Key Evaluation Results Although all equipments have been installed and the project is operational, the tool which helps calculating the ratios of vehicles driving through each frontier point doesn t work properly when writing this report. There is currently an attempt to optimize all the functionalities for the system s information capture. Therefore, no evaluation has been made of the origin/destination matrix, time spent by the overseas vehicles in Spain, as well as other aspects of the evaluation. Description of the Problem Reading and recognizing the number plates of the vehicles driving between borders is a project which implements a system to gather, analyze and show the information related to all vehicles passing through Spanish borders. All this equipment will be connected to Madrid TCC. Traffic management will also improve since information about emigrational movements will be also reported to manage special operations such as strait pass. The aim of this study is plate recognition of those vehicles going through the borders, both when going in or out of Spain. Such recognition is made by using equipment installed on road points close to the different frontier areas. A solution has been found for the roads and road stretches selected which consists in the installation of Universal Remote Stations, Closed Circuit Television (CCTV), Plate Readers and communications systems that they connect with the Control Centre in Madrid. 17/04/ TCS and sending data to Madrid TCT

8 3. Description of the ITS Project 3.1. Service Area The work areas in EasyWay are: Traffic Management Services Logistic and Merchandising Services ICT Infrastructure 3.2. Key Words Key words of this project are: ICT Infrastructure Data Management and Exchange Traffic Management Plans Traffic Monitoring DATA EXCHANGE MANAGEMENT Both ADSL and GPRS transmission systems are employed, depending on the position of the frontiers and on whether or not the telephone operator has an adequate support for data transmission from these points to the Traffic Management Centre (TMC) in Madrid. The used protocol is propriety of DGT. TRAFFIC MANAGEMENT PLANS With the data obtained with the application, it is possible to know about the ratios of vehicles driving with foreign number plates. In this way, different mechanisms are devised for controlling migration flows in mass exodus on cross-frontier trips, including service areas and road side assistance that guarantee road safety and decision making of traffic regulation and planning, both regionally and nationally. These should optimise the capacity of the road network and reduce delays and incidents Objectives The deployment of this ITS infrastructure will improve the enforcement which will contribute to avoid bad driver behaviour. The consequence would be also an improvement of the road safety and normalise the speed mean in the affected areas Systems and Technologies Applied In order to achieve the objectives it must be installed a set of necessary ITS elements which will allow the enforcement in the road segment of this project. 9 - Universal Remote Stations (URS s) - Information analysis system (CAI) - Television Cameras (TVC s) - Acquisition and surveillance system (SAR) - Data Transmission Equipment (DTE) It is worth mentioning the following equipment: - SAR (Acquisition and surveillance system): It is a set of hardware which can detect vehicles, acquire pictures of them, acknowledge of plates and store them in order to be sent periodically to CAI. It will be installed in main crossborder roads of Portugal and France. - CAI (Information analysis system): Centralised system which receives all SAR information to be analysed. The main system components are Plate Reader Equipments and Universal Remote Stations. The former captures images of vehicles that drive through the study area, identifies them and sends information to be used and handled. The Plate Rader Equipment does not need a trigger mechanism to capture the images of vehicles, since these are detected automatically by analyzing the images captured. This characteristic eases both the initial installation of the system and its maintenance. The cameras used in the Plate Reader Equipment have a light of infrared spectrum which captures images no matter what the environmental light is. The source of infrared light helps the camera to work properly not only at day and night, but also with severe weather phenomena that reduce visibility a great deal. Cameras will be installed depending on the existent infrastructure in each section of analysis. 17/04/ TCS and sending data to Madrid TCT

10 The number plate of the vehicle is identified by using a software module that is in charge of the image analysis. This analysis is based on pre-established pattern recognition and the result after the analysis is a text file that includes the plate characters and its nationality. These data are stored until they are sent to the Analysis Centre following a predetermined frequency. Therefore, the complete information of the vehicles detected consist of number plate, country of origin, date/time of detention, vehicle category and the ratio of reliability of the information for the identification. Optionally, it may be possible to send to the Analysis Centre a complete image of the vehicle and/or a detailed image of the number plate of the vehicle. At the same time, as part of the System, a Universal Remote Station is installed that provides general information about the state of the installation (notification of communication, supply and storage alarms; incidences such as open door, etc.) as well as an additional, complementary and contrastive element for vehicle detection. For that purpose, the Universal Remote Station (URS) has a Data Capture Station which all detectors are connected to (inductive loops). In this way, the URS provides information of the vehicles driving on roads which is classified according to speed and length. In the areas where the Acquisition and Recognition Systems are installed, the existent infrastructure (communications, inductive loops, etc.) will be taken advantage of Costs Total Project cost are (excluding VAT) ,13. 16 4. Evaluation Planned 4.1. Timing and Type of Evaluation The evaluation will be carried out a posteriori but the current data from the equipment already installed it is being processed. Currently, the equipments are installed and the project is operational. There is an application that helps calculating the ratios of vehicles driving through each frontier point. It is however true that the tool that is currently available for data queries does not allow their correct use. There is currently an attempt to optimize all the functionalities for the system s information capture. Therefore, no evaluation has been made of the origin/destination matrices, time spent by the overseas vehicles in Spain, as well as other aspects of the evaluation. This evaluation is postponed to a later stage of the project. Currently, the use of data is kept to the exchange of information with the Tourism Institute in Spain, queries about vehicles by number plate and provision of graphs about vehicle driving by country registration in each frontier point Objectives for the Evaluation It is needed to know the origin-destination matrix of vehicles with foreign plate which passes through Spanish borders. With this information it could be known the traffic volume and to determine where to place specific devices to control emigrational flows when a special operation like strait pass is active in order to plan the rest areas and avoid congestions in main cities accesses Research Questions For the execution of the project there have been contacts with the competent organisations so that they know the actions being made and to agree on the works executed as indicated in the project. In this case, the Ministry of Road Works is the competent organisation, as it is the only road holder of the affected roads Study Area for the Evaluation Already described in point 2.1. Research area will be focused to measure the effectiveness of the surveillance system Expected Impacts It is foreseen to improve traffic management through cross-borders Spanish points and to know the foreign driver behavior to get the origin-destination matrix accurately. 17/04/ TCS and sending data to Madrid TCT
