1 4. INFRASTRUCTURE a. Improve rural roads and bridges vital for the marketing of agriculture products and transport of agriculture inputs. b. Develop urban roads/states highways and National highways for the development of tourism, trade and commerce. c. Increase power generation to sustain industrial and agricultural growth. d. Develop a new planned city near Guwahati to decongest the existing city. e. Maintenance and repairs of embankments to protect agricultural lands from the damaging effects of flood. f. Develop facilities and amenities relating to railways, airlines, telephones and post and telegraph services in specified areas for the benefit of tourists. g. Develop Inland Water Transport as an alternative means of transport of heavy cargo and as tourist attraction. 4.1 ROADS AND BRIDGES Objectives The roads in the rural areas which cater to the needs of transportation of agriculture inputs and the agriculture produce need to be developed to facilitate growth of agriculture. To improve communication between the district and sub-divisional headquarters and to the tourist destinations, other state roads need to be developed. Important roads leading to the interior areas predominantly inhabited by SC and ST shall be developed Strategy

2 Operation Blacktop would be launched to improve all the roads connecting the districts and sub-divisional headquarters and the tourist destinations within A phased programme would be prepared by 15 th August 2001 for this operation and funds will be mobilised to start the work. A phased programme for development of rural roads which are of importance for promoting agriculture growth, shall be prepare by 15 th August 2001 and resources would be mobilised to execute the plan within To further facilitate communications across the river Brahmaputra a bridge between Jorhat and North Lakhimpur via Majuli would be provided. Similarly, between the twin cities of Guwahati two more bridges would be constructed to facilitate passenger and goods movement. Road Development Fund for improvement of urban roads and for rural roads would be set up by amalgamating resources under various programmes of the States Govt. and the Central Govt. for the purpose. Private investment would be entertained for the development of roads and suitable would be offered to them. Government of India would be approached for the development of East-West Highways connecting Guwahati with the Still Well Road along the North and South Banks of the River Brahmaputra for the development of Trans-border trade. Similar highway shall be developed along the banks of River Barak. 4.2 POWER GENERATION Objectives To sustain the tempo of industrial and agricultural growth adequate power supply has to be made and generation has to be stepped up from the present 500 MW to 4360 MW by Strategy Power generation in the state would be increased in phased manner as indicated at Table-13. Special drive would be undertaken to provide electric connections to farmers in rural areas for encouraging farm mechnisation.

3 To improve revenues, steps will be taken to bill the rural farmers suitably and meters will be provided to them. Independence power producers would be encouraged to participate in the power generation programme, especially for mini hydel project development. Reforms in power sector would be introduced in a phased manner according to the new power policy of the State. 4.3 COMMUNICATIONS Objectives To facilitate growth of tourism, industry, commerce and trade the telephone, railways, airlines, inland water transport and post and telegraph services have to be augmented and improved. Facilities and amenities in these sectors for specific locations of tourism and commercial importance will have to be augmented to the level of national standards Strategy A prospective plan would be prepared for developing and improving the services of railways, post and telegraphs and telephones for various tourist destinations and commerce and trade centres by Efforts would be made to provide double track on important sections of the railways and electrification of the tracks for improving the railways services at the earliest. Telephones and telegraph services would be expanded and optical fibre networking shall be put in place in the State in phased manner in the shortest possible time. International airlines would be approached to start new flights to and for Guwahati or touch Guwahati by their existing flights to cater to the needs of tourists and businessmen. Private investment would be encouraged in developing road transport and buses with high standard amenities for tourists shall be inducted in the State. Night navigation facilities in national waterways No.1 would be developed by 2005 and utilised for cargo transportation as well as for tourism promotion.

4 4.4 OTHER INFRASTRUCTURE Objectives The Major cities and town where towns where congestion is increasing, need to be decongested in a planned way. Residential, educational and recreational facilities in the capital city and in other important towns shall be improved and augmented to cater to be future needs Strategy A prospective plan for developing the infrastructure for water supply, electricity, waste disposal and drainage shall be prepared by the end of 2001 for the district headquarter towns of the State. The prospective plan would be implemented in a phased manner by the end of A twin city of Guwahati would be developed on the north bank of river Brahmaputra to accommodate 20 lakh people by the end of The development of this city would be undertaken in a phased manner. To decongest the existing city of Guwahati certain commercial establishments would be shifted out of the city and accommodated in identified locations for the purpose in the new city. Sattelite towns around Guwahati and other existing towns shall be developed according to the needs in a phased manner with the help of private investment to provide important service facilities for neighbouring villages. For public convenience all district offices of Kamrup district would be brought under multi stories office complex by FLOOD CONTROL Objectives Protection to agricultural lands and important infrastructure from the flood damages would be provided.

5 4.5.2 Strategy Master plan for flood control, prepared by the Brahmaputra Board shall be implemented in a phased manner. Co-operation of neighbouring states in implementing the plan for flood protection and prevention would be sought at the highest level. Source: Access time: 03/03/2003
