customs import and export declarations will be permissible. A stipulation, however, is that the trader present him/herself at the Kopfontein Customs Office where SARS will assist the capture of the declaration face-to-face. Some key criteria needs to be noted in this regard: CD1 capturing will only occur for manual clearances at Kopfontein. CD1 manual clearance limitations a declaration may not exceed 10 line items. Only 10 import/export declarations per trader will be allowed per month. CN1 form to be printed by the Customs Legacy system for all clearances at Kopfontein whether EDI or manual. CN1 is only required for presentation to an officer at the exit gate to permit transport of the goods to the other side of the border. CN2 form On arrival at the border post (gate), the road manifest must be 4 Customs Modernisation Implementation Landscape ver

5 presented to customs which must contain a summary of all the consignments (MRN s) on the truck. The road manifest number will then be captured onto the system which will allow the customs officer to view the status of all the declarations. If all declarations have a status of release, the relevant CUSRES messages will be sent. A CN2 will be printed by Customs and the driver may proceed. In cases where not all declarations are released, the relevant CUSRES messages will be sent and the driver will proceed into the control area for further processing. Once fully processed, the CN2 will be printed at the control area. The CN2 will be used as the gate-pass to exit the border post. 3. What Declaration Changes are contemplated for Kopfontein? Activation of the following data fields Payment Code - Z, being a Reversal of declaration processed, where duties are billed but not yet paid. (Clearance Cancellation request). Account Reference being a new SAP account number will be introduced for traders at Kopfontein. All import and export declarations MUST have the account number, regardless of whether free of duty or not. o The Account Reference data field is to be used (10 digits) for Deferment purposes. All South African registered deferment account holders will receive a new code for cash and/or deferment purposes. o All road and deferment bonds and limits are going to be absorbed by SAP/SM from the current legacy (CCA). Foreign deferment bonds are to be withdrawn. Also refer to item 4, below. o All transactions/balances from the old deferment code will be transferred to the new deferment code. PRN no. (Payment Reference Number) will be introduced. It will be used on the CUSRES to notify the trader of the payment reference for cash entries only. To achieve this, a new field/qualifier to RFF segment group 3 will be added. Document/message name, coded on the BGM for Kopfontein clearances must reflect 929 and 830 for imports and export respectively, and no more 930 and 831. 6 4. How are Customs Status Codes affected by the new systems at Kopfontein? Declarants will receive CUSRES Status Notifications according to Code List 14. CUSRES message sequence will be the same as for international imports and exports, except CUSRES Status 8 (Proceed to Border,) which will in all instances, precede the following statuses: 1 Release 2 Stop/Detain 3 Conditional Release 4 Detain Other (OGA) 5 Conditional release - Detain Other (OGA) Customs commercial clearance processing for Kopfontein will only permit clearances for the under-mentioned BLNS CPCs A12-00 [IM4] B22-00 [IM8] D37-00 [IM5] D38-37 [EX3] H61-00 [EX1] H66-12 [EX3] I76-00 [EX2] I78-76 [IM6] In addition to the above, declarations with the following CPC codes may, at one time or another, arrive at a BLNS border post. Such MRN must appear on the road manifest. A10-00/20 [OL] B20-00 [RIB] E42-37 [WE] E43-40/41/42/44 [XIB] E45-00/46/47 [ZIB] H60-00 NOTE: No change is anticipated in the current BLNS clearance process, and export clearances EIG/ELG can be performed on a single declaration, until further notice. 5. Electronic Supporting Documents Traders involved in cross border trade will now be able to transmit supporting documents electronically in the event they are required to do so. A status 13 message initiates the process upon which the declarant scans and appends such documents to a Customs Case No. and transmits to SARS using the E@syScan facility. NOTE: Where a trader does not have access to the Easy@scan facility, he/she must bring the document to Kopfontein branch office where the case will be processed locally. 6. 7 7. What will be the impact on the implementation of the ACM road carrier process? Road carriers will report electronic road manifests via EDIFACT-CUSCAR. For the initial phase there will be no real-time matching and acquittal between declaration and road manifest. In other words ACM will have no bearing on release of goods and conveyances for this implementation. 7 Customs Modernisation Implementation Landscape ver

8 ANNEX A Customs Status Codes (Code List 14) With the implementation of Customs new inspection and case management workflow system (Service Manager) under Release 2 of the Customs Modernisation Programme, new status codes were introduced to provide increased visibility of declarations. Every inbound electronic submission (CUSDEC) by a trader to Customs will result in one or more status response (CUSRES) message. Why status response messages? For one, increased mechanisation means less physical contact or interaction with Customs. Status messages therefore help to provide declarants with up-to-date information on the processing of their transactions. They also assist the trader in pre-empting the next step so as to expedite the process. 10 ANNEX B Unregistered Trader Qualifier (Code List 22) As a means of phasing out and withdrawing completely the general trader code , SARS will be implementing a new requirement which calls for unregistered trader details. Besides the name and address details of such person/company, the entity will also be required to provide one of either a South African Identity number (ID Number) or Passport No. and insert this in the data field provided. Such identification number will require a qualifier which will take the form of one of the codes in the table below.
