PANEL DISCUSSION Panel Discussion 1 Inclusive Transpor t Along with physical accessibility social economic and financial accessibility necessar y for inclusive transpor t Urban Transport Institutions Panel Discussion 2 Panel Discussion 3 Need for unified p lanning and p olicy institution (like UM TA) to look af ter urban transp or t matter s in a holistic manner Role of Transpor t in Transforming Cities An ef ficient and ef fective transpor t system necessar y for improving the livability and economic potential of the city and for improving the inclusiveness of the society

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS TOD Integrated approach to land use and transpor t is prerequisite for Green Fuel Transit Oriented Development. In existing urban area mechanism for TOD need to be devised in a realistic manner. Intelligent Transpor t System Ef fective implementation of intelligent transpor t system will go a long way to develop smar t cities and smar t solution for transpor t problems. Pedestrian Safety Pedestrian safety should be the priority area while planning for transpor t infrastructure and NMT

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS Modernizing City Bus Services Standard bus service will be helpful to patronize public transport and increasing the modal share of public transport. CMP Toolkit Comprehensive Mobility Plan making adequate provision for public transpor t and NMT with an objective to reduce GHG emissions should be par t of the overall master plan of the city. Innovative Financing Mechanisms Various possible financing options need to be explored before star ting any transport project particularly capturing the increased land value, increasing the FSI and charging betterment levies along transit corridors

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS Ser vice Level Benchmarks A mechanism at city level need to be established to collect and compile the data on ser vice level benchmark to access the existing status of urban transpor t environment. Access to Public Spaces Pedestrian friendly infrastructure should be developed to provide safe convenient and easy access to the public spaces for all socio economic group and genders Fuel Ef ficiency & Emission Guidelines for buses Enough awareness should be created for the use of Green Fuel Technology and incentives be given to t he operators for improving the fuel ef ficiency

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS Model Bus Operators A greement on gross Cost Contract Beside creating suf ficient awareness for modal bus operator agreement involvement of private sector in bus operation be promoted Managing Pa rking Parking policies should be reflective of existing land prices and be instrumental in inducing modal shif t from private vehicle to public transpor t system. Transit Innovations There is a strong need to bring improvement in IPT system and the mode and technology for transit should be city specific based on demand requirement, safety considerations, topography, fund availability and institutional capacity

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS Freight Management The comprehensive mobility plan should provide for freight movement and for freight nodes, hubs and other logistics development. National Urban Transpor t Policy Goals and objectives of NUTP have to be incorporated as part of reform agenda on urban transport while considering the urban transpor t projects for funding TDM Cities should make beginning for ef fective implementation of TDM strategies to modify the travel behavior to reduce the negative externalities related to transpor t. Implantation of TDM measures such as congestion c harging, car free zone etc need to be initiated

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS Buses for all Seamless standard feeder bus network is an impor tant measure for modal shif t in favour of bus transpor t. Planning and Design For Sustainable Urban Mobility Rapid urbanization and economic growth priority should be given for sustainable urban mobility and provision for this be made in the existing planning laws and instrument.

TECHNICAL SESSIONS & ROUND TABLE DISCUSSIONS ECO Mobility Policies and strategies for urban transport should encourage cities to take up eco mobility solutions by linking the same for financing urban transpor t. Security of Public Transpor t Innovative technology and regulator y measures need to be used for improving security in public transpor t.

KEY MESSAGES Mobility for all and green transport for livable cities. Sustainable transport for sustainable urban development. Integrated and holistic approach for urban transport. An umbrella policy planning organization like UMTA for looking after the urban transport issues in an integrated manner. Models for transit oriented development be developed for Green Field and Brown Field Township and in existing urban areas. Innovative financing mechanism should be evolved to capture increased land value, granting development rights, incentive FSI, realizing impact values, charging betterment levies along transit corridors and around nuclei. Integration of land use and transportation to be taken up at the planning stage itself.

KEY MESSAGES Comprehensive mobility plan should be provided for increasing the modal share in favor of public transpor t and NMT. Innovative technology and regulator y popularizing IPT need to be adopted. framework for Urban transpor t models suited to the Indian conditions should be developed by taking up research and topical areas of interests. Urban transpor t system should take adequate measures in reducing the crime rate and improving the security in public transpor t.
