Railways CEF Blending Info Day 27 February 2017 Francesco Buscaglia INEA Frederic Versini DG MOVE

Railways Funding Objective FO1 Bridging missing links, removing bottlenecks, enhancing rail interoperability, and, in particular, improving cross-border sections FO2 Ensuring sustainable and efficient transport systems in the long run, with a view to preparing for expected future transport flows, as well as enabling all modes of transport to be decarbonised through transition to innovative low-carbon and energy-efficient transport technologies, while optimising safety FO3 Optimising the integration and interconnection of transport modes and enhancing the interoperability of transport services, while ensuring the accessibility of transport infrastructures

Scope of Railway Actions Under this priority, only works actions related to the following sections may be funded: Pre-identified Core Network Corridor sections, as stipulated in Annex I, part I, point 2 of the CEF Regulation; and Other sections of the Core Network, as defined in Annex I, part I, point 3 of the CEF Regulation.

Railways - Priorities Cross-border projects, including those that ensure connection between two Member States via a third country Projects accelerating the removal of bottlenecks Projects improving railway safety, including the deployment of the railway radio communication system (GSM-R) Projects addressing connections between rail and other modes of transport, in particular inland waterway and maritime transport

Railways Indicative Budget & co-funding rates Budget: Pre-identified Core Network Corridor sections 450 million* Other sections of the Core Network 100 million* Co-funding rate: 20% of the eligible costs, which may be increased to a maximum of: 30% for projects addressing bottlenecks and 40% for projects on cross-border sections * Sections and of the WP covering railways, inland waterways, roads, maritime and inland ports

Conditions: Railways Combined Rail and ERTMS track-side projects Project proposals must present separately railway works and ERTMS Track-side deployment* Specify a separate cost estimate for each of the above two components ERTMS TS deployment must be located along the same sections of the railway implementation ERTMS activities (deliverables, ceiling etc.) must be in line with the provisions indicated under point c of the Work Programme. *In case of ETCS Level 2, the works can include GSM-R

Railways - Eligible infrastructure components High-speed and conventional railway lines, including sidings, tunnels and bridges Associated equipment (e.g. electrification systems, equipment for the boarding/alighting of passengers, loading/unloading of cargo, automatic gauge-changing facilities ) Stations along the railway lines (with above limitations) NB Stations buildings are of lower priority unless they concern the railway infrastructure component. If included in the application, they should be presented separately, clearly described and costs defined. Passenger buildings, parkings and other commercial parts related to stations are not a priority for funding.

Eligible rail infrastructure components (contd.) To be submitted under a different priority: Rail interoperability >>> Work Programme ERTMS deployment (if solely ERTMS) >>> WP 3.1.4

Railways - Infrastructure requirements (Articles 11.2a, 12, 13, and /2013) High speed lines: new lines equipped for speeds in order of 250 km/h and upgraded conventional lines 200 km/h Full electrification of line tracks (+ sidings where required) Nominal track gauge for new railway lines = 1435mm Full deployment of ERTMS Freight lines with a min ton axle load, 100km/h line speed and the possibility of running 740m long trains

Railways - Please note that: Proposals must be accompanied by a detailed CBA Cross-border projects must have a written agreement between the MS concerned (or 3rd country where applicable) Support is not given for maintenance!

Look for INEA!
