SCOPE OF WORK The Scope of work of this tender consists of Tender for Supplying & Installation of CCTV Security & Surveillance System at the above referred locations as per Annexure-[I], Balmer Lawrie & Co. Ltd., 21 Netaji Subhas Road, Kolkata COMPLETION PERIOD The time schedule for the completion of the total work is 04 [Four] weeks from the Letter of Intent or placement of WORK ORDER (whichever is earlier.) TENDER SUBMISSION Tender to be submitted in sealed covers; super scribing Tender for Supplying & Installation of CCTV Security & Surveillance System at various residential complex at Kolkata. Detailed offer complete in all respects as stipulated in the General Conditions of contract should reach the Administration Department, by 3.00PM on 14 /09/2016. VALIDITY OF OFFER Tenderer shall keep their offer valid for a period of 60 Days from the date of opening of Offer. EARNEST MONEY DEPOSIT [ EMD] Submission of Tender documents should be accompanied by a Bank Draft or Bank Guarantee of Rs (Rupees Five thousand only) towards Earnest Money Deposit executed by any Scheduled Bank drawn in favour of M/s. Balmer Lawrie & Co. Ltd., payable at Kolkata. No interest will attract on this EMD. NON-CONFORMANCE Tenders not conforming to the above mentioned requirements are liable to be rejected. 3 Page- 03 General Conditions of Tender 1.0 This is only a Price Inquiry and not an order. 2.0 Testing / Inspection: The bidder should inspect all sites stipulated in Annex: I, before quoting to ascertain the area/measurements of the subject job. Items will be subject to inspection by Balmer Lawrie / authorized representatives. 3.0 Other Conditions 3.1 BL reserves the right to reject offers not meeting its Technical requirements and commercial conditions. 3.2 It may please be noted that bids of any tender may be rejected if a conflict of interest between the bidder and the Company/ its employees is detected at any stage 3.3 Balmer Lawrie & Co Ltd., shall have the right to cancel the job or reduce/ increase quantity from the schedule of job provided in Annexure -II without assigning any reason whatsoever. 4.0 TERMS & CONDITIONS 4.1 Firm Prices- On placement of order, prices will remain firm till completion of the job. 5.0 Delayed Delivery/Execution 5.1 Accept the delayed delivery/execution on price reduced by sum equivalent to One percent (1 %) of the total contract value per week of delay. 6.0 Terms of Payment Completion of the jobs in full & in all respects against joint inspection report and measurement Report by the vendor and Administration representative. The payment shall be made after 30(thirty) days from the date of submission of Bill. Retention Money: A sum of 10% of the billed value of the work shall be retained as Interest Free Retention Money for a period of 12 months on account of performance of the delivered items and report of water against guarantee clause. 7.0 Statutory Compliances: The bidder must provide photo copies of the following documents relating to the status of their firm and should produce the original for verification on demand: 1. PAN Card 2. Service Tax Registration Certificate 3. Trade License 4. VAT 8.0 Force Majeure: Any delay in or failure of the performance of either party hereto shall not constitute default hereunder or give rise to any claims for damages, if any, to the extent such delays failure of performance is caused by occurrences such as Acts of God or the public enemy expropriation or confiscation of facilities by Government Authorities, compliance with any order or request of any Govt. Authorities, was fires, floods, riots or illegal strikes.

Tender No. : 10 / dated 05/09/2016 Having examined the subject Tender Documents consisting of Notice Inviting Tender, General Conditions of Contract, Special Condition of Contract, Price Schedule and having understood the provisions of the said Tender Document and having thoroughly studied the requirements of Balmer Lawrie & Co. Ltd. to the work tendered for in connection with supply & Installation of CCTV security & surveillance system, I/We hereby submit our tender offer for the performance of proposed work in accordance with the terms and conditions as mentioned in the Tender Document at the rate[s] quoted by me / us in the accompanying price schedule based on the Schedule of Works included within the Tender document. 5 Page-05 Special Condition of Tender The special terms & condition as stated hereunder shall be read in conjunction with General Conditions of Tender: 1] No price escalation on cost of materials and labour charges shall be entertained. 2] The work is of very urgent in nature and must be completed within (04) Four weeks from the date of placement of order. 3] The Contractor should avoid any hindrance / obstruction at the work site. 4] The Tenderer shall organize Workmen s Insurance Policy for their Workmen. In case of any accident, company will not be liable for any compensation. The Tenderer shall also be abide by strictly the safety rules & regulation of M/s Balmer Lawrie during execution of work if they will be awarded by Work Order. 5] The rates shall be inclusive of all Taxes, Duties, or any duties levied by the Government or any local authority. Service tax will be paid extra as applicable. 6] The Tenderer may be required to carry out the works to be done in between Am to 6 Pm from Monday to Friday at their quoted rate. The job has to be executed at the above referred locations. 7] The works shall be carried out strictly in accordance with the specification as per quoted specification. Any defects in the work if found on account of materials as also workmanship to be rectified or redone by the Contractor at their own cost. 8] The undersigned shall not be bound to accept the lowest or any other tender and reserves the right to accept or to reject the tenders without assigning any reason whatsoever. 9] Period of Liability: The vendor shall guarantee the entire CCTV system installed at all the sites for a period of Twelve [12] months from the date of completion of their work. Any damage or defect that may arise or lie undiscovered at the time of issue of completion certificate, connected in any way with the system commissioned by the vendor for supply items or in the workmanship shall be rectified or replaced by the vendor at his own cost as deemed necessary by the Engineer in charge or in default, the Engineer in charge may cause the same to be made good by other workmen and deduct expenses from any sums that may be then or at any time thereafter, become due to contractor or from his security deposit or the proceeds of sale thereof or of a sufficient portion thereof. 10] Performance Guarantee & Warranty: The vendor shall guarantee that the CCTV system supplied and workmanship of work done and any fittings designed/ manufactured/ supplied by him are as specified in the tender schedule and wherever there is nothing specifically mentioned shall correspond to the best available grade and quality as required for the application. 11] Installation, Commissioning & Training: The installation, testing and commissioning of the CCTV system shall be carried out by your competent engineers/technicians at the site. During installation/commissioning, your engineer/technician shall impart necessary training to our personnel in operating and servicing the equipment to the level of clear understanding/adoptions. No separate charge shall be payable by us for the purpose. 12] Arbitration: Any dispute or difference arising under this purchase order shall be referred to appropriate court(s) under jurisdiction of The High Court for adjudication at Kolkata to a sole arbitrator to be appointed by the Managing Director, Balmer Lawrie & Co. Ltd. and the provisions of Arbitration Act, 1996 including any statutory modifications or enactment thereof shall apply to the Arbitration proceedings. The fees of the arbitrator, if any, shall be paid equally by both the parties. N. B- The tenderer is advised to visit all the sites stipulated as Annex: I under consideration for coverage of CCTV systems and examine our operational requirements and obtain all information that may be necessary for proper assessment of the surveillance CCTV systems.
