3 Home Office Type Approval History Type approval is the process by which enforcement equipment is approved by the Home Office. This allows the equipment to be used by police forces (or Safety Camera Partnerships) in order to record data which is admissible as evidence in prosecutions. Type approval provides an assurance of the technical accuracy and reliability of a traffic enforcement device and the data which it collects. The type approval process for enforcement equipment is rigorous and well established.

6 Home Office Type Approval History Problems: Process was Slow - Originally approval meetings only 3 times a year Technology was nearing maturity as it came to market On-going process, made it difficult to get replacement parts for technology System underwent review in 2012

7 Home Office Type Approval History 2012 changes New off road test facilities developed at Bruntingthorpe Proving Ground More resource capacity made available to do both on road Police testing and off road at Bruntingthorpe Monthly supplier meetings introduced Proposals to charge suppliers in the 2012 review but not implemented

25 Smart Motorways (HADECS3) Slowly being rolled out around the country, majority of the southern network has been installed with the exception of the Thames valley and Metropolitan police areas that are currently being upgraded. The North west region Cheshire and Greater Manchester will soon becoming on-line. It is expected that by 2020 all areas will be covered.

27 Smart Motorways Enforcement Technologies Technology to reduce congestion and improve journey times Use sensors in the road surface to detect the speed, volume and flow of traffic. The system calculates the best speed to keep traffic moving, reducing the level of stop-start traffic that leads to congestion. Drivers see the speed limit appear in a red circle (which means it is enforceable by law) on electronic signals on overhead gantries.

29 Enforcement Technologies Average Speed Cameras in the UK Recent years there has been a breakthrough in digital enforcement camera technology with the introduction of the Average Speed Camera (UK Home Office approved in 1999) (section control or zone enforcement). Modern systems are multi-lane, GPS time synced and controlled from the back office.

30 Enforcement Technologies Level Crossing Cameras in the UK Level crossings are a major concern with regard to collisions involving vehicles and railway stock. A number of cameras have recently been developed and are now enforcing level crossings. They detect vehicles crossing the barrier lines as the lights (WIGWAGS) commence to flash. The cameras act as a deterrent to Level crossing violations with an aim to affecting driver behaviour and reducing collision risk.
