One contact person details must be provided. Language All proposal documentation shall be in English Evaluation of Company The Evaluation Committee will examine the EOI s received. The consultancy is expected to hand in in the first step of the tender process an overview of 5 reference projects in order to evaluate the eligibility of the company. Based on this eligibility check, GIZ will shortlist 3 companies and invite them for a presentation of 15 minutes and technical discussion, including Q&A, where the consultancies or the consultant is expected to present their working approach. In both steps, the eligibility and the presentation will be evaluated according to the attached grid. Submitting a EOI after the deadline for submission of quotations given will invalidate the submission; It is the exclusive responsibility of the offering party to ensure that the package containing the documents reaches the designated address before the closing date/time, so that it is time stamped and acceptable for opening. 3 Invitation for Expression of Interest Consultancy for Supporting RPJMN and RENSTRA Development External Announcement 07 September 2018 The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German implementing organisation which provides services worldwide in the field of international cooperation for sustainable development. We work to shape a future worth living in over 120 countries around the world. GIZ implements the projects Sustainable Urban Transport Programme Indonesia (SUTRI) Nationally Appropriate Mitigation Action (NAMA) and TRANSfer III (Facilitating the Development of Ambitious Transport Mitigation Actions) in Indonesia Background: SUTRI NAMA as registered with the UNFCCC aims to tackle challenges of growing urban traffic congestion and increasing urban transport related greenhouse gas emissions by transforming urban transport in Indonesia with a mix of capacity-building and investment measures provided through a national sustainable urban transport programme. SUTRI NAMA is implemented starting December 2017 with the support from the NAMA Facility through GIZ as the delivery organization. Co-financed by the State Secretariat of Eoconomic Affairs of Switzerland (SECO), the Indonesian Bus Rapid Transit (BRT) Corridor Development Project (INDOBUS) is a project component of SUTRI NAMA which aims to assist selected Indonesian cities in developing bus rapid transit corridors as a back-bone for sustainable urban mobility systems and strengthening respective regulations regarding BRT at the national level. TRANSfer III acts as an incubator for transport mitigation actions to unlock mitigation potentials, focuses several countries including Indonesia. In Indonesia TRANSfer III supports the development of ready-to implement freight transport mitigation policies in the freight/logistics sector. The Government of Indonesia (GoI) has been developing the Mid-Term National Development Plan (RPJMN) To ensure that the goals and objectives of SUTRI NAMA, INDOBUS and TRANSfer are relevant and in-line to the needs of GoI and to mainstream urban transport and freight/logistics in the RPJMN and Ministry of Transportation (MoT) Strategic Plan (RENSTRA) , GIZ is looking for a qualified company candidate that based in Indonesia to provide: Consultancy for Supporting RPJMN and RENSTRA Development GIZ invites qualified consulting companies to submit their expression of interest including their company information with details of key personnel and relevant job reference (both local and overseas). Further details including deliverables, timelines and services required are mentioned in the attached Terms of Reference and annexes. 5 TERMS OF REFERENCE Sustainable Urban Transport Programme Indonesia SUTRI NAMA (PN: ) TRANSfer III Green Freight Programme Development in Indonesia (PN ) Short-term National Consultant for Supporting RPJMN and RENSTRA Development Background The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people s living conditions on a sustainable basis. SUTRI NAMA and INDOBUS In 2009, the Government of Indonesia committed to a 26% greenhouse gas emission reduction by 2020 from business as usual baseline levels, and to 41% reduction with international support as voluntary action called as Nationally Appropriate Mitigation Action (NAMA). Transport is the third largest source of energy-related CO 2 emissions in Indonesia (23%; equivalent to 68 MtCO 2-eq in 2005). Due to strong urbanisation and motorisation trends, transport has become a significant challenge for cities in Indonesia. In order to fulfil Indonesia s international commitments in reducing national greenhouse gas emissions in the transport sector, the Ministry of Transportation Indonesia with the assistance of GIZ had developed a Sustainable Urban Transport Programme in Indonesia (SUTRI NAMA). In 2015, a NAMA Support Project (NSP) was selected by the NAMA Facility to support the implementation of the Sustainable Urban Transport Programme Indonesia (SUTRI NAMA). The NSP includes (1) the establishment of a Technical Support Unit at national level that will provide technical guidance and capacity development for local governments, and (2) the development of an effective funding mechanism to co-finance the implementation of public transport and transport demand management projects. In five pilot cities, the NSP will develop (3) a project pipeline of eligible demonstration projects and co-finance (4) the implementation of demonstration projects in up to five cities (e.g. bus fleet investment, improvement of public transport corridors, parking management and pedestrian programmes). In order to monitor and increase transparency of the achieved impacts, the NSP will establish (5) an MRV system that initiates systematic monitoring of urban transport development which is urgently needed for effective decision-making. SUTRI NAMA as registered with the UNFCCC aims to tackle challenges of growing urban traffic congestion and increasing urban transport related greenhouse gas emissions by transforming urban transport in Indonesia with a mix of capacity-building and investment measures provided through a national sustainable urban transport programme. SUTRI NAMA is being implemented starting from the year 2018 with support from the NAMA Facility provided through GIZ as the delivery organization. The State Secretariat of Economic Affairs of Switzerland (SECO) agreed to co-finance the additional technical component of SUTRI NAMA Indonesian Bus Rapid Transit Corridor Development Project (INDOBUS), which aims to assist selected Indonesian cities in developing bus rapid transit corridors as a back-bone for sustainable urban mobility systems, as well as strengthening respective regulations regarding BRT at the national level. The component will be active both at local and national level in the field of BRT planning, project management support, BRT operations management, public transport funding as well as reform of the private minibus-sector towards participation in operating consortiums. At national level coordination has to be sought between the several relevant line Page 5

6 ministries; best-practice examples / project achievements have to be documented, published and promoted for replication. TRANSfer TRANSfer III acts as an incubator for transport mitigation actions to unlock mitigation potentials. The development of ready-to-implement transport mitigation measures and initial support for implementation will be the focus of the cooperation with Indonesia, Philippines, Thailand, Colombia, most likely Tunisia, and at least one further country which still needs to be identified. The Indonesian government has committed to a 29% mitigation target until Implementation strategies do not yet take the freight sector explicitly into account. The level of ambition can therefore be strengthened through the implementation of mitigation projects addressing the freight sector that is estimated to account for 41% of transport emissions. Despite being the largest island state in the world, 97% of all goods are transported on roads. The Indonesian government currently focuses on the development of a maritime highway and the improvement of intermodal transport hubs. Consequently, in Indonesia TRANSfer III supports the development of ready-to-implement freight transport mitigation policies in the freight/logistics sector. Generally speaking, any strategy, policy, programme or project that reduces greenhouse gas emissions in freight transport and that is suitable for future financing is a valid mitigation measure. The following indicators are to be achieved at the end of the TRANSfer project - Concept Document developed by 10/2019: The concept document describes the green freight programme and its technical implementation details, financing concept and MRV concept - Action Plan developed by 12/2019: The practical steps for the implementation are defined in an implementation and action plan. - Funding secured by 12/2019: a letter of interest for funding is available by 06/2019 and funding allocated by 12/2019 National Development Plan National Medium-Term Development Planning (RPJMN) paved the way for the Government of Indonesia (GoI) to achieve the vision towards Indonesia as a sovereign nation, selfreliant, and strong personality based on mutual cooperation 1 with 7 missions as the overarching development goals. There are two transportation agenda to achieve the development goals: 1) Strengthen national connectivity and 2) develop urban mass transportation. Ministry of Transportation (MoT) as the responsible ministry for transportation sector formulated Strategic Plan (RENSTRA) to align and synchronize RPJMN goals and national agenda in transportation sector. As result, 13 transportation goals were set, which include the development of urban mass transportation and GHG emission reduction including BRT development and national logistic system. SUTRI NAMA and INDOBUS framework supports the overarching development goals set in RPJMN and MoT s RENSTRA. However, the current RPJMN will come to the end in 2019 and the next RPJMN ( ) is being prepared. To ensure that goals and objectives of SUTRI NAMA, INDOBUS and TRANSfer III are relevant to the needs of GoI and to mainstream urban transport and freight issues to next RPJMN, the Project seeks a qualified consultancy for supporting the development of RPJMN in transportation sector and MoT s RENSTRA Objectives of the consultancy The objective of the consultancy includes but is not limited to: 1 Presidential Regulation of the Republic of Indonesia No. 2 Year 2015 Page 6

7 Support of the SUTRI NAMA/TRANSfer programme s initiative to prepare the elaboration and development of new RPJMN and RENSTRA for urban and freight transport sector Provide professional advice and input to and to cooperate with a broad range of target groups particularly in the fields of the elaboration of transportation fields between MoT, Ministry of Public Works and Housing (MoPWH), Ministry of Finance (MoF), National Development Planning Agency (BAPPENAS), Financial Institution(s), Ministry of Home Affair (MoHA), and the private sector Active contribution to achieving the programme s results and preparation of deliverables in a timely and qualitative sell satisfactory manner as specified in the programme concept Integration of results and experiences into team efforts and into all relevant groups Scope, tasks and deliverables The scope of work of the consultant shall include but not necessarily be limited to the following to be carried out under supervision of the GIZ SUTRI NAMA and TRANSfer project staff. Initial preparation activities: - Based on available information including this ToR, to submit one-page preliminary workplan prior to the contracting process. The workplan shall consist of at least methods of work on specific items and estimated timeline - Revise and update the workplan based on GIZ SUTRI NAMA & INDOBUS and TRANSfer project staff comments and inputs along the process - Kick-off meeting with GIZ transport team one week after signing of contract and mid-term meeting/workshop with GIZ transport team (and possibly international backstopping team) in October/November Tasks Activities Maximum expert days 1. Review current RPJMN and MoT s RENSTRA and other relevant documents - Deskwork: understand and review existing relevant documents, including but not limited to RPJPN, RPJMN, RENSTRA, public policy, state budget, public financing mechanism, private sector mechanism 5 - Assess the progress, achievement, and challenges of current RPJMN - Identify challenges in Indonesia in general in terms of development agenda and financing development and more specific in transportation sector - Develop questionnaires to prepare consultation and dialogue with relevant stakeholders - Develop stakeholder mapping in regards to RPJMN and RENSTRA development process - Develop detailed work plan for developing support to background study of RPJMN and RENSTRA for urban transport and logistic sector 2. General qualifications At least master s degree in relevant field: public policy, urban (transport) planning, (transport) economics, freight/logistic or related disciplines with a focus on development planning and policy more specifically transport planning. Specific qualifications: - At least 1 expert with minimum 10 years of experience in public policy, experience in national policy development (RPJMN and/or RENSTRA and/or state budget), experience in urban transport planning, and national logistic system - At least 1 expert with a minimum of 5 years of experience in public policy and public finance - At least 1 expert with a minimum of 3 years of experience in urban transport - At least 1 expert with a minimum of 3 years of experience in freight and logistic b. Term of Assignment and Total Workload In the period of the contract assignment, the prospective workload for this consultancy is estimated up to 55 total expert days. Sub-contracting is not permitted. Any direct costs should be appended to this ToR where appropriate. Further conditions of the consultancy Place of Assignment: Jakarta Reporting: The consultancy will provide a brief report on their activities during the past month on the first week of the upcoming month, with a short textual description of realised activities and a time sheet indicating activity, the time worked on this activity and the time left for the related work package (in comparison with the proposed time budget which can be adjusted in case needed after consultation with GIZ Project team) Costs for travel and accommodation: GIZ will not cover travel and accommodation costs Payment modalities: Payment is made in three stages: A deposit of 20% by signing the contract and then interim payments conditional to the submissions of deliverables according to the table in chapter 5 Timing.
