2 Implementation Status and Key Decisions At project level the implementation continues to improve over the current reporting period. The PIU is mostly fully staffed and operating well. Procurement for a number of major contracts has been completed e.g. direct contract with UNCTAD for ASYCUDA implementation, contracts for construction of data/disaster recovery center, Abunasr Farahi ICD Boundary wall etc., while others activities e.g. feasibility study for National Single Window and Trade Portal, User perception Survey, operations and management services for Customs Training Academy, and other infrastructure development contracts are in advanced stage of procurement. The project has committed more than 50% of the grant, and disbursed nearly 40% funds since effectiveness of the additional grant at the end of June Implementation of all five project components (automation through ASYCUDA, improvement to ACD infrastructure, setting up of the Executive Information System, Customs To Customs (C2C) cooperation, and Technical Assistance) is showing adequate progress. However ACD has finalized preparations to conduct performance measurement surveys at key locations by January Furthermore Terms of reference and RFP has been prepared and EOI is planned to be published to select firm to conduct the user perception survey. It is expected that the results for the three indicators will be available by the next reporting period. (i) Customs to customs data exchange through secure s operational between Afghanistan and Pakistan, (ii) Customs to Customs Cooperation Agreement signed between Afghanistan and Tajikistan, technical protocol signed, and real time data exchange formally commenced from February (iii) Customs to Customs MoU signed between Afghan Customs and Iran Customs, and (iv) negotions for signing MoU between Afghan Customs and UAE Customs in process. No change from previous reporting primarily due to delayed effectiveness. Technical missions to Iran and Pakistan are being planned for APril and June 2017 respectively. Real time data exchange between Afghan and Tajikistan Customs and Afghan and Pakistan Customs. C2C MoU between Afghanistan and Iran signed. Provision of selected Customs infrastructure to enable modernized operations (Text, Custom) -- Procurement initiated for construction of boundary wall of Abu Naser Farahi Custom House, installation of weigh in motion sensors, and construction of ASYCUDA data center. Four contracts for construction of boundary wall of Abu Naser Farahi Custom House, construction of data center/disaster recovery center, overhead water reservoir for Customs Academy, and T-wall for Aquina ICD awarded and work underway. Procurement underway for four contracts i.e. construction of Nimroz truck Parking, Aquina inside roads, and Weish inside roads and water tower. Bids for two received and under evaluation, while the other two have been advertised. Contracts awarded for at least 8 subprojects, and agreed Infrastructure works completed 12/21/2016 Page 7 of 10

Technical assistance to support the development of an adequate regulatory, administrative and institutional framework for Customs (Text, Custom) Process for selection of consultant firm to conduct feasibility of National Single Window underway. Technical evaluation of proposals in process. -- ACD working on preparing HR policy and Enforcement Policy Implementation Plans. Amendment to articles pertaining to Enforcement in the Customs Act was finalized and approved by the President of Islamic Republic of Afghanistan through a legal decree. The Tashkeel of 1395 of ACD (which included Customs Law Enforcement Directorate) was approved by the Directorate of Administrative Reforms and Civil Services Commission. The implementation plan for setting up Enforcement wing drafted and under review. The transfer and deployment of officers in Enforcement department has already started and the enforcement department s teams have gone through the short term capacity building courses at ANCA and some special trainings for Customs Police are going on at Studies completed for (i) National Single Window feasibility, (ii) Trade Portal development (iii) Technology equipment feasibilities. Experts hired for Legislative review, strengthening of PCA, valuation and risk management and enforcement. Action Plan for setting up enforcement wing completed 12/21/2016 Page 8 of 10

9 the Academy. A proposal for HR Autonomy was drafted, and approved by the Minister of Finance. Overall Comments Implementation progress has improved significantly since the last reporting period. Procurement activities have picked up, with a number of contracts awarded e.g. direct contract with UNCTAD for ASYCUDA implementation, contract for construction of data/disaster recovery center, contract for construction of Abunasr Farahi Boundary wall, contract for construction of water tower for Customs Academy, and 46 other smaller contracts. Procurement for a number of other activities is in process. Nearly 40% of additional financing grant has been disbursed.
