7 THE INLAND RAIL PROGRAMME Inland Rail is the Australian Government s priority rail freight project for the coming decade A new 1700km freight rail connection from Melbourne to Brisbane via regional NSW and QLD. It will provide a rail option that is competitive with road on transit time, reliability and cost (<24 hours Melbourne to Brisbane) This will complete the backbone of Australia s freight rail network, linking the QLD, NSW, VIC, SA and WA economies 7 Inland Rail Sustainable Supply Chain Solutions 2014

12 ADVANCED TRAIN MANAGEMENT SYSTEM (ATMS) INNOVATION IN ACTION ATMS will be the train management system for Inland Rail It is a smart train management system which will dramatically increase safety, reliability and capacity of national rail freight network. Employs on-train GPS navigation systems, broadband communications networks & sophisticated computer technology to locate & route trains in real time. Reduces costs associated with trackside infrastructure maintenance and leverages existing track infrastructure to achieve additional capacity and efficiencies. The technology has been proven. With Government investment ARTC is now bringing this technology from the lab & getting it on track in partnership with technology provider Lockheed Martin. Implementation Stage 1 for ATMS is being rolled out between Port Augusta and Whyalla. Will also prepare section of track between Tarcoola and Kalgoorlie. Aim of first Implementation Stage is to safely test and commission the technology for revenue service in an ongoing, operational, live-run situation. 12 Inland Rail Sustainable Supply Chain Solutions 2014

14 INLAND RAIL 2014 The Minister for Infrastructure and Deputy Prime Minister has charged ARTC with developing a 10 year delivery plan for Inland Rail. $300M has been committed to fund: The establishment of the project team The development of the 10 year programme The progression of design work and the gaining of the required approvals The commencement of early works and land acquisition (where required) Investigate and recommend the most appropriate route for a dedicated freight rail connection to the Port of Brisbane. 15 REFINING THE ALIGNMENT The Australian, QLD, NSW and VIC Governments, through the IR-IG, have endorsed the 2010 alignment as the blueprint for the Inland Rail programme. ARTC is now refining the 2010 alignment to meet planning, environmental and technical requirements. We are also consulting with stakeholders on the alignment to deliver refinements that give the best outcome for rail users, the community and the environment at a realistic price. This will deliver a shovel-ready project, with construction to start during Inland Rail Sustainable Supply Chain Solutions 2014

16 PRIORITY PROJECTS Three priority projects are being assessed to facilitate commencement of construction. These three projects add value to existing operations while setting the platform for the overall programme. The projects are: Parkes to Narromine upgrade 2. Narrabri to North Star upgrade 3. Rosewood to Kagaru greenfield link. 1 The project team has also identified that Gowrie to Rosewood (including the Toowoomba Range tunnel) is critical to the overall programme. 17 MILESTONES The Inland Rail Implementation Group (IR-IG) has set the following timeline for the remainder of 2014: Milestone 1 July completed Establish the project team and develop the strategy and management plan for the programme. Preliminary update of costings. Milestone 2 September 2014 Begin working through the stakeholder and environmental assessment requirements, develop a recommended approach to approvals and land acquisition. Milestone 3 December 2014 Deliver updated cost estimates and 10-year delivery and construction plan Commence environmental assessments, detailed engineering & geotechnical investigations in consultation with stakeholders. 17 Inland Rail Sustainable Supply Chain Solutions 2014
