1 Request for Proposals Public Safety Call Recording System Santa Cruz Regional Questions and Answers April 20, 2016

2 Questions Submitted by: Vendor A - Make and model of VoIP phone system Intrado VIPER with Power911 - the admin and phones are integrated in a single system. - Model number of VoIP phone sets No phone sets in use. The desktop client runs on A911 Connect appliances by Intrado - the admin and phones are integrated in a single system. - Please provide the model number of the Spectrcom netclock installed Netclock/GPS Please provide Call Statistics to allow for the calculation of storage space for your retention period: o Please provide average number of 911 calls per year Average over last 5 years is 141,853; however, call volumes have been increasing by about 2% a year for the last several years. A better number to use is probably 156,272 (2% increase over 2015 call volume). o Please provide average length of 911 call I pulled two different sets of reports. The average length (answer to disconnect) is approximately 3 minutes and 33 seconds. The average talk time (excludes hold times) is approximately 1 minute and 53 seconds. o Please provide average number of radio PTTs per year None of the systems I utilize were able to provide this information. Using the statistics and reports that were available to me, I estimate about 2.4 million PTTs across all our recorded radios. o Please provide average length of PTTs None of the systems I utilize were able to provide this information. Using the statistics and reports that were available to me, I estimate an average of 8.3 seconds per PTT. However, we have MANY PTT recordings that are 1-2 seconds long. - How many supervisors would be involved in Quality Management if purchased Four - How many employees would be listed as call takers / dispatchers in total Forty-six - What CAD system is in use today Motorola Premier CAD (v ). The CAD will be replaced in 2018 so CAD integration may be deferred until then, but knowing pricing is important to us. - What is the 911 system in use today Intrado VIPER, currently running Power911 v5.3 and VIPER 3.2. However, the system will be upgraded in June 2016 to Power911 v5.5 and VIPER the admin and phones are integrated in a single system. - How many call taker positions are there SCR9-1-1 does not have dedicated dispatcher/calltaker positions. There are 15 total positions. - How many dispatch postions are there SCR9-1-1 does not have dedicated dispatcher/calltaker positions. There are 15 total positions. - Are call taker and dispatcher positions combined Yes - How many PC workstations are at each position Three - What Operating System is running on the PCs at each position Radio - Windows XP; CAD - Windows 7; Phones currently run Windows XP. After the June 2016 upgrade, the phones will be A911 appliances from Intrado running Windows 7 Embedded (32-bit). - How many video monitors are connected to each workstation at each position

3 There are 4 screens connected to each CAD PC, and 1 each for Radio & Phone. Of these, any screen recording would be limited to 1 or 2 of the CAD screens. - What is the resolution of the screens on each workstation at each position Three of the CAD monitors run at 1152x864. The 4th is a 32" 1080p TV. - What is the model of the Moducom console in use Moducom Ultra-Com, software release

4 Question Submitted by: Vendor B Optional Component and Feature section: How many MDC1200 Radio Frequencies are there? There are 8 radio channels with MDC1200 decoding available. Question Submitted by: Vendor C Can you confirm that the only forms/attachments published were- Appendix A and the RFP Word Document titled SCR9-1-1 Logging recorder RFP? (in the Proposal Structure section, it lists several titled documents, so I just want to make sure I didn t miss any forms. Examples- Reference, core system pricing, etc.) The structure section of the RFP is an instruction for how you organize your response. While I considered using specific forms for each section, I decided not to go that route but do want to receive the response broken down as outlined in that section to make it easier for team members to review. Can you define this requirement and advise what exactly is being requested? This statement is listed in the Optional Components and Features section. Is Santa Cruz Regional asking to include options for disaster recovery of system records OR including parts in the Main system to make it disaster recovery capable? Or something completely different? 19 The system may have a disaster recovery solution Either option would be acceptable. If the system has options for redundancy and automated failover, those may be quoted. We recognize that cost may be an obstacle but wish to obtain pricing for this level of reliability to help make that determination. Alternately, SCR9-1-1 owns a disaster recovery appliance (Unitrends). If the system has the ability to participate in the DR plan, that may be acceptable.

5 Questions Submitted by: Vendor D Question 1: Essential, Row 5; In the included requirements you mention that any local, drive-based storage proposed shall be provisioned with RAID 5 or RAID 10 and shall utilize a hardware-based RAID controller. We would need to confirm that if the proposal contained a RAID-1 solution that includes a hardware based raid controller would this also be acceptable? RAID 5 or RAID 10 is requested for data redundancy and performance. A RAID 1 solution will not automatically be eliminated, but RAID 5 or 10 is preferred. Question 2: Essential, Row 10; As the recording system must integrate with the Intrado VIPER phone system, would you please be able to provide us with the model and version of Intrado VIPER you currently have integrated in your solution? Is this an IP based solution or are analog feeds that connecting to the recorder? The Intrado VIPER system will be upgraded in June Recording of the phone positions is IP based. (Separate recording of the CAMA trunks is analog.) Question 3: Optional, row 2, you request that the recording system should integrate with the Computer-Aided Dispatch system to obtain CAD log-on ID, incident number, incident location, primary unit. Is it possible to get the model of the CAD that you are referring to in order to confirm compatibility. The current CAD is Motorola Premier CAD version The CAD software will be replaced in 2018 and the new system has not been selected. Depending on cost, integration with CAD may be deferred until the new system is in place; we are requesting cost to help make that determination. Question 4 : Optional; Row 4, it is specified that the system should integrate with the telephone system to carry over dispatcher ID, location information, console number, text to data, TDD data. Will this information be supplied by the CAD or the Intrado system? The request is for the Intrado system to supply this information. Question 5: Optional; Row 20: The system should have fully redundant components and/or a backup system to provide % reliability. Do you expect the provided solution to be fully redundant recorders to achieve "5-nines" of reliability. The essential (aka required) section of the RFP lists a requirement of 99% reliability. We would love to achieve full % reliability via the use of a fully redundant solution. We recognize that cost may be an obstacle but wish to obtain pricing for this level of reliability to help make that determination.
