19 Adopt Procurement Policy for Green Electronics Maryland s Green Purchasing Committee has adopted Guidelines for electronic equipment. The State of Maryland, in accordance with State Finance and Procurement Article Section 4-414, requires that when purchasing EPEAT eligible electronic products, state units purchase electronic products that comply with the following: Listed or rated gold or silver on the EPEAT registry. Check the EPEAT Registry (and ENERGY STAR list) to find products that meet your needs Ask vendors to demonstrate equipment that meets your specs (RFI) Research environmental features and equipment options on the Buyers Laboratory (BLI) website, 21

22 Options for Procuring Green Electronics Require vendors to only offer products on the EPEAT Registry (or ENERGY STAR list) Add EPEAT-registered products to your market basket/core or bid list Give points in RFP to vendors that offer the most EPEAT-registered products (or products that have achieved Gold Status) Find compliant products on existing contracts 22

23 Green Bid Specifications Equipment shall be EPEAT-registered (isolated exceptions shall be ENERGY STAR-certified) Must include auto-duplexing equipment; duplex mode must be set to on by default Shipped with energy management systems (sleep/standby modes) enabled Vendor shall guarantee that equipment (including duplexing) works reliably with recycled paper and remanufactured toner/ink cartridges Vendor shall provide annual compliance reports Vendor shall take-back equipment & responsibly recycle it 23

24 Bid Evaluation Verify that products offered meet green specs (e.g., are on EPEAT Registry, ENERGY STAR list, etc.) May want to conduct performance tests Consider calculating TCO of competing products (including cost of energy, consumables) Multiple awards can increase variety of compliant products on Price Agreements 24

25 Assess Best Value by Vendors Consider awarding points (using an RFP) for: Offering wide selection of compliant products Using environmentally preferable packaging and delivery systems Providing (certified) electronic waste collection and recycling services (if not required) Demonstrating experience with training, technical assistance and contract outreach See sample vendor evaluation form in Guide 25
