Utility Structure mean maintenance hole, catch bain, valve chamber, ditch inlet, and other imilar tructure ued to acce ervice uch a ewer, water, electric, and telephone to carry out maintenance and repair work MATERIALS Granular Material Granular material hall be according to OPSS Water Water hall be free of contaminant that could adverely affect fill material or the environment EQUIPMENT Compaction General The type of compaction equipment ued hall be uited to the material to be compacted, degree of compaction required, and pace available. Compaction equipment for control trip hall have a minimum tatic weight of 9,000 kg Hand Operated Vibratory Equipment Hand operated vibratory equipment hall have a power output no greater than 9.9 kw Water Equipment for applying water hall be capable of uniform ditribution with proper flow control Nuclear Moiture and Denity Gauge Each nuclear moiture and denity gauge (gauge) hall have been calibrated within the lat 12 month either by the manufacturer or other qualified agent againt certified denity and moiture reference block. The regitered owner of the gauge hall maintain a valid Radioiotope Licene for each gauge CONSTRUCTION General The method of placing and lift thickne of earth or granular material hall be according to the pecification that govern the Work. When not pecified, the lift thickne of earth hall not exceed 300 mm and the lift thickne for granular material hall not exceed 150 mm. When field teting indicate that the required degree of compaction cannot be obtained with the equipment in ue or the procedure being followed, the operation hall be modified o that the equipment and procedure will produce the required reult Retricted Zone Hand operated vibratory type compaction equipment hall be ued behind all retaining tructure to compact fill material within retricted zone a follow: a) Abutment and Retaining Wall An area within a plane extending from the bae of the back face of the wall where it contact the footing upward at a lope of 1H:1.5V to a maximum ditance of 2.5 m from the wall. b) Wingwall An area within 1.5 m from the back face of the wall Water for Compaction Water hall be applied, a neceary, to achieve the degree of compaction required. When the Contract include a eparate item for water for compaction, the water hall be applied with the approval of the Contract Adminitrator Quality Control General Quality control (QC) teting hall be carried out to enure that earth and granular material ued in the Work are compacted according to the requirement a pecified in the Contract Document. The two method for conducting QC for compaction are referred to a Method A and Method B. Method A hall be ued when Method B i not pecified in the Contract Document. Field denity and field moiture determination hall be made according to ASTM D Method A The MDD hall be determined uing LS-706. Granular material hall be compacted to a denity of 100% of the MDD and all earth material hall be compacted to a denity of 95% of the MDD. November 2017 Page of 15 OPSS.MUNI 501

5 For the ituation decribed in Table 1, Part IV, a minimum of 2 field denity and moiture content tet hall be carried out at random location within each lot. For all other ituation, each lot hall be divided into equal ublot and a minimum of one field denity and moiture tet hall be carried out at random location within each ublot. Tet reult hall be reported on the Field Compaction Report form in Appendix B or another approved form which hall be igned and ubmitted to the Contract Adminitrator Method B General Compaction teting hall be baed on material placed and compacted in the Work on a lot-by-lot bai according to the Lot Teting claue. Compaction acceptance hall be according to the Acceptance claue and hall be baed on target denitie etablihed according to the Target Denity claue, QC compaction field tet reult, and, where applicable, a tatitical analyi of thoe reult Submiion of Tet Data Prior to contruction of a control trip, a copy of all QC laboratory tet reult for LS-706 required by the Control Strip claue to determine optimum moiture content (OMC) of the control trip material hall be delivered to the Contract Adminitrator. All field tet reult and aociated information relating to the control trip, including target denity, lot location, lift thickne, probe depth, moiture content, wet denity, and all QC lot compaction calculation hall be recorded at the time of teting on the Field Compaction Report form in Appendix B. Thi form hall be available at any time for review, upon requet, and hall be ubmitted to the Contract Adminitrator prior to placement of any ubequent lift and within two Buine Day following the completion of a lot Tet Equipment and Operator Training General Field denity and field moiture meaurement for QC compaction teting of earth and granular material hall be carried out uing gauge and ancillary equipment. Only qualified operator uing properly calibrated gauge hall conduct QC compaction teting Nuclear Moiture and Denity Gauge Requirement A copy of a valid calibration certificate, including the make, model number, and erial number for each gauge, hall be ubmitted to the Contract Adminitrator, prior to ue of the gauge in compaction teting. In addition, the Contract Adminitrator may requet that the operator perform a tandardization procedure according to ASTM D If the gauge doe not meet the tandardization requirement or exhibit malfunction of any kind, the gauge hall be replaced. 6 Operator Requirement Each operator hall have been trained in the afe operation, tranportation, and handling of the gauge. Prior to conducting QC compaction teting, the operator hall provide acceptable proof of proficiency in the ue of a gauge and the correct procedure to determine lot and ublot ize, field dry denity, percent relative compaction, mean, tandard deviation, and the Quality Index of a compacted lot of material by ubmitting one of the following: a) a gauge operator certification document or card from a training program acceptable to the Owner and conducted within the Province of Ontario within the lat 2 year; or b) a document (e.g., intruction notice or letter) igned by the Owner howing that the operator ha demontrated proficiency on a Contract either contructed or being contructed for the ame Owner within the ame contruction year a the compaction teting being carried out for thi Contract. If the operator cannot provide either of the two document tated above, then at the Contract Adminitrator dicretion, the operator hall demontrate hi or her proficiency to the Owner. In thi cae, arrangement hall be made with the Contract Adminitrator regarding the chedule, location, and material for uch demontration. The firt 2 demontration may include up to 5 operator and 5 gauge and hall be carried out at no charge. Additional demontration hall be charged at the rate of $500. Where a demontration i carried out, acceptability of the operator hall be valid for the current calendar year only Target Denity New target denitie hall be etablihed for each eparate component of the Work (e.g., backfilling of a trench, contruction of a granular bae, or placement of cover) at the following time: a) For earth and granular material: i. At the time of initial ue of each ource. ii. When there i a perceptible change in the appearance or gradation of the material or both. iii. At leat once per calendar year on all carry-over Contract. b) For earth being placed: i. A backfill, after QC lot repreenting 2,000 tonne or 1,000 m 3 of material have been completed, whether accepted or rejected, on the bai of one et of target denity value, or ii. For all other purpoe, after each 10 QC lot of material have been completed, whether accepted or rejected, on the bai of one et of target denity value. c) For granular material being placed: i. A backfill, or at the dicretion of the Contract Adminitrator, any other area, after QC lot repreenting 5,000 tonne or 2,500 m 3 of material have been completed, whether accepted or rejected, on the bai of one et of target denity value, or ii. For all other purpoe, after each 25 QC lot of material have been completed, whether accepted or rejected, on the bai of one et of target denity value. The new target denity hall be etablihed by the contruction of a control trip according to the Control Strip claue, except the new target denity hall be baed on the maximum dry denity (MDD) a determined by LS-706 not more than 1 Day prior to placing the material, when: a) Placing material in confined area that do not allow equipment meeting the requirement pecified in the Compaction claue to be ued. 7 b) With the conent of the Contract Adminitrator, a control trip cannot be reaonably contructed or i impractical. The MDD ued for the new target denity hall be the average of the MDD calculated from a minimum of three independent ample elected from the material to be ued Control Strip Prior to contruction of a control trip: a) A minimum notice of 2 hour hall be given to the Contract Adminitrator, and b) The optimum moiture content (OMC) of the material hall be determined according to LS-706. Each control trip hall conit of a ingle uniform lift not more than 300 mm in depth and covering at leat 00 m². The urface of each control trip hall be graded flat. Prior to compaction, the field moiture content of the control trip material hall be determined at a minimum of three randomly elected location. The average moiture content at thoe three location hall be no le than 2.0% lower than and no more than 1.0% greater than the OMC of the control trip material. If the average moiture content i not within thi range, the moiture content of the material hall be uniformly adjuted (e.g. by adding water and re-mixing or carifying and drying). The material hall then be graded flat and re-teted. Thi proce hall be repeated until the average moiture content of the material, at a minimum of three randomly elected location, i no le than 2.0% lower than and no more than 1.0% greater than the OMC of the control trip material. When the OMC i within the acceptable range, the compaction equipment hall make ix pae over the entire urface of the control trip. A pa hall be deemed to be compaction of the full width of the control trip in one direction only. The field wet denity and field moiture content hall be determined at a minimum of three randomly elected location. The average dry denity from thee location hall be calculated and ued a the initial dry denity value. All pae of the compaction equipment for the control trip hall be carried out in vibratory mode at a peed of no more than 5 km/hour. The compaction equipment hall then make 2 additional pae over the entire urface of the control trip. A minimum of three eparate random field denity and moiture content determination hall then be made and a new average dry denity hall be calculated. If the new average dry denity exceed the previou value by more than t/m³, then additional pae of the equipment hall be carried out a decribed above. If the new average dry denity doe not exceed the previou value by more than t/m³, then the compaction of the control trip hall be conidered complete. Upon completion of the control trip, an additional even field wet denity and moiture content tet hall be taken at random location and the dry denity value determined. 8 trip hall be the average of the dry denity value determined at the even additional random location plu the three mot recent value determined for completion of the control trip Lot Teting For compaction control, a unique et of lot ditinguihed from each other by an appropriate letter or number deignation, hall be etablihed for each of the following: a) Each eparate component of the Work (e.g., backfilling a tructure or a trench or contruction of a granular bae). b) Material from different ource. c) Material with different compaction propertie. d) When recompaction i carried out following retoration, carification, or placement of additional material onto previouly teted and accepted lot. e) When directed by the Contract Adminitrator. The individual lot within each unique et of lot hall be conecutively numbered and with no duplication. Lot ize hall not exceed the limit a hown in Table 1. All viibly oft or looe area hall be compacted prior to teting. For the ituation decribed in Table 1, Part IV, a minimum of 2 field denity and moiture content tet hall be carried out at random location within each lot. For all other ituation, each lot hall be divided into equal ublot and a minimum of one field denity and moiture tet hall be carried out at random location within each ublot and the reult ued to calculate the Quality Index according to the Quality Index claue. In addition, regardle of the ituation, when a lot of material i plit between both ide of a pipe, ewer, or culvert, at leat one field denity and moiture content tet hall be taken on each ide of that pipe, ewer, or culvert. The gauge probe hall extend to the full depth of the lift, unle otherwie allowed by the Modified Layer Compaction Method according to OPSS 206. The probe hall not extend beyond the lift being teted. During the compaction proce, the field wet denity value and moiture content for each gauge tet hall be recorded on the Field Compaction Report form in Appendix B. The field dry denity of each ublot hall then be calculated a a percentage of the target denity to the nearet 0.1%. The mean and tandard deviation and the Quality Index, where applicable, of the field dry denity value hall be calculated to the nearet 0.1% and recorded on the form for each lot. The Field Compaction Report form in Appendix B hall be contantly updated with new tet data and the aociated calculation completed a the teting i being done. Thi form hall be made available to the Contract Adminitrator at any time, upon requet Quality Index The Quality Index (Qi), hall be calculated from the mean ( x ) and tandard deviation () of the percent target denity which ha been determined from all ublot within a QC compaction lot during the compaction proce. The value for Quality Index, lot mean, and lot tandard deviation hall be computed a follow: November 2017 Page 8 of 15 OPSS.MUNI 501

9 a) For material placed in embankment within 50 m of a tructure; placed a bedding, embedment, cover or backfill material to pipe, ewer, or culvert; or placed a backfill to tructure, utility tructure, o mall foundation (e.g., anchor block, ign pot, and formwork): For earth material: x - 95 Q i = For granular material: x - 98 Q i = b) For material placed in all other ituation: For earth material: x - 90 = Q i For granular material: x - 95 Q i = Where: Q i = Quality Index, calculated to two decimal place. x = Lot mean, the tatitical value that decribe the arithmetic average of ublot tet reult (dry denity expreed a a percentage of the target denity). Lot mean i the um of individual ublot tet reult divided by the number of tet reult, calculated to 0.1% a follow: x1 x2 x x 3 x 1 xi i1 S = Lot tandard deviation (n-1), the tatitical value that decribe the ditribution of ublot tet reult (dry denity expreed a a percentage of the target denity) about the lot mean. Standard deviation i the quare root of the um of the quare of the difference between each ublot tet reult and the lot mean divided by the number of tet reult minu one. It i calculated to 0.1% uing the following expreion: = i=1 2 ( xi - x ) Acceptance For the ituation decribed in Table 1, Part IV, acceptance or rejection of a QC lot for compaction hall be baed on 2 or more random field denity and moiture content tet taken within the lot. For a lot to be acceptable, all tet hall be at leat 100% and 98% of the target denity etablihed for granular and earth material, repectively. Otherwie, the QC lot hall be rejected for compaction. For all other ituation, acceptance or rejection of a QC lot for compaction hall be etablihed by calculation of the Quality Index, according to the Quality Index claue. When Q i ha a value equal to or greater than 1.7, the QC lot hall be accepted; otherwie, the lot hall be rejected for compaction. Accepted QC lot damaged by vehicular traffic hall be retored prior to placement of any overlying material. Surface of accepted QC lot with rut greater than 50 mm in depth in earth or 25 mm in depth in granular material hall be regraded and the upper lift recompacted to meet the pecified compaction requirement. Material that cannot be uccefully recompacted hall be removed and replaced with new material. November 2017 Page 9 of 15 OPSS.MUNI 501

10 Rejected Lot If a QC lot i rejected for compaction, the lot hall be recompacted with adjutment to the moiture content, a required, until atifactory compaction i achieved. The recompacted lot hall be reteted and a deciion made, a decribed in the Acceptance claue. When compaction of a QC lot doe not meet the acceptance criteria and when the Contract Adminitrator ha been atified that thi i not a reult of the Contractor' operation or equipment, a new target denity hall be etablihed for that operation Management of Exce Material Management of exce material hall be according to the Contract Document QUALITY ASSURANCE General Field denity and field moiture determination hall be made in accordance with ASTM D When Method B i pecified for the QC of compaction, then Method B hall be ued for quality aurance (QA) Method A The MDD hall be determined uing LS-706. Granular material hall be compacted to a denity of 100% of the MDD and all earth material hall be compacted to a denity of 95% of the MDD. Tet reult hall be reported on the Field Compaction Report form in Appendix B or another approved form which hall be igned and ubmitted to the Contract Adminitrator Method B General The Contract Adminitrator hall conduct random teting or inpection of QC record or both to etablih the acceptability of the QC compaction teting and verification of the field moiture content, field dry denity, OMC, MDD, target denity, and the Quality Index, where applicable. The Contract Adminitrator may verify that the target denity etablihed for a control trip i baed on the ue of uitable compaction equipment. Provided that the MDD and OMC value determined by LS-706, a applicable, indicate an adequate target denity i being achieved, the compaction equipment hall be conidered uitable. If the compaction equipment i not capable of obtaining an adequate target denity at the required moiture content, the equipment hall be conidered unuitable and hall be replaced with equipment that i able to obtain an appropriate target denity. Reaonable acce to a control trip or to compacted QC lot hall be provided prior to placement of ubequent lift of material. Subequent lift, including HMA, may not be placed until QA teting ha been conducted or waived by the Contract Adminitrator. November 2017 Page 10 of 15 OPSS.MUNI 501

11 Gauge Verification Gauge verification QA hall conit of taking random field denity and moiture content meaurement of a compacted lot or control trip and the ubequent calculation of the average dry denity. Provided that the average dry denity determined by QC tet reult for the ame material i within 139 kg/m 3 for granular and 150 kg/m 3 for earth when compared with the QA average dry denity, the QC tet reult hall be conidered valid Compaction For the ituation decribed in Table 1, Part IV, compaction QA hall conit of taking 2 or more random field denity and moiture content meaurement of each compacted lot and the ubequent determination of percent target denity. For all other ituation, compaction QA hall conit of taking random field denity and moiture meaurement of a compacted lot or control trip and the ubequent calculation of the Quality Index for the lot. Provided that the lot i acceptable, according to the requirement pecified in the Acceptance claue, no further action hall be taken. However, if the lot i rejected baed on compaction teting or demontrate error in QC reporting, an invetigation hall take place to determine and reolve the dicrepancie. The invetigation may include, but i not limited to, any of the following: a) Recompaction of the lot. b) Reteting of the lot by the Contractor. c) Etablihment of a new target denity by control trip. d) Re-inpection of the gauge or operator or both by the Owner. e) Recalibration of the gauge. f) Removal of unuitable material Quality Control Record Inpection QC record of the lot or control trip elected by the Contract Adminitrator hall be inpected for calculation error, miing tet data, or improper lot quantitie. If error or omiion are found that identify inufficiently compacted or improperly or unteted lot, the Contractor hall make all uch lot available and recompact or retet thee lot or both o that they comply with the pecified compaction requirement Charge The Contract Adminitrator hall charge the Contractor $50.00 for each lot that require reteting which ha been identified through QA compaction teting or a review of QC record. In addition, immediately following the dicovery of a dicrepancy or inadequate compaction, all new lot hall be ubjected to QA compaction teting prior to acceptance. If any of the new lot do not meet the pecified compaction requirement, the Contractor hall be charged a fee of $50.00 for each lot. 12 MEASUREMENT FOR PAYMENT Actual Meaurement Water for Compaction Meaurement of water for compaction hall be in cubic metre uing one of the following method: a) The ma of the water hall be determined by weighing a pecified in the Contract Document. The ma of the water hall be converted to cubic metre uing a factor of 1,000 kg to 1 m 3. b) The water tank hall be meaured and it volume computed in cubic metre. c) The water hall be meaured through a water meter of approved deign BASIS OF PAYMENT Compaction Payment at the Contract price of the appropriate tender item requiring compaction of earth and granular material hall be full compenation for all labour, Equipment, and Material to do the work of compacting, including the water ued for compaction, unle the Contract contain a eparate tender item for Water for Compaction. Any work required to repair or remove and replace damaged QC lot accepted uing Method B hall be at no additional cot to the Owner. Replacement of unuitable equipment to obtain an appropriate target denity uing Method B hall be at no additional cot to the Owner. Replacement of a gauge hall be at no additional cot to the Owner. Any work required to recompact or retet material a a reult of QA compaction teting or QC record inpection hall be at no additional cot to the Owner Water for Compaction - Item Payment at the Contract price for the above tender item hall be full compenation for all labour, Equipment, and Material to do the work. When the Contract doe not contain a eparate tender item for water for compaction, the Contract price for the tender item in which the water for compaction i ued hall include full compenation for all labour, Equipment, and Material to do the work. 15 Appendix 501-B, November 2017 FOR USE IN MUNICIPAL CONTRACTS, WHEN REFERENCED IN THE CONTRACT DOCUMENTS Note: Thi i a non-mandatory Additional Information Appendix intended to provide upplementary requirement for the OPS pecification in a municipal contract, when the appendix i invoked by the Owner. It i written in mandatory language to permit invoking it by reference in the Contract Document. If the appendix ha not been invoked by reference in the Contract Document, it doe not apply.
